SAN JUAN COUNTY COMMISSION MEETING March 17, 2008 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Kenneth Maryboy, Vice Chairman Lynn Stevens, Commissioner Tammy Gallegos, SJC Administrative Assistant Norman L. Johnson, SJC Clerk/Auditor Dawn Shaw, SCJ Deputy Clerk Attendees: Cyndi Eldredge, Dan Nakai, Larry Sorrell, Greg Adams, Steve Burtenshaw, Mike Lacy, Susan Taylor, Steve Pehrson, Howard Randall Absent: Bruce Adams, Chairman A motion to approve the minutes of March 10, 2008, was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Kenneth Maryboy declared the motion carried. Cyndi Eldredge - SJC Personnel Cyndi presented a request to hire Jessica Cook as the Monticello Senior Center Aide. A part time Step 1, Grade 1 position. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Kenneth Maryboy declared the motion carried. Cyndi presented a request to promote Shurrell Meyer from Interim Library Director to full time Library Director, a Step 118 position. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Kenneth Maryboy declared the motion carried. Cyndi presented a procurement request to purchase approximately 165 Jackets from Pick-A- Stitch at a cost of $63/per jacket. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Kenneth Maryboy declared the motion carried. The jackets are for all County employees and are paid for from the rebate incentive for having 100% on Workman's Compensation Compliance. Dan Nakai - SJC Resident Dan thanked the Commission for their time and reported that he was concerned over the state of the Monument Valley Visitors Center. He expressed his desire to use his resources and contacts -1- to begin finding solutions to the building being unoccupied for nearly two years due to NTUA's inability to have electric and water services established. The Commissioners thanked Mr. Nakai for his personal interest and said they appreciated anything he could do. Norman L. Johnson - SJC Clerk/Auditor Norman presented a request to renew a Beer License for Cow Canyon Trading Post. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Kenneth Maryboy declared the motion carried. Norman updated the Commissioners on the Tax Sale saying that the original sale date of May 22, 2008 has been moved to May 29, 2008 because of the WIR conference taking place the week of the 22nd. The Commission agreed to the date change. Tammy Gallegos - SJC Administrative Assistant Tammy presented a contract with Tri-Hurst Hogan, LLC as the Design-Builder of the SJC Jail expansion project for approval and signature. A motion to approve the contract was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Kenneth Maryboy declared the motion carried. The contract will be held for review by Rick Bailey to determine the funding source. Tammy presented three building permits for approval and signature. Road - Shed - Blanding Ned Kirk - Maddison Ave. - Residence - LaSal A motion to approve the building permits, provided all signatures are in place was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Kenneth Maryboy declared the motion carried. Open Time and Other Business Mike Lacy, SJC Sheriff, presented the annual Road Patrol contract in the amount of $6705 with the Forest Service for approval and signature. A motion to approve the contract was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Kenneth Maryboy declared the motion carried. Greg Adams, SJC Planning and Zoning, presented a Subdivision Plat, Crimson Vista Phase 1 in Dry Valley, for approval and signature. A motion to approve the Subdivision Plat was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Kenneth Maryboy declared the motion carried. -2- Commission Reports Commissioner Stevens attended both the CEU Board of Trustees meeting and the state wide BLM RAC meeting last week. This week he plans to attend a meeting on Wednesday with the Wellness Center committee in Blanding, and attend the West Water Planning meeting on Thursday. He will attend a UNTF meeting in Red Mesa on Friday. Commissioner Maryboy attended a Chapter meeting in Mexican Water on Sunday. He plans to attend a Navajo Economic Development meeting Wednesday in Navajo Mountain. Adjourn 11:10 -3-
