SAN JUAN COUNTY COMMISSION MEETING SEPTEMBER 25, 2006 The regular meeting of the San Juan County Commission was held on September 25, 2006 at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Lynn Stevens , Chairman Manuel Morgan, Vice Chairman Bruce Adams, Commissioner Rick Bailey, County Administrator Norman Johnson, County Clerk / Auditor Commissioner Morgan made a motion to approve the minutes of September 18, 2006 with corrections. Commissioner Adams seconded the motion. Commissioner Stevens declared the motion carried by a unanimous vote. Monty Perkins - SJC Building Maintenance Monty requested approval to purchase carpet cleaning equipment, with attachments, for the County buildings. After discussion a motion to approve up to $3,500 to purchase the equipment was made by Commissioner Morgan and seconded by Commissioner Adams. Commissioner Stevens declared the motion carried by a unanimous vote. Monty requested approval to purchase a 2007 3/4 ton pickup for the maintenance department in the amount of $24,988. After discussion a motion to approve the purchase of the truck was made by Commissioner Adams and seconded by Commissioner Morgan. Commissioner Stevens declared the motion carried by a unanimous vote. Evan Lowry - SJC Planning Office Evan presented the study of wildlife put together by Charles Kay. He feels it is a well-done report and will be of value to future planning on the forest. The report not only relates to wildlife existence but also to prescribed burns and forest fires relating to wildlife habitats. There was a discussion concerning BLM drilling permits and the restrictions placed regarding wildlife habitats. Evan asked the Commission about their opinion relating to the Native American feelings concerning the Bears Ears area and its access and protection. Commissioner Morgan felt that access is critical and acknowledgment of its importance is all that would be needed. San Juan School District - Dr. Doug Wright, Superintendent & Clayton Holt, Business Manager Dr. Wright and Mr. Holt explained the proposed voted leeway which will be on the November 7th General Election ballot. They explained the advantage of the proposal and how the school buildings can be replaced over the next several years. Mr. Holt explained that the 850,000 sq. ft. of buildings, owned by the district, are now nearly 50 years old and very outdated. They indicated that the total property tax, assessed to the local taxpayer, and collected by the district would be revenue neutral but allow the district to pay off existing bonds early and qualify the district to be eligible for and receive matching money. Following a discussion the commission agreed to place a letter of support, for the San Juan School District voted leeway, in the local papers nearer to election time. Mr. Holt will put together wording for the letter and get it to Rick Bailey. Cleal Bradford - Hole-in-the-Rock Foundation Cleal presented a proposal for marking, mapping and advertising the Hole-in-the-Rock trail from the top of San Juan Hill to Bluff. Representatives of the BLM Nicholas Sandberg and Maxine Deeter were also present to endorse the proposal. The Commission will need to write additional letters of support for the project. It was mentioned that since the current designation is that of a Historic Trail, it may not need an RS2477 designation. Mr. Bradford asked about the budgeting of funds ($20,000) for the in-kind road work on the Save Americas Treasures Project. The Commission indicated it would be a part of the budget process. Mr. Bradford advised the Commission that disagreement over the boundary line between the Ute Tribe and the Navajo Tribe on the exact location of the Four Corners has caused difficulty in the project. Current efforts are moving toward each Tribe creating their own facility and then sharing restrooms and a common display area. Cleal reported that the Four Corners Heritage Council has raised $16,250 toward a brochure and will be asking Colorado to match that money in an effort to get a quantity discount on printing. Cyndi Eldredge - SJC Personnel Office Cyndi presented the name of Susan DeLorme for the position of Administrative Secretary at step 40. Motion to approve the employment of Susan DeLorme was made by Commissioner Adams and seconded by Commissioner Morgan. Commissioner Stevens declared the motion carried by a unanimous vote. Cyndi presented three names from the Road Department for advancement: Monica Alvarado from Step 40 to 57, Damasio Alvarado-Zamora to permanent full-time at Step 33 and Aaron Keith to Patch Crew Leadman Step 33 to 98. Motion to approve the employment changes was made by Commissioner Adams and seconded by Commissioner Morgan. Commissioner Stevens declared the motion carried by a unanimous vote. The name of John Sanford was recommended for the position of part time janitor in the Blanding area at Step 1 Grade 1. Commissioner Adams motioned to approve John Sanford as a part time employee. The motion was seconded by Commissioner Morgan. Commissioner Stevens declared the motion carried by a unanimous vote. Walter Bird, Assistant County Attorney - Amended Resolution 2006-05 Walter indicated that the exact property descriptions needed to be added to the previously adopted Resolution 2006-05and therefore it needed to be amended. A motion to approve the amended resolution was made by Commissioner Adams and seconded by Commissioner Morgan. Commissioner Stevens declared the motion carried by a unanimous vote. Amended Resolution No. 2006-05 AMENDED RESOLUTION GRANTING APPROVAL TO AMEND TO THE SUBDIVISION PLATS FOR THE SAN JUAN ESTATES PHASES II, III AND IV, SPANISH VALLEY, SAN JUAN COUNTY, UTAH Note: The Real Property descriptions were added to Resolution 2006-05 as recorded in the office of the San Juan County Recorder. Rick Bailey - County Administrator Rick presented four (4) building permits for approval. Riley Pratt - Residence - Flat Iron Mesa Jackie Warren - Residence - Bluff Kevin D. Jensen - Covered Deck - Spanish Valley Charles J. Laurencis - Garage - Spanish Valley A motion to approve the building permits, provided all appropriate signatures are in place, was made by Commissioner Adams and seconded by Commissioner Morgan. Commissioner Stevens declared the motion carried by a unanimous vote. Rick gave a review of the Tamarisk Eradication Plan MOU and requested Commissioner Stevens signature on the document. The other signatures will be secured on the document and a copy will then be returned to the County. Rick advised the Commission that Perry Mathews of the USDA will be here tomorrow to do a picture taking session for the awarding of the three rural development grants received recently. Requested the purchase of a set of electronic scales, for the Road Department, in the amount of $299. A motion by Commissioner Adams to purchase the scales was seconded by Commissioner Morgan. Commissioner Stevens declared the motion carried by a unanimous vote. Presented subdivision plats for Flat Iron Mesa Ranch Phase XVII and Pupalo Kahawai Ranch Phase II, for approval. Following discussion, Commissioner Adams made a motion to approve the two subdivision plats which was seconded by Commissioner Morgan. Commissioner Stevens declared the motion carried by a unanimous vote. Rick brought up two issues for Dan Rogers, Executive Director of San Juan Counseling. Dan has requested that the County Road Shops do the maintenance on the district automobiles rather than taking them to private providers and that consideration is given to purchasing a 12-15 passenger van replacing a suburban. The Commission directed that he contact Lynn Laws on the vehicle maintenance question and referred the van question to the district's Board of Directors. Open Time - Other Business Mr. Greg Martin reported on the meeting of the Governors Office of Economic Development held in Monticello last Friday. He said the meeting was very successful and the participants seemed to be pleased with their experience in the area. He also updated the Wind Project progress and presented information about the physical location of the proposed Canyon County Discovery Center. There is some question on land availability near the DOE site south of Monticello and the related, or existing, utility services. The visibility of the school is important to the success of the project. Commission Reports Commissioner Adams asked about the equality of payments to the two County Fair Coordinators. After a discussion the Commissioners agreed to review and make some comparisons for the next budget cycle. Commissioner Adams also mentioned there could be additional property available north of the existing county fair grounds should there be an interest in its expansion at the existing location. Commissioner Stevens presented the name of Steve Simpson to be appointed to the San Juan Health Care Services District Board representing the Bluff and Montezuma Creek Area. A motion by Commissioner Adams to appoint Steve Simpson to the Board was seconded by Commissioner Morgan. Commissioner Stevens declared the motion carried by a unanimous vote. Mr. Bailey was asked to re-advertise the other existing open board seats. Commissioner Stevens gave a report on his meeting with Kate Cannon of the National Park Service and indicated there was some concern over a county road which entered Canyonlands National Park in the Harts Draw area. It was agreed that more information was needed before they could react to the issue. Rick Bailey indicated there needed to be a change in the Eastland Special Service District Board since Board Member Gary Crowley has taken a construction contract for the district. He suggested that Gary Crowley and Scott Johnson, of the San Juan Water Conservancy District might consider switching places since we do not want to loose their expertise or water knowledge. The commission agreed to have Rick check with them on that possibility. The Commissioners held a lengthy discussion concerning health care issues and the relate proposed resolutions, public meetings and the philosophical view of each Commissioner.
