SAN JUAN COUNTY COMMISSION MEETING April 27, 2009 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room in Monticello, Utah. Present: Bruce Adams, Chairman Kenneth Maryboy, Vice Chair Lynn Stevens, Commissioner Rick Bailey, SJC Administrator Norman L. Johnson, SJC Clerk/Auditor Dawn Shawn, SJC Deputy Clerk Attendees: Jerry McNeely, Charlie DeLorme, Marilyn Boynton, Scott Burton, Larry Sorrell, Scott Mitchell, Mr. and Mrs. JR Richardson, Carol VanSteeter A motion to approve the minutes of April 6, 2009, was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Norman L. Johnson – SJC Clerk/Auditor Norman reported to Commissioners that in the past the SSBG allocation for SJC has been $59,000. Due to growth in county population they have lowered this amount to $39,000 which will primarily affect the mental health/substance abuse and aging programs. Norman also reminded Commissioners that the auditors will be here all week. Rick Bailey – SJC Administrator Rick reported to Commissioners that they may be able to combine Forest Service monies along with transportation monies to put towards the jail expansion project. He stated that several resources would need to be utilized including Commissioners contacting the Lt. Governor and getting the resolution for an increased allocation of beds on the special session. Rick reported that Dave Ariotti would like to visit informally with Commissioners about his opposition to the Bluff Service Area’s ideas on the sewer system. Rick presented a grant application in the amount of $100,000 from USDA for approval and signature. The money would be used to purchase an ambulance. A motion to approve signature of the grant application was made by Commissioner Kenneth Maryboy. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Commissioner Stevens was absent for the vote. Rick reported that there is a potential solution to the Mexican Hat Fire Station utility problem. He stated that a land owner was not willing to grant an easement to the county but there may be an alternative route and land owners bordering the property that are willing to grant the needed easement. Rick presented a procurement request from SJC Maintenance for a half-ton Chevy Silverado in the amount of $21,933.32. A motion to approve the request was made by Commissioner Kenneth Maryboy. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Commissioner Lynn Stevens was absent for the vote. Open Time and Other Business JR Richardson, SJC Resident, reports to Commissioners that there is a road approximately 4/10 of a mile in length in Old La Sal that has been used as a public road. He asked for an easement that would protect his access. Commissioners asked that Mr. Richardson talk to Walter Bird, SJC Assistant District Attorney, and explain to him the request and make sure there are no legalities to hold this up. Commission Reports Commissioner Adams reported he spent last week in the County. This week he plans to go to St. George for the issues concerning the Lisbon Valley Road. Commissioner Maryboy reported that he may attend an enterprise committee for Economic Development in Las Vegas later this week. Commissioner Stevens plans to attend a client committee meeting and UAC in Salt Lake this week then to Price for a Canyon Country Partnership Committee meeting then back to Salt Lake.
