SAN JUAN COUNTY COMMISSION MEETING February 8, 2010 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Bruce Adams, Chairman Kenneth Maryboy, Vice Chair Lynn Stevens, Commissioner Rick Bailey, SJC Administrator Norman L. Johnson, SJC Clerk/Auditor Dawn Shaw, SJC Deputy Clerk Attendees: Howard Randall, Charlie DeLorme, Jerry McNeely, Dan Stitler, Dustin Fife, Scott Burton, Susan Taylor, Carol VanSteeter, David Bronson A motion to approve the minutes of February 1, 2010, with corrections, was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Dustin Fife – SJC Library Director Dustin presented an Interlocal agreement between the SJC Library System and the SJ School District/Monument Valley High School Library to provide services as part of the satellite libraries and a memorandum of understanding with the SJ Foundation to house the Montezuma Creek satellite library for approval. After a discussion a motion to approve the Interlocal agreement and the memorandum of understanding, subject to Walter Bird’s review was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Susan Taylor – SJC Ec. Development Susan reported to Commissioners about the 2009 Castleland RC&D Council and the projects they are working on. She stated that some of the things they are working on in the area include a Navajo Rainwater project and Grazing Workshops. Charlie DeLorme – SJC Ec. Development Charlie reported to Commissioners that the county has been invited to join Ec. Development Corporation (EDC) Utah and nominate a member for the Board of Trustees and also a representative. After a discussion a motion to nominate Commissioner Stevens as the member and Charlie DeLorme as the representative was made by Commissioner Kenneth Maryboy. Commissioner Lynn Stevens seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Charlie presented a procurement request for software from Adobe in the amount of $1,799. A motion to approve the request was made by Commissioner Lynn Stevens. Open Time and Other Business Dan Stitler, SJC Resident, discussed with Commissioners the state of the county’s budget and what steps were being made decrease the budget. Commissioners asked that Mr. Stitler get with the county budget officer for the information he is wanting. Norman L. Johnson – SJC Clerk/Auditor Norman presented a request to abate the taxes on parcel # 36S22E232407 in the amount of $392. Norman reported that the property was sold approximately six months ago by a 100% disabled vet who paid the full property tax amount. A motion to abate and refund the taxes was made by Commissioner Lynn Stevens. Commissioners Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Rick Bailey – SJC Administrator Rick reported to Commissioners that UDOT had received the money from NDOT for the road from Navajo Mountain to Oljato.
