SAN JUAN COUNTY COMMISSION MEETING OCTOBER 16, 2006 The regular meeting of the San Juan County Commission was held on October 16, 2006 At 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Lynn Stevens , Chairman Manuel Morgan, Vice Chairman Bruce Adams, SJC Commissioner Tammy Gallegos, SJC Administrative Assistant Norman Johnson, SJC Clerk /Auditor Dianne F. Neuss, SJC Deputy Clerk Commissioner Bruce Adams made a motion to approve the minutes of October 9, 2006 with changes. Commissioner Manuel Morgan seconded the motion and Commissioner Lynn Stevens declared the motion carried by unanimous vote. Evan Lowry - SJC Planning Office Evan expressed his concern regarding the Forest Service Plan draft. He just received the draft last Tuesday and it is due back next Tuesday. He noted that the draft, in addition to being in a different format, includes a scenery management map, which designates areas of significant restriction, which was not included in the previous draft. It also excludes issues that he has related to wildlife. Other counties, including Grand County, have expressed their concern, in a letter to the Forest Service, with the lack of time given to review the draft. Evan said that he would like to have at least two to three more weeks for review and suggested writing a letter to the Forest Service requesting more time. The Commission agreed and Evan will draft the letter for Commission approval and signature this afternoon. He also suggested organizing a meeting with other counties to discuss collective concerns related to the plan. Commissioner Stevens suggested holding the workshop/meeting in Green River or Price. The flooding in Lake Canyon on the Hole-in-the-Rock Trail was discussed and an alternate route will be investigated. Evan said he has been in touch with Lynn Laws who said people are able to get in and out but not for long before it becomes unstable and unsafe. Evan said it is important for the BLM to establish another route so that people won't be going in different directions. He has asked Ben to print another topographical map to see if there is any other way to divert the road so that people can continue to get back on the old trail. Walter Bird, Assistant Attorney - Personnel Office Walter requested approval for the recommendation to hire Krista Keyes for the part-time Library Assistant position at the Monticello Library. Six people applied for the position and four were interviewed. Commissioner Bruce Adams made a motion to approve hiring Krista Keyes for the part-time Assistant Librarian Position, Grade 1, Step 1. Commissioner Manuel Morgan seconded the motion and Commissioner Lynn Stevens declared the motion passed by unanimous vote. Matt Strong, Fire Warden, Emily Geery, Watershed & Wildland Fire Planner and Bill Zanotti, Area Manager - San Juan County Regional Fire Plan Emily Geery distributed information regarding community wildfire protection and a list of 20 areas in our County detailing their individual wildfire risk. The scores range from 7 to 11, with 11 being the greatest risk. She is working on organizing a public hearing to discuss wildfire protection, bringing everyone together to gather information related to concerns for specific buildings and property needing special consideration if a wildfire should occur. Matt said that he has been working with area communities to develop local fire plans and said that many of these communities have already received federal grants for wildfire assistance based on their fire plan. Bill Zanotti said 23 grants have been received totaling $416,000 and that nine communities in our County have been recipients of the grant money. There is $217,000 left. The grant funds are not intended to be used for fire equipment but for the cost of labor in clearing lands around homes and other buildings so that they are at lower risk during a wildfire. Tammy Gallegos reminded the group that in the past, some communities were promised help that was never delivered which caused problems. Matt said that he is aware of this and that there was a lack of communication problem and that he is addressing with the various communities. Tammy also questioned the need for firefighters to have a "red card" in order to fight wildfires in certain areas. This requirement has delayed firefighters from going into certain areas and has delayed preventing fires from spreading. This is frustrating and has caused unnecessary damage. Matt said that he is aware of this problem and hopes to get all firefighters red carded by the end of next summer. He also said that the grant money will be helpful in helping to pay for training firefighters. The Navajo Mountain fire was discussed and the damage that was caused by the fire. Matt said that he will go down to help to develop a community wildfire plan. If there are fire plans in place the fire could be contained eliminating such disasters. Emily Geery said that a draft of a Regional Fire Plan is being developed and needs to be submitted before the end of January 2007. She would like to try and arrange the public session for County residents on November 20th from 6:30 p.m. to 8:30 p.m. in the San Juan County Commissioner Chambers. She will invite all SJC community members to meet with representatives from the State, the BLM, as well as with SJC Commissioners and Rick Bailey. The next Regional Core Meeting will be in December and Commissioners are invited to attend. She will get back to us with a firm location and time for this meeting. Tammy Gallegos, SJC Assistant Administrator Tammy presented ten building permits for approval and signature. Several of the permits needed Rick Myers approval and signature and Norman will hold the permits for his signature. Commissioner Manuel Morgan seconded the motion and Commissioner Lynn Stevens declared the motion carried by unanimous vote. Open Time and Other Business Howard Randall, SJC Assessor, requested the Commission to address a correction to the property tax rolls. Commissioner Bruce Adams made a motion to go into a BOE Hearing. Commissioner Manuel Morgan seconded the motion. Commission Lynn Stevens declared the motion carried by unanimous vote. Howard requested approval of a correction to the property assessment for Sue Halliday, removing a cabin and one acre from Parcel # 34524E304800 and assessing the cabin and one acre to the correct owner, Lyn Chidester, Parcel #34S24E206602. Commissioner Bruce Adams made a motion to approve the change in property ownership and the tax amendments. Commissioner Manuel Morgan seconded the motion. Commissioner Lynn Stevens declared the motion carried. Mr. Lindon Young, from Bluff, appeared before the Commission to appeal the increase in his property taxes. He was advised that tax valuations were sent out in August including information for appeal. Mr. Young said he did not know if he received the notification. Howard Randall explained that the tax value on land in Bluff has increased significantly and therefore the tax on his property has increased. Mr. Randall suggested that he may be eligible to apply for an abatement. Norman will provide him with this information. Commissioner Bruce Adams made a motion to exit the BOE Hearing. Commissioner Manuel Morgan seconded the motion. Commissioner Lynn Stevens declared the motion carried by unanimous vote. Marilyn Boynton, a Bluff resident made a suggestion to the Commission that the County might pursue funds to conduct prescribed burns in various areas to prevent wildfires. Commissioner Adams requested a ratification of an action that Rick Bailey arranged for Board members Scott Johnson to now serve on the Eastland Special Service Board and for Gary Crowley to serve on the San Juan Water Conservancy District Board. Commissioner Bruce Adams made a motion to approve the change. Commissioner Manuel Morgan seconded the motion and Commissioner Lynn Stevens declared the motion carried by unanimous vote. Tammy said that the pipeline at Navajo Mountain was completely washed out and destroyed and that water is being hauled in. Commissioner Adams said that it will be a long process to get the pipeline back in service. After discussion, It was decided that Department budget reviews will be scheduled for the afternoon of November 13th and November 20th. Commissioner's Reports Commissioner Lynn Stevens will attend a UAC meeting this week and will be in Salt Lake City the remainder of the week. He noted that a tour of the oil fields is scheduled for October 25th with the Centrally Assessed Tax Team to look at centrally assessed properties. He is unavailable that day but possibly Commissioner Morgan could accompany them. Commissioner Manuel Morgan will travel to Denver to attend a meeting there and on October 19 he will attend a Government Procurement Seminar with the Tax Commission in Salt Lake. Commissioner Bruce Adams will be out of the County from October 18th until Sunday, October 29th.
