SAN JUAN COUNTY COMMISSION MEETING September 22, 2008 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Bruce Adams, Chairman Kenneth Maryboy, Vice Chairman Lynn Stevens, Commissioner Tammy Gallegos, SJC Administrative Assistant Norman L. Johnson, SJC Clerk/Auditor Dawn Shaw, SCJ Deputy Clerk Attendees: Cyndi Eldredge, Greg Adams, Howard Randall, Kate Cannon, Corrine Roring, Bill and Karen Goez, Phil Glaze A motion to approve the minutes of September 15, 2008, with corrections, was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Cyndi Eldredge - SJC Personnel Cyndi presented a request to transfer Noel Russel from the part time Assistant Librarian to full time Dispatcher. Noel will go from a Step 9 to a Step 63. A motion to approve the request was made by Commissioner Kenneth Maryboy. Commissioner Lynn Stevens seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Greg Adams - SJC Planning and Zoning Greg presented the Ridge Crest Subdivision for signature and approval. Greg stated that the Planning and Zoning Commission signed off on the plat and that everything looked good from their end. A motion to approve the Ridge Crest Subdivision was made by Commissioner Kenneth Maryboy. Commissioner Lynn Stevens seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Howard Randall - SJC Assessor A motion to go into a BOE meeting was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Howard provided the Commissioners with a list of the recommended BOE adjustments from his office which were the result of BOE Public Meetings on August 18th and 25th. The -1- Commissioners reviewed the list and questioned specific actions which relate to change in ownership, size of property, greenbelt status, etc. A motion to approve the recommended changes in the tax roll for San Juan County was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. A motion to exit the BOE meeting was made by Commissioner Lynn Stevens. Tammy Gallegos - SJC Administrative Assistant Tammy presented six building permits for approval and signature. Nicole Larsen - Residence - Elk Meadows, Monticello Joshua Palmer - Residence - Guymon Lane, Blanding Brad Bunker - Residence - South Creek Road, Monticello Tracy Lyman - Residence - South West, Blanding Andy Black - Residence - Harris Lane, Blanding Carl Hutchins - Residence - West Water, Blanding A motion to approve the building permits, provided all appropriate signatures are in place, was made by Commissioner Kenneth Maryboy. Commissioner Lynn Stevens seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Tammy presented a procurement request for a Henke Snow Wing for the Road Department in the amount of $15946 from Scott Machinery Co. A motion to approve the procurement request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Open Time and Other Business Kate Cannon, Superintendent of the National Parks System in the area, reported to the Commission that our local National Parks are bucking the national trend and seeing an increase of visitors. She states that Canyonlands is up 12%, Arches is up 10%, and Natural Bridges is up 5%. Commissioners asked about Hovenweep and Kate stated its not seeing an increase of visitors. Commissioners asked her to meet with Charlie DeLorme with SJC Economic Development to see if they can come up with a plan to get more visitors there as well. Corrine Roring updated Commissioners on the Bluff Fort and requested a match for funding in 2009. Commissioners asked Corrine to write a letter to SJC Clerk, Norman Johnson, stating the funds they are wanting so he can put them into the budget process. -2- Commission Reports Commissioner Stevens will be out of the County all week. Tuesday he plans at attend a CEU Board of Trustees meeting in Price then he plans to attend an evening meeting in Green River for SEUHD Board. On Wednesday he starts his meetings in Midway with UAC. Commissioner Maryboy reports that the Utah Navajo Fair was a great success. He plans to attend UDOT Board Meeting in Blanding. He will be traveling to Midway this week to attend UAC and also plans to go to Vernal to attend a Native American Summit. Commissioner Adams will also be in Midway this week attending UAC meetings.
