SAN JUAN COUNTY COMMISSION MEETING October 22, 2007 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Bruce Adams, Chairman Lynn Stevens, Commissioner Tammy Gallegos, SJC Administrative Assistant Norman L. Johnson, County Clerk /Auditor Dawn Shaw, Deputy Clerk Absent: Kenneth Maryboy, Vice Chairman Attendees: Tammy Gallegos, Bob Bushart, Mike Lacy, Greg Adams, Susan Taylor, Cyndi Eldredge, Ben Nielson, David Carpenter, Marilyn Boynton, Charles DeLorme, Jack Doggett, Lynn Laws, Steve Pehrson A motion to approve the minutes of October 15, 2007, was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion reserving the right for Commissioner Maryboy to make comments. None opposed. Commissioner Bruce Adams declared the motion carried. Cyndi Eldredge - SJC Human Resources Cyndi proposed a change to the Personnel Manual Section 15, to notify supervisor's immediately of accident or injury instead of having 24 hours to do so. Following a discussion a motion to approve change was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Cyndi presented a request to advertise, in house, for the Landfill Worker position. The request includes changing the job description to fit with the current responsibilities and use of equipment, similar to the SJC Road Department. The position would move to a Grade 15 Step 114. A motion to approve changes was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Cyndi discussed the Sheriff's Office Drug Tracker position. Human Resources wants to come up with a job description consistent with other Sheriff's Office positions to determine the pay, she also presented a request to advertise, in house, for a part time Deputy Sheriff for Bluff. A motion to approve the requests was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Ben Nielson - SJC Planning Office Ben handed out updates for the County Master Plan. The updates will be discussed at a public meeting to be held today at 1:00 P.M. in the Commission Room. Norman L. Johnson - SJC Clerk/Auditor Norman requested out of state travel for himself and Edward Tapaha to attend the Native American voter outreach summit in Phoenix, AZ on December 11th and 12th. A motion to approve the out of state travel was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Norman updated the Commissioners on the election preparations for November 6th. He feels we are as ready as possible and early voting will begin tomorrow, Tuesday the 23rd here in the Clerks office. Tammy Gallegos - SJC Administrative Assistant Tammy discussed a letter received expressing interest in County mineral rights. If San Juan County decides to lease rights it needs to be open to bids from the public. Tammy will put a legal notice in the paper to solicit proposals. Tammy submitted one (1) building permit for approval and signature. Long Canyon Ranch - Long Canyon Point Road - Garage - Blanding A motion to approve the building permit, provided all appropriate signatures are in place, was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Tammy submitted a Zoning Variance Application, from Dennis Williams, to change property in Sec. 26 from agricultural to commercial. The SJC Commission set a public hearing for November 13th, 2007 at 11:30am in the Conference Room for the purpose of hearing public comments regarding the application. A motion to approve the process of application was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Charles DeLorme - SJC Economic Development Charles introduced Jack Doggett of ComNet Wireless. Mr. Doggett discussed the proposed cell tower in Bluff. He gave an overview of the locations of existing towers in the county and plans for proposed towers. A public meeting will be held on October 23, 2007 in Bluff at the Community Center. The Commission thanked Mr. Doggett for his time and information. Lynn Laws - SJC Road Department Lynn made a request for approval on a cattle guard on Flat Iron Mesa. A motion to approve a new cattle guard was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Lynn requested permission to purchase a new crack sealer for the Blanding road department. The Comline Magma 230D will be purchased from Holland Equipment for $34,491. A motion to approve the purchase was made by Commissioner Lynn Stevens. Commissioner Bruce Adams seconded the motion. None opposed. Commissioner Bruce Adams declared the motion carried. Commission Reports Commissioner Adams will be in Savannah, GA later this week and through next week for UCIP training. He can be reached by phone. Commissioner Stevens met with the Navajo Trust Fund Board last week. He will be in the County all week and can be reached by phone. Commissioner Stevens discussed the Mexican Hat water system and the efforts Danny Fleming has put into balancing the budget. The rates will go from $4.40 to $6.60 per 1000 gallons next year. A flyer will be sent out in the next water bills. Mr. Fleming has put in an extra 30 hours on administrative issues and the Commission agreed he should be paid for his time. Commissioner Stevens also asked about the Navajo Nation property tax application to the state and mentioned the Commission had approved to have Charles DeLorme changed to an exempt employee status.
