SAN JUAN COUNTY COMMISSION MEETING December 22, 2008 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Bruce Adams, Chairman Kenneth Maryboy, Vice Chairman Lynn Stevens, Commissioner Rick Bailey, SJC Administrator Norman L. Johnson, SJC Clerk/Auditor Dawn Shaw, SCJ Deputy Clerk Attendees: Scott Burton, Larry Sorrell, Paul Barr, Scott Mitchell, Cyndi Eldredge, Susan Taylor, Susan Taylor, Charlie DeLorme, Howard Randall, Lynn Laws, Jeff Nielson, Mike Lacy, John Fellmeth, Tammy Gallegos A motion to approve the minutes of December 15, 2008 was made by Commissioner Kenneth Maryboy. Commissioner Lynn Stevens seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Paul Barr - SJC Treasurer Paul presented a request to have the assessed value on three parcels of property, A33240308400; A33240308401; and 29S24E103010, in the county's name changed so there won't be any taxes due. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Howard Randall - SJC Assessor Howard reports that LeGrand Johnson had paid taxes in two states on some of there equipment. They provided all information showing what equipment was in another state, how long it was there and the taxes paid. They requested reimbursement in the amount of $609.77 from the county for the time the equipment was in another state. A motion to approve the request was made by Commissioner Lynn Stevens. Cyndi Eldredge - SJC Personnel Cyndi presented two change in payroll requests for approval. One for Pamela Hanson from Step 44 to Step 80 and one for Amber Young a Step 152 to Step 172. Halls Crossing Marina, Halls Crossing Store, Hite Store, K&C Trading Post, Mexican Hat Lodge, Sunrise Convenience Store, Shirttail C-Store, Hole in the Rock General Store, Twin Rocks Restaurant A motion to approve the beer license renewals was made by Commissioner Lynn Stevens. Public Hearing - Adjustments to the 2008 General Fund and Other Related Budgets A motion to go into public hearing to discuss adjustments to the 2008 general fund and other related budgets was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Norman reports that there are no adjustments that need to be made to the 2008 budget and requested permission to transfer funds within departments if necessary. Public Hearing - Consider Adjustments to Existing Salaries of SJC Elected Officials A motion to go into public hearing to consider adjustments to SJC Elected Officials existing salaries was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Norman presented a request to increase all elected officials and county employees salaries by $100 a month. This equals $.58 an hour and would take the place of the usual percentage increase. The reason behind the $100/month was that this gives the lower paid employees the same dollar increase. There was discussion concerning whether or not to do this now or wait a few months and see if it will be more economically feasible. There was a question raised of the possibility of elected officials forgoing there "raise". Norman, John Fellmeth, and the Commissioners state that they county is in good shape and figuring in a $100/month ($.58/ hour) for the 144 full time and 37 part time employees still leaves the county in the black. Norman reports that adjustments have been made and the 2009 budget is in the black even with the $100/month raise for employees. If the revenue doesn't meet projections then they will do more adjusting. Norman, John and Commissioners asked that department heads be mindful of the situation we are in economically and spend wisely. Norman then presented a request to adopt the 2009 budget. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Norman, Sheriff Lacy and Walter Bird presented a proposal to have the Sheriff's Office and Road Department separate from the rest of the county in the classifications of positions. The Sheriff stated that they spend two years training someone and then they leave for better pay in other departments. A motion to approve the request and to allow the Sheriff up to $50,000 in additional compensation to develop the salary schedule, with the stipulation that the Sheriff bring back a report to personnel and Commissioners stating where funds would be distributed, was made by Commissioner Lynn Stevens. Rick Bailey - SJC Administrator Rick reports that he received a call from Navajo Mountain stating that there is no water coming into the system. He thinks a pipe has broke but with all the snow they are having a hard time getting to the pipe location. Rick has requested permission to take care of this problem and contract out water hauling if needed. A motion to approve the request was made by Commissioner Kenneth Maryboy. Rick presented an amended request to Representative Matheson and Governor Huntsman for the Federal Stimulus Bill including three road projects and the jail expansion. Rick presented a request to appoint Gail Johnson to the SJ Health Care Board and Reese Thomas to the Mental Health Board. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Rick asked Commissioners for there input on the Federal Clean Drinking Water Act. Rick presented a request from the SJ Water Conservancy District to be reimbursed for the Bedke Engineering Invoice for drilling three holes at Gordon Reservoir. A motion to approve the request in the amount of $37,356 was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Rick reports that the old fair grounds John Deere tractor has "kicked the bucket" and presented a request to purchase a small tractor, up to $40,000 for the county. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Rick requested authorization to spend up to $5,000 to repair the heater at the Cal Black Airport. Commissioners authorize he and Monty Perkins to repair the heater. Open Time and Other Business Tammy Gallegos, SJC Administrative Assistant, presented two procurement requests for approval. One is for carpet for the Bluff Senior Center from Three Z Holdings in the amount of $2284 and one for a water filter for the La Sal Senior Center from Desertsplash in the amount of $3882. A motion to approve the requests was made by Commissioner Kenneth Maryboy. Commissioner Lynn Stevens seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Lynn Laws, SJC Road Department, presented a request to approve a bid on the Zeke's Hole Crushing Project. There were seven bidders with Brown Brothers being the low bidder at a total cost of $179,600. A motion to approve Brown Brothers was made by Commissioner Lynn Stevens. Mike Lacy, SJC Sheriff, presented a procurement request for a radar from Stalker in the amount of $2757. A motion to approve the request was made by Commissioner Lynn Stevens. Commission Reports Commissioner Adams reports he attended the Mexican Hat Special Service District Budget Hearing meeting last Tuesday and plans to be in the county all week. Commissioner Stevens attended UAC and RS277 meetings last Wednesday in Salt Lake. He plans to be in the county all week. -4- Commissioner Maryboy he attended a Economic Development meeting in Chinle last Thursday and then went to Window Rock for UNTF meetings. He hosted the Light Parade in Bluff on Saturday and plans to attend the Christmas Dinner at the Bluff Senior Center tomorrow night. He plans to be in the county most of the week.
