SAN JUAN COUNTY COMMISSION MEETING November 13, 2007 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Conference Room at Monticello, Utah. Present: Bruce Adams, Chairman Kenneth Maryboy, Vice Chairman Lynn Stevens, Commissioner Tammy Gallegos, SJC Administrative Assistant Norman L. Johnson, SJC County Clerk /Auditor Dawn Shaw, Deputy Clerk Attendees: Bob Bushart, Cyndi Eldredge, David Carpenter, Greg Adams, Susan Taylor, Marilyn Boynton, Brad Harper, Corrine Roring A motion to approve the minutes of November 5, 2007, was made by Commissioner Lynn Stevens, None opposed. Commissioner Bruce Adams declared the motion carried. Cyndi Eldredge - SJC Human Resources Cyndi presented the name of Jed Lyman to be hired as the full time USU Prison Site Facilitator. The position is a Grade 9 Step 63. A motion to approve the recommendation was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Commissioner Kenneth Maryboy was absent for the vote. Cyndi presented the name of Kaylee Dalton to be hired as the Blanding Senior Center Aide. The position is a Grade 1 Step 1. A motion to approve the recommendation was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Commissioner Kenneth Maryboy was absent for the vote. Cyndi presented a request that Rob Wilcox be promoted to Drug Court Tracker from Corporal/Corrections. The Step remains at 165. A motion to approve the promotion was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Commissioner Kenneth Maryboy was absent for the vote. Cyndi presented the name of Brad Rowley as the full time Bluff Deputy Sheriff. The position is a Grade 9 Step 68. Brad will need to complete P.O.S.T prior to moving to Bluff. Sheriff Lacy has indicated that Brad will enter P.O.S.T. in January. A motion to approve the recommendation was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Kenneth Maryboy was absent for the vote. -1- Norman L. Johnson - SJC Clerk/Auditor Norman submitted a contract for the State Bookmobile. The contract period is effective from January 1, 2008 to December 31, 2008, at a cost of $95, 622 to the County. After some discussion of the increased percentage the County pays for the Bookmobile and looking into other options, a motion to approve the contract was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Commissioner Kenneth Maryboy was absent for the vote. Tammy Gallegos - SJC Administrative Assistant Tammy presented four (4) building permits for Commission approval and signature. Anthony Lott - 189 N. 3rd E. - Residence - Bluff Long Canyon Ranch - Long Canyon Point Road - Private Chapel - Blanding Long Canyon Ranch - Long Canyon Point Road - Guest House - Blanding Brad Harper - 1387 Hwy. 46 - Residence - Old La Sal A motion to approve the building permits, provided all appropriate signatures are in place, was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Commissioner Kenneth Maryboy was absent for the vote. Tammy reported that November 29, 2007 at 6:00pm would be the Mexican Hat SSD Public Hearing on there budget. She has placed the notice in the paper. Tammy requested approval for the procurement of a 2007 Dodge Charger at a cost of $19, 122. A motion to approve the procurement was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Commissioner Kenneth Maryboy was absent for the vote. Brad Harper Brad presented a request to have a subdivision plat approved for the Werner Subdivision. Following a discussion a motion to approve the request was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Commissioner Kenneth Maryboy was absent for the vote. Corrine Roring Corrine requested to have the taxes on the Hole in the Rock Foundation property, near Bluff, abated for 2007. A motion to approve the abatement for 2007 and have them make an application for exemption in 2008 was made by Commissioner Lynn Stevens. Commissioner Kenneth Maryboy seconded the motion. None opposed Commissioner Bruce Adams declared the motion carried. -2- Corrine also discussed the need to reappoint people to the Bluff Cemetery District. The District was formed several years ago and is believed to have been given Taxing Authority. The Commission requested that Norman Johnson check into the District status. Open Time and Other Business Bob Bushart addressed the Commission about their action or inaction concerning Charles DeLorme's use of County IT systems. The Commission said the issue has been reviewed and they will not take any further action. Greg Adams made a request on behalf of Mike Adams to advertise for a variance for the Spring Haven subdivision. He was informed that Mr. Adams will need to fill out a variance application. A time and date will be set later for a variance hearing. Commission Reports Commissioner Stevens met with the County Homeless Committee and discussed several options for funding the homeless here in SJC. On Saturday he was in Aneth for a Veteran's Day Celebration and also went to a West Water commemoration focused on making life better for families that live there. He attended the Utah Navajo Trust Fund Board meeting Thursday in Mexican Water where the future of the fund discussed. There could be serious repercussions if the fund leaves Utah State control. Commissioner Stevens reports that he plans to be in Price Wednesday morning for the C.E.U. Board of Trustees meeting and then on to St. George for the UAC meeting. He can be reached on his cell phone. Commissioner Maryboy attended an Economic Development meeting on Wednesday in Window Rock where they discussed extending land and business leases on the Navajo Nation. He reported that Mr. Doggett's resolution for the cell phone tower was passed by the local Chapters. He thanked our "General" Commissioner for attending the Veteran's Day activities in Aneth. It really meant a lot to the people there. Commissioner Adams was in Monument Valley last Monday for the Navajo Revitalization Board meeting and the School Community Group meeting. Commissioner Adams will be attending the Public Lands meeting Wednesday morning and the other UAC meeting in St. George the rest of the week. Commissioner Lynn Stevens made a motion to go into a Public Hearing to discuss a variance request from Mr. Dennis Williams. Commissioner Kenneth Maryboy seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. The Public Hearing addressed a request made by Dennis Williams for a variance on a piece of property from agricultural to commercial. Mr. Williams was not present for the hearing. A motion to go out of the public hearing was made by Commissioner Lynn Stevens. -3- Commissioner Kenneth Maryboy seconded the motion. None opposed.
