SAN JUAN COUNTY COMMISSION MEETING December 8, 2008 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Kenneth Maryboy, Vice Chairman Lynn Stevens, Commissioner Tammy Gallegos, SJC Administrative Assistant Norman L. Johnson, SJC Clerk/Auditor Dawn Shaw, SCJ Deputy Clerk Absent: Bruce Adams, Chairman Attendees: Marilyn Boynton, Scott Burton, Corrine Roring, Cleal Bradford, Janet Ross, Charlie DeLorme, Larry Sorrell, Scott Mitchell, Carol Van Steeter, Lynn Martin, Adam Redd, Monty Perkins, Rowland Francom, Howard Randall, Stuart Gorrie, Bill Francom, Kay Francom A motion to approve the minutes of December 1, 2008, with corrections to be made by Commissioner Bruce Adams, was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Kenneth Maryboy declared the motion carried. Janet Ross - 4 Corners School Janet reported to Commissioners that since she last talked to them she has received approximately $600,000 in grants and donations to go to the Canyon Country Discovery Center, this is in addition to the $100,000 she received from the county. She also stated that she did not get the $1.3 million she anticipated from the governor. Janet said that she has a list of where the donations came from if anyone was interested in it. She also stated that they have looked into purchasing land for the CCDC north of Monticello. Cleal Bradford and Corrine Roring Cleal and Corrine updated Commissioners on the Bluff Fort and Hole in the Rock projects and outlined what they would like to get done in the next five years. At the present time the amphitheater area will only be used as a hiking or walking area. Cleal updated Commissioners on the status of the Monument Valley Welcome Center, the Trail of the Ancients, Four Corners Monument, and the Heritage Area designation. Each of their projects has several on going activities. The Four Corners Monument will not be completed as the funds will be withdrawn in foury days unless there is a dispute settlement. -1- Norman L. Johnson - SJC Clerk/Auditor Norman reported to Commissioners that there will be a Mexican Hat Special Service District Budget Hearing December 16, 2008, at which one of the Commissioners needs to attend. Monty Perkins - SJC Maintenance Monty presented two procurement requests. One was for carpet in the amount of $2,284 for the Public Health Office and one for a heater in the amount of $4,180, which includes installation, from Redd Mechanical. A motion to approve the procurement requests was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Kenneth Maryboy declared the motion carried. Open Time and Other Business Although the public hearing for large public gatherings had been canceled there were several county residents in attendance concerned about the effect of this proposed ordinance. Commissioners, along with Tammy Gallegos, explained that this draft ordinance was a "boiler plate" from another county and some kinks need worked out. Commissioners are looking for a possible committee of county residents to handle comments and suggestions for a new draft ordinance and asked anybody that was interested in helping to leave their contact information Commission Reports Commissioner Stevens reports that he attended a Homeless Committee Coordinating meeting last week where he reports they are trying to get a more accurate count of homeless people in SJC. He also attended a Canyon Country Partnership meeting in Green River Friday. He plans to be in the county all week. Commissioner Maryboy reports that his 20th anniversary for Navajo Santa was a huge success. He plans to be in Window Rock Wednesday and Thursday and Albuquerque Friday. Sunday will be Sub for Santa in Oljato, Halchita and surrounding areas. Adjourn 11:18 A.M. -2-
