SAN JUAN COUNTY COMMISSION MEETING February 25, 2008 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Bruce Adams, Chairman Kenneth Maryboy, Vice Chairman Lynn Stevens, Commissioner Tammy Gallegos, SJC Administrative Assistant Norman L. Johnson, SJC Clerk/Auditor Dawn Shaw, SCJ Deputy Clerk Attendees: Dee Atkin, Lisa Atkin, Neil Joslin, Evan Lowry, Lynn Laws, Mike Lacy, Howard Randall, Cyndi Eldredge, Walter Bird, Corrine Roring, Doug Allen, Greg Adams A motion to approve the minutes of February 19, 2008, with changes, was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Lynn Laws - SJC Road Dept. Lynn presented procurement requests for a Steel Max Magnetic Drill from Lawson at a cost of $697.54; a 951066 252 Miller with Spool Gun MIG Welder from Four Corners Welding at a cost of $3128.12; a 644-J Articulated Loader from Scott Machinery at a cost of $166,065; a 2008 772 D Motor Grader with Front Blade from Scott Machinery at a cost of $142,263; and a 2008 722 D Motor Grader from Scott Machinery at a cost of $126,613. A motion to approve the requests, provided that the Chapters have the option to purchase the old Graders as is from the County, was made by Commissioner Kenneth Maryboy. Commissioner Lynn Stevens seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Evan Lowry - SJC Planning Evan presented three letters of support for grazing allotments on Forest Service land near Camp Jackson for signature. A motion to approve the letters was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Evan discussed water issues concerning Clay Draw. Commissioner Bruce Adams invited Evan to a water resource meeting in Salt Lake on Wednesday along with Commissioner Stevens and Norman Johnson to discuss the Clay Draw project. Evan presented the Commissioners with a two disk set of comments to the BLM on the RMP. -1- Walter Bird - SJC Personnel Walter reported to the Commission that San Juan County is a "Fence In" County, meaning that livestock owners are responsible for fencing in their animals or they are liable for damage caused by their animals. In order to change the ordinance a revised ordinance would need to be written and a Public Hearing would have to be held. Cyndi Eldredge - SJC Personnel Cyndi presented a request to hire Eliza N. Fry as the Office Manager for Economic Development and Visitors Services, a Step 40 position. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Norman L. Johnson - SJC Clerk/Auditor Norman presented a bill to the Commission from the San Juan Foundation for VISTA program cost share reimbursement for services provided to the SJC Homeless Committee in the amount of $1000. It was directed that it be paid from the $5000 the County budgeted for the Homeless Committee. Tammy Gallegos - SJC Administrative Assistant Tammy presented three building permits for approval and signature. Hank Louis - 210 N 700 E - Shop, Wash House, Residence - Bluff Adam Vancil - Tera Lane - Residence - Spanish Valley San Juan County - South Firehouse Road - Senior Center/Public Building - LaSal A motion to approve the building permits, provided all appropriate signatures are in place, was made by Commissioner Kenneth Maryboy. Commissioner Lynn Stevens seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Open Time and Other Business Commissioner Lynn Stevens recommended up to $2000 be donated to the Montezuma Creek swimming pool for a mural on the face of the building. Following a discussion the Commission agreed this would be a worthy project. Commission Reports All Commissioners plan to attend the water resource meeting Wednesday in Salt Lake and then head to Washington D.C. on Friday. Adjourn 11:55 -2-
