SAN JUAN COUNTY COMMISSION MEETING February 19, 2008 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Bruce Adams, Chairman Kenneth Maryboy, Vice Chairman Lynn Stevens, Commissioner Tammy Gallegos, SJC Administrative Assistant Norman L. Johnson, SJC Clerk/Auditor Dawn Shaw, SCJ Deputy Clerk Attendees: Lynn Laws, Walter Bird, Mike Lacy, Ben Nielson A motion to approve the minutes of January 14 and 22, 2008, was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. A motion to approve the minutes of February 11, 2008, was made by Commissioner Kenneth Maryboy. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion. Commissioner Lynn Stevens abstained. Lynn Laws - SJC Road Dept. Lynn presented a procurement request for a Light Weight Flatbed Truck from Sterling at a cost of $58,836. A motion to approve the request was made by Commissioner Kenneth Maryboy. Commissioner Lynn Stevens seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Lynn reported to the Commissioners that he went to Spanish Valley and took pictures of the road where the residents had concerns. Lynn stated that to chip seal the road would bring the cost down from what he had previously estimated. Lynn also states that a ditch would help water drain off the road. Commissioner Adams stated that he had talked with Lannie Yeager about what funds the community could secure and what the County was willing to do when they secured those funds. Mike Lacy - SJC Sheriff Mike presented a procurement request for a Canon Image Runner Color 3380i Copier from Parker Copier Service at a cost of $10,137 with a $400 trade in. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Mike discussed with the Commission security issues at Commission Meetings. He feels there -1- should be random wand checks at the Commission Room door. Commissioners agreed this was a good idea and thanked Mike. Ben Nielson - SJC Planning Ben presented a Title 5 application for Kane Spring Creek on federal lands. The Commission agreed to sign the application. Walter Bird - SJC Personnel Walter presented a request to hire Deanna Walk as the full time Monticello Librarian, a step 47 position and Velinda Mitchell as the part time Monticello Library Assistant, a Grade 1 Step 1 position. A motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams seconded the motion. Walter presented a letter to the Commission, from Shawn Welch with Holme Roberts & Owen Attorneys at Law to represent the County in connection with federal public lands access matters, for approval and signature. A motion to approve the letter was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Commissioner Bruce Adams presented and discussed a letter written to Senator Bennett on behalf of the Southeast Utah Tamarask Partnership asking for funding for restoration work on the Colorado River Shoreline. A motion to approve the signature on the letter was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried Tammy Gallegos - SJC Administrative Assistant Tammy presented a contract requested by Clayton Long and Melissa Cave with the SJC Homeless Committee on the Critical Needs Housing. The contract in the amount of $5650 is with the State Department of Community and Culture. Following a brief discussion the Commission agreed to signing the contract. Commission Reports Commissioner Adams will be going up to Salt Lake on Wednesday for legislature and will be attending a Water Resources Meeting the following Wednesday at 2:00 before heading to Washington D.C. on Friday. Commissioner Stevens will remain in the County this week and try to call into the meetings at the legislature. Adjourn 11:10 -2-
