SAN JUAN COUNTY COMMISSION MEETING JUNE 9, 2003 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Lynn Stevens, Chairman Manuel Morgan, Vice-Chairman Ty Lewis, Commissioner Melissa Begay, Administrative Services Manager Norman Johnson, County Clerk LaVee Scherick, Deputy Clerk Absent: Rick Bailey, Administrative Assistant A motion to approve the minutes of June 2, 2003 meeting as amended was made by Commissioner Ty Lewis and seconded by Commissioner Manuel Morgan. None opposed. Commissioner Lynn Stevens declared the motion carried. Out-of-State Travel/Heidi LeBlanc Heidi LeBlanc, Family & Consumer Science, presented an out-of-state travel request to attend the American Association of Family & Consumer Science Conference in Washington DC June 24-July 1, 2003. Youth & Family With Promise grant will pay $1,000 of the cost with the County share being approximately $402. Commissioner Ty Lewis made a motion to approve the out of state travel with the request that Ms. LeBlanc try to obtain all reimbursement from the grant. Commissioner Manuel Morgan seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. Devils Canyon Campground/Joe Barton Joe Barton, RV Park owner, reported to the commission that some time ago he and other RV Park owners discussed with the Forest Service issues concerning adding utilities to campground sites within Devils Canyon Campground. Mr. Barton feels this is in direct conflict with the RV businesses in the surrounding area. The Forest Service agreed to only run power to the Host site. Last week Mr. Barton, County Planner Scherick, County Building Inspector Bruce Bunker looked at the work being completed and took pictures. It appears that electrical lines are being placed to a number of the campsites. Mr. Barton feels the agreement not to compete with private RV Parks is being violated. Commissioner Lewis reported he had spoken with Glen Cassamassa, Forest Service Field Officer, who feels the agreement is being honored. County Planner Edward Scherick will obtain a copy of the agreement and follow up on the issues. Buried Hatchet Ranch/Subdivision Amendment County Building Inspector Bruce Bunker presented a subdivision amendment for Buried Hatchet Ranch for approval. Lots 2, 3, & 4 configurations are being changed and does not affect the over all boundaries of the subdivision. Letters of agreement on the changes have been received from the other lot owners within the subdivision. Commissioner Ty Lewis made a motion to approve the subdivision amendment. Commissioner Manuel Morgan seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. Scrub Oak Acres Subdivision Teague Eskleson, Fred & Brenda Stocks presented a preliminary sketch of the Scrub Oaks Acres Subdivision in Old LaSal. Teague Eskleson reviewed a packet containing the requirements and left a copy with the commissioners. County Building Inspector Bruce Bunker stated some changes on this preliminary sketch will need to be made before it can be approved. The changes will be made and a mylar of the subdivision will be presented to the commission at a later time. PERSONNEL DEPARTMENT REPORT Request to Hire/Road Laborers Personnel Secretary Lillian Bayles presented requests to hire Aaron Shumway and Levi Howell has temporary, seasonal laborers for the North Road Department at Step 29 at $7.91 per hour. Commissioner Ty Lewis made a motion to approve the hire. Commissioner Manuel Morgan seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. ADMINISTRATIVE SERVICES MANAGER MELISSA BEGAY'S REPORT County Flag Administrative Services Manager Melissa Banks reported that as part of the Days of 47 Parade a flag representing each county in the state will be displayed. San Juan County does not have a flag. Ideas for a County flag was discussed and because the deadline for this years event is July 1, 2003 the idea of using the current county emblem was agreed on. The possibility of having a county wide contest, at a later time, for design of the flag was also discussed. The Commission felt this was a good idea. San Juan County Library/Board Member Administrative Services Manager Melissa Begay reported that there is a member at large position open on the San Juan County Library Board. The County has received a letter of interest from Shelly Hughes Blake to serve on that Board. Commissioner Ty Lewis made a motion to approve the appointment of Shelly Blake to fill an at large position on the Library Board. Commissioner Manuel Morgan seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. Bid/Gravel Crushing-Lem's Draw Bid were presented for 20,000 cubic yards of 1" minus crushed gravel at Lem's Draw from Sutherland Brothers at $3.95 per cubic yard for a total of $79,000; Brown Brothers Construction at $3.71 per cubic yard for a total of $74,200; and from Crowley Construction at $3.45 per cubic yard for a total of $69,000. Commissioner Ty Lewis made a motion to accept the low bid from Crowley Construction. Commissioner Manuel Morgan seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. Clerk Auditor's Workshop County Clerk Norman Johnson reported on the Clerk Auditor's Workshop held in Kanab last week. He stated the election issue is still being worked on. Mr. Johnson was appointed to a committee to help select the new election equipment. He also reported that the 2005 Clerk/Auditor Workshop will likely be held in San Juan County. COMMISSIONER LYNN STEVEN'S REPORT Commissioner Stevens reported he met with Senator Bennett in St. George and requested he lend support to the CEU/County joint effort for medical coding, nurses training, and other health provider type education. Commissioner Stevens also asked Senator Bennett to be more aggressive about opening up the Forest for timber sales, etc. that are lacking in our area. Commissioner Stevens will attend the RS2477 meeting in Salt Lake City on June 10, 2003. There will be a meeting with Attorney John Boyden in the afternoon. There is a Wilderness meeting in Richfield at the County Courthouse on June 11, 2003. San Juan County Water Conservancy District Commissioner Stevens stated that the Water Conservancy District was established by the 7th District Court. Board representatives are required to live in the area they serve. There is a problem with the appointment of Paul McDonald to that board representing the Mexican Hat area. Commissioner Ty Lewis made a motion to rescind the appointment of Paul McDonald from the San Juan Water Conservancy District Board until further action can be taken. Commissioner Manuel Morgan seconded. None opposed. Commissioner Lynn Stevens declared the motion carried. Commissioner Stevens will speak to Mr. McDonald. COMMISSIONER MANUEL MORGAN'S REPORT Commissioner Morgan attended the Aneth Chapter meeting on June 8, 2003. There will be a public meeting at White Mesa Recreation Center on June 18, 2003 concerning the mill tailings. Commissioner Morgan reported he was unable to attend the Atlas Mill Tailings meeting in Moab last week. Commissioner Morgan reported that Mark Maryboy went to Washington DC to testify before the senate committees and requested support of the S725-Tribal Transportation Improvement Act. They are trying to increase funding for projects outlined in that bill which is part of the T-21 Transportation Act. Projects included in the bill are to improve the Aneth to Ismay road by taking out some of the sharp curves and pave the road to the Mobil plant. Senator Hatch has agreed to support the School Bus Route bill. The next Utah Navajo Commission meeting will be held at Navajo Mountain on June 11, 2003. COMMISSIONER TY LEWIS' REPORT Commissioner Ty Lewis attended the San Juan County Mental Health/Substance Abuse Board meeting on June 2, 2003 in the County Courthouse. Commissioner Lewis went with the Forest Service, Monticello City, EPA, and Army Corp of Engineers to look at the Monticello City Culinary Water project. There are a lot of requirements to be met. Last week Commissioner Lewis was included in a conference call with Governor Leavitt concerning road issues. There will be a Drought meeting on June 16, 2003 at 2:00 P.M. OPEN TIME AND OTHER BUSINESS Hospital Feasibility Study/Doug Allen During open time, Monticello City Councilman Doug Allen proposed the County proceed with an independent feasibility study on a second hospital in the County to determine whether or not the County's 14,000 population could support two hospitals. The statement was made that if the County could not support two hospitals what could the commission do more to support the Health Care System and San Juan Hospital. Mr. Allen submitted two names that could be used in the independent study. If an independent study is conducted it should be one that everyone is comfortable with. What can be done to lend support? Mr. Allen stated that both communities need to support and enhance one another and emphasis be placed on this through out the County. Mr. Allen further stated that if the feasibility study comes back with information that two hospitals cannot be supported in this County then he feels the County Commission needs to withdraw their support of the Blue Mountain Medical proposed hospital in Blanding. Mr. Allen proposed that the Commission and Mr. Stevens as Commission Chairman take the leadership role in directing the San Juan County Health Service Board to fully support the District and take it in the direction that is needed. He feels the Commission can take a leadership role in unifying health care in the County by bringing all groups together to strengthen the services in the County. He also thinks the Commission could take the lead in getting the Health District, Utah Navajo Health, and the Ute Tribe to work together in furthering health care. He further stated the Commission could work to dispel perceptions that San Juan Health Care District doesn't provide equal health care service for all citizens in this county through working with Utah Navajo Health Services and the Ute Tribe. He feels the Commission could support the District's administration on the things they will be identifying in their five year plan. Mr. Allen indicated the Health District would like to locate specific equipment in different areas in the County with support of the patients in the County to use the equipment. Mr. Allen feels the Commission could lend support in obtaining grants for expansion and improvements which would increase the financial health of the health care services in the County. Mr. Allen again requested the Commission take the leadership role in raising the bar for the health care system in the entire County and eliminate as many problems as they can. He feels this could be done without the need of a competing hospital which could jeopardize both systems. Monticello City is prepared to help pay for the study. Commissioner Stevens feels that some of what Mr. Allen reported is alive and moving. He feels the outflow of patients is a problem. There are still problems with the Health District billing system, doctor status, lawsuits issues, equal treatment, and long standing animosities at the hospital that need to be dealt with. Commissioner Stevens still has concerns about whether or not the different entities are willing to cooperate in solving some of their problems. Commissioner Morgan stated that health care needs to be improved wherever we are and he supports Mr. Allen in this effort. There was a lively discussion pertaining to current health care issues and misinterpreted correspondence from Monticello City's Mayor Scott Pehrson and a response from County Commission Chairman Lynn Stevens. Commissioner Ty Lewis requested that future communication using County letterhead be reviewed by the Commission prior to dissemination.
