SAN JUAN COUNTY COMMISSION MEETING May 18, 2009 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room in Monticello, Utah. Present: Bruce Adams, Chairman Kenneth Maryboy, Vice Chair Lynn Stevens, Commissioner Rick Bailey, SJC Administrator Norman L. Johnson, SJC Clerk/Auditor Dawn Shawn, SJC Deputy Clerk Attendees: Jerry McNeely, Evan Lowry, Sandra Asbury, Howard Randall, David Bronson, Scott Mitchell, Greg Adams, Jeff Nielson, Larry Sorrell, Mark Maryboy, Phil Lowe A motion to approve the minutes of May 11, 2009, with corrections to be made by Commissioner Kenneth Maryboy, was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Commissioner Kenneth Maryboy was not present for the vote. Phil Lowe – SJC Hospital CEO Mr. Lowe reported to Commissioners that he, with help from others, has worked on a strategic plan for the hospital and would like input from the Commissioners. Commissioners stated that they would like a full blown business plan brought before them and would really like to see the billing side of the hospital cleaned up. Phil thanked Commissioners for their input and stated that he would be bringing the strategic plan before them soon. Greg Adams – SJC Planning & Zoning Greg presented the Plutus Subdivision for approval. Greg stated that this subdivision is located in Spanish Valley area off Hwy 191 and Spanish Valley Drive and that everything is in order. A motion to approve the Plutus Subdivision was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Commissioner Kenneth Maryboy was absent for the vote. Greg presented a request to amend the San Juan Estates Subdivision Phase IV. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Commissioner Kenneth Maryboy was absent for the vote. David Bronson – SJC Surveyor David presented a procurement request from Microfilm Service Corp in the amount of $3,645 for microfiche scanning, training and software. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Commissioner Kenneth Maryboy was absent for the vote. Norman l. Johnson – SJC Clerk/Auditor Norman reported to Commissioners that the SSBG allocations have been reduced and it will impact San Juan Counseling and the SJC Aging program. Norman reported to Commissioners that he had been nominated to serve on the NACRC Board of Directors for County Clerks. He stated that this is a great opportunity for the county but will require some traveling. NACRC is the National Association for County Clerks and Election Officials, and is an affiliate of NACo. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Rick Bailey – SJC Administrator Rick presented one building permit for approval and signature. Steven Palmer – Garage – N Blue Mt Rd, Blanding A motion to approve the request, provided all appropriate signatures are in place, was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Rick reported to Commissioners that there have been several notices sent to the county stating that the Lisbon Valley Mine is filing for bankruptcy. Open Time and Other Business Sandra Asbury, Director at Transitions, presented a request for a letter of support for their museum project to go with a grant to the Eckles Foundation. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Commissioner Kenneth Maryboy was absent for the vote. Howard Randall, SJC Assessor, presented a request to grant tax exemption to certain properties based on religious, charitable, and educational use. The exemption applies to Faith Assembly of God in Blanding, First Baptist Church in Blanding, SJ Community Church in Monticello and Roman Catholic Church. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Commissioner Kenneth Maryboy was absent for the vote. Jim Keyes, USU Extension, asked for permission to look into getting a new truck for the weed department. Jim stated that this is a budgeted item. Commissioners said to go ahead with the process on this. Jim also reported that the SJC Farm Days was a huge success. Commission Reports Commissioner Stevens reported that he will be in the County all week. Commissioner Adams reported that there is concern at AOG over sage grouse population in SJC, a study to be done at Claw Draw and Utah Republican Party petition to stop Hayes. Commissioner Maryboy reported that he attended Chapter Meetings. He requested Commission support to get $4million dollars in stimulus money for UNHS. He plans to attend an Economic Development Committee meeting in Kayenta on the 20th. Adjourn 12:24 P.M. 1
