SAN JUAN COUNTY COMMISSION MEETING August 25, 2008 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Bruce Adams, Chairman Kenneth Maryboy, Vice Chairman Lynn Stevens, Commissioner Rick Bailey, SJC Administrator Norman L. Johnson, SJC Clerk/Auditor Dawn Shaw, SCJ Deputy Clerk Attendees: Cyndi Eldredge, Greg Adams, Maxine Deeter, LaVern Tate A motion to approve the minutes of August 18, 2008, with corrections, was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Greg Adams - SJC Planning Greg presented Rattlesnake Subdivision for approval and signature. He reported that there are some lots that didn't pass a perk test and these lots will be designated on the plat to let potential buyers know. A motion to approve Rattlesnake Subdivision was made by Commission Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Rick Bailey - SJC Administrator Rick presented the DHS Medicaid Aging Waiver Contract for signature and approval. A motion to approve the contract was made by Commissioner Lynn Stevens. Rick presented two proposals for the Utah Navajo Strip Water Study from Brown & Caldwell and Morrison. A ranking process had been followed and Rick made the recommendation that the County go with Brown & Caldwell. A motion to approve the recommendation was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Rick reported that a letter had been received from Sam Cantrell, of Bluff, resigning from the Board of Directors of the SJ Water Conservancy District and in it he stated that Jim Hardin had expressed interest in filling his unexpired term. -1- Rick updated Commissioners on three proposed ordinances he is working on. The first is a Protection Zone Ordinance for the Monticello Airport. The second is Residential Zoning in Spanish Valley for the Large Events Ordinance. The third is a proposed oil and gas mining ordinance and he would like to set a public hearing for it in late September or October. Rick presented a request to award a bid to Redd Mechanical, for work to be done on the Navajo Mountain culinary water system. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Open Time and Other Business Maxine Deeter, BLM, reported to Commissioners that they have the materials to build a fence along the front of the Blanding Shooting Range. There was some discussion about who would be building the fence and Commissioner Stevens asked Maxine to look into the possibility of having some Eagle Scouts do it. It was also discussed to build a fence along the back side to prevent motorized access into the area. LaVern Tate, SJC Historical Commission, reported to Commissioners that her book, Early San Juan County, will be available to sell next month. She presented a request to receive a $1200 cash match to buy some of these books. A motion to approve the request was made by Commissioner Lynn Stevens. Commission Reports Commissioner Stevens participated in a telephone conference for State Wide BLM RAC. He attended the interviews for the Planning position Wednesday and on Thursday he went to the Business Expansion and Retention (BEAR) Conference. Commissioner Maryboy met with officers from Zions Bank. He reports that OSHA and the Navajo EPA have shut down the Elkhorn Mine in Montezuma Creek due to some safety issues. Commissioner Adams wanted to remind everyone that there will not be Commission Meeting September 2nd. He attended the interviews last week as well and plans to attend the George Wythe College ground breaking Saturday. Saturday and Sunday Natural Bridges is celebrating 100 years and he plans to attend some of those events. 11:00 A.M. - Executive Session A motion to go into Executive Session to discuss Personnel Issues was made by Commissioner Kenneth Maryboy.
