SAN JUAN COUNTY COMMISSION MEETING May 17, 2010 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Bruce Adams, Chairman Kenneth Maryboy, Vice Chair Lynn Stevens, Commissioner Rick Bailey, SJC Administrator Norman L. Johnson, SJC Clerk/Auditor Dawn Shaw, SJC Deputy Clerk Attendees: Phil Lyman, Mike Lacy, Jerry McNeely, Scott Burton, Marilyn Boynton, Jim Keyes, Howard Randall, Bill Boyle A motion to approve the minutes of May 10, 2010 was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Vote unanimous. Commissioner Kenneth Maryboy was absent for the vote. Mike Lacy – SJC Sheriff Sheriff Lacy presented the annual Bailiff Contract in the amount of $16,500 for approval and signature. A motion to approve the contact was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Vote unanimous. Commissioner Kenneth Maryboy was absent for the vote. Mike reported to Commissioners that currently it is a Commission decision on who would be put on the Counties insurance as far as volunteers for search and rescue. He presented a request to have Commission approval on a resolution authorizing the Sheriff to decide who would go on the insurance for workman’s compensation so that individuals would be covered if something were to happen to them. Commissioner Lynn Stevens made a motion to authorize Sheriff Mike Lacy to approve who was covered by insurance. Commissioner Bruce Adams seconded the motion. None opposed. Vote unanimous. Commissioner Kenneth Maryboy was absent for the vote. Jim Keyes – USU Extension Jim reported to Commissioners that there have been several phone calls concerning a Cottonwood tree next to the community center in Bluff that is infested with worms and needs spraying. He stated that right now it is too late in the season to spray but would like to look into finding someone for the future. Commissioners gave Jim the go ahead to find and price different companies that could do this. Norman L. Johnson – SJC Clerk/Auditor Norman reported to Commissioners that the county has recently received some past due bills from a local company, some as old as four years. Norman’s concern is how far back “people” can go to bill the county. Commissioners agreed to pay everything back to one year. Norman presented a request to approve the 2011 SSBG Allocation with $27,015.38 going to San Juan AAA and $12,750 going to San Juan Counseling. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Vote unanimous. Norman reported to Commissioners that the tax sale is Thursday at 10:00 A.M. and he has heard from four of the five property owners and hopes to have those cleared up before the sale. He also reported that the Primary Elections will be held County wide and that State law requires valid ID be presented at the polls. Norman presented a request to approve this year’s list of election judges. A motion to approve the list, with two exceptions, was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Vote unanimous. Rick Bailey – SJC Administrator Rick presented two building permits for approval and signature. Kevin Ramsay – Storage - East Boulder Rd, Monticello Pamela Hansen – Residence – East Deer Creek Rd, La Sal A motion to approve both building permits, provided all appropriate signatures are in place, was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Vote unanimous. Rick presented a request from the Bluff Builders Association to sponsor a permit for signs along Hwy 191 on each end of Bluff. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Vote unanimous. Rick reported to Commissioners that the County, along with SITLA, are trying to get a grant for the water project in Spanish Valley but things are moving slowly. Jerry McNeely – SJC Liaison Jerry reported to Commissioners on the various meetings he has attended including an AOG meeting. This week he plans to attend a training and meeting for the Housing Authority Board, a meeting with the USGS and a Spanish Valley Water and Sewer meeting. Commission Reports Commissioner Stevens reports that he will be in the County all week and there are 4H events being held at his arena this week. Commissioner Adams reported that he attended a UCIP meeting in Washington County. This week he plans to be in the County. He stated that the library board will be looking into grants to remodel the Monticello and Blanding libraries. Commissioner Maryboy reported that he plans to be in Salt Lake this week. He mentioned concerns being circulated in Bluff over the school sewer system. Adjourn 11:49A.M. 3
