SAN JUAN COUNTY COMMISSION MEETING MAY 14, 2001 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Ty Lewis, Chairman Bill Redd, Commissioner Rick Bailey, Administrative Assistant LaVee Scherick, Deputy Clerk Absent: Mark Maryboy, Vice-Chairman A motion to approve the minutes of the April 23, 2001 meeting as written was made by Commissioner Bill Redd and seconded by Commissioner Ty Lewis. UNANIMOUS. Travel Advance/Edward Tapaha County Clerk Norman Johnson presented a travel advance for Edward Tapaha to attend a Navajo Outreach meeting on May 28-29, 2001 in Pine Top, AZ. Commissioner Bill Redd made a motion to approve the travel advance. Commissioner Ty Lewis seconded. UNANIMOUS. Weed Control/Curtis Yanito Curtis Yanito, Mexican Water, inquired about weed spraying in the County. Commissioner Lewis stated there is a weed spraying program for private entities and suggested he talk with Max Black, Weed Department, to obtain more information. Max Young, State Representative State Representative Max Young stated he is available to respond or make comments on any question that people might have. He wants the public to know that he will help all he can. Property Tax/Keith Rogers County Treasurer Paul Barr reported that Parcel #B002800B0200 shows taxes, interest, and penalty in the amount of $283.26 in 1997. This parcel has been in a dead file since 1994. Mr. Barr requested that the taxes be cancelled as they are included in another parcel. Commissioner Bill Redd made a motion to cancel the taxes. Commissioner Ty Lewis seconded. UNANIMOUS. Request to Hire/Blanding Senior Center Director Deputy County Attorney Walter Bird presented a request to hire Lorine Schocknmyer as the full- time Blanding Senior Center Director at Step 25 at $7.18 per hour effective may 14, 2001. Commissioner Bill Redd made a motion to approve the hire. Commissioner Ty Lewis seconded. UNANIMOUS. Southern Utah Navajo Fair/Curtis Yanito Curtis Yanito, current Navajo Fair Chairman, has some concerns about the southern fair being run through Utah Navajo Commission. Commissioner Lewis suggested the issue be placed on next weeks agenda when Commissioner Maryboy will be in attendance. The discussion will be held at 12:00 noon. Subdivision Approval/Buried Hatchett Ranch The Buried Hatchett Ranch subdivision plat for Paul Morris was presented for approval. Administrative Assistant Rick Bailey reported that requirements have been met and that the commission approve the plat based upon Mr. Morris bringing the plat back with the necessary signatures. Commissioner Bill Redd made a motion to approve the subdivision plat based on required signatures. Commissioner Ty Lewis seconded. UNANIMOUS. Bid/Windows-PSB Bids was presented for windows in the training room at the Public Safety building from Jones Paint and Glass in the amount of $3100 and from Harding Glass at $3350. Commissioner Bill Redd made a motion to approve the bid from Jones Paint and Glass. Commissioner Ty Lewis seconded. UNANIMOUS. Fire Burning Season Administrative Assistant Rick Bailey requested the regular fire burning season to begin June 1, 2001. Commissioner Bill Redd made a motion to approve the start of the regular fire burning season on June 1, 2001. Commissioner Ty Lewis seconded. UNANIMOUS. Executive Session Commissioner Bill Redd made a motion to convene into and executive session to discuss road lawsuit strategy. Commissioner Ty Lewis seconded. UNANIMOUS. PLANNER EDWARD SCHERICK'S REPORT ATV Road/Blanding Planner Edward Scherick reported the County Road Committee met to discuss the Blanding ATV trail proposals. The Committee is recommending that the County not amend the ATV Ordinance. The Road Committee recommended alternatives which are to build staging areas or to have Blanding City obtain easements along the existing paved roads after which the County would construct a trail along those easements. A letter will be sent to Blanding City with the suggestions. Road Lawsuit/GPS Planner Scherick reported that the remainder of the GPS work has been completed on the roads that are in the lawsuit. Salt Creek Road Planner Scherick reported that he, Doug Pehrson, David Bronson, Doug Hall, Mike Lacy, Alan Freestone, Earl Hindley and John Fellmeth drove the road to Angel Arch on May 9, 2001. They had a good time and stated there is not much question as to where the road goes. Gooseneck State Park/Expansion Planner Scherick reported that Lillian Bayles, Personnel, attended the BLM/State Parks meeting concerning the expansion of the Gooseneck State Park. They want to form a committee to conduct a collaborative approach on the process. The proposed boundaries are not final. Bureau of Reclamation Roger Hansen, Bureau of Reclamation, will be here at 2:00 P.M. today to talk about water projects. BLM/ATV Roads Planner Scherick will meet with the BLM on May 16, 2001 to discuss ATV trails. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Building Permits Building permits were presented for Kenneth Allred for a modular home; Steven Risenhoover for an addition to home in Spanish Valley; and for Jeff Nielson for a new garage on N. Mountain Road. Commissioner Bill Redd made a motion to approve the building permits. Commissioner Ty Lewis seconded. UNANIMOUS. Variance Requests Administrative Assistant Rick Bailey reported he has placed the variance request public meeting advertisement in the newspaper. The variance hearings public meeting will be held on Tuesday, May 29, 2001 beginning at 12:00 P.M. in the Commission Room. Comments will be heard on the following requests: Monte Perkins to place a secondary residence on a single parcel of property; Proposed changes in the minimum settings on the County's Zoning Ordinance; Proposed zoning change of a parcel of land located approximately 25 miles north of Monticello; and request from Jim Hurst for a variance for a residence with less than the required minimum set-backs and acreage on a parcel of land near Spanish Trail Estates. Cedar Point Community/Pavilion Administrative Assistant Rick Bailey presented a request from the Cedar Point Community to build a pavilion next to the school. They are requesting permission to attach it to the school building. Commissioner Ty Lewis requested there be an agreement made concerning responsibility/liability on the building. Bid/Water Tanks-Road Dept Bids were presented for four water tender tanks as follows: Tesco Williamson at $19344 each steel tank; H &K Truck Equipment at $20625 each steel tank; Semi Service Inc at $17,368.63 each for steel and $21,573.63 each for aluminum; and AG Body at $33563 each steel and $6525 additional for aluminum. Administrative Assistant Rick Bailey recommended to approve the bid from Semi Service Inc for $21573.63 each for the aluminum tanks. Navajo Revitalization will pay for two of the tanks and the County will pay for two. Commissioner Bill Redd made a motion to approve the bid for the aluminum tanks from Semi Service Inc. Commissioner Ty Lewis seconded. UNANIMOUS. Schedule Administrative Assistant Rick Bailey will attend a Worker's Compensation training in Moab on May 17, 2001. Administrative Assistant Rick Bailey will attend a Hazardous Materials Conference in Richfield on May 21-23, 2001. He will not be at commission meeting next week. COMMISSIONER BILL REDD'S REPORT Commissioner Redd attended the Hart Point Road court hearing last week. This week Commissioner Redd will attend the Southeast Utah Health District meeting in Green River on May 15, 2001. He will attend the AOG meeting in Price and the CIB meeting in Salt Lake City. COMMISSIONER TY LEWIS' REPORT Commissioner Lewis represented the County at a meeting in Window Rock concerning the Oljato Visitor Center. The County received a plaque with a drawing of the visitor center signed by President Begay, Navajo Nation. Funding for the design and construction of the project will come from ADOT, Navajo Nation, UDOT, San Juan County Utah, Utah Travel Council, and 4CEC for a total of $3,760,500. Commissioner Lewis will attend the UAC Insurance Mutual meeting on May 17, 2001. There will be a Navajo Revitalization meeting on May 21, 2001 at 1:30 P.M. in Blanding.
