SAN JUAN COUNTY COMMISSION MEETING JUNE 15, 1998 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Room at Monticello, Utah. Present: Ty Lewis, Chairman Mark Maryboy, Vice-Chairman Bill Redd, Commissioner Rick Bailey, Administrative Assistant LaVee Scherick, Deputy Clerk A motion to approve the minutes of the June 8, 1998 meeting as written was made by Commissioner Bill Redd and seconded by Commissioner Mark Maryboy. UNANIMOUS. Mill Creek Area Road J.D. Norman and Gill McDougald, Kejanna L.C., met with the Commission and presented a proposal to realign a section of road in the Mill Creek area. The County will contact the BLM and Thompson & Associates after which a decision will be made. Public Hearing/Vacate County Rd #374 At 11:45 A.M. a Public Hearing was held to hear comments to vacate County Rd #374 known as the Gorman Road. There were no public comments. The hearing was closed. Commissioner Bill Redd made a motion to vacate County Rd #374. Commissioner Mark Maryboy seconded. UNANIMOUS. Bid/Siren Activation System Fire Marshall Frank Morrell presented a bid for a Siren Relay Interface System for the Bluff Fire Station from Sky Com @$550. No other bids were available. Commissioner Bill Redd made a motion to approve the bid. Commissioner Mark Maryboy seconded. UNANIMOUS. Home Economist Position Anna Adair, Extension Secretary, reported that USU will be interviewing for the Home Economist position in the County on June 30, 1998 at 10:00 A.M. and requested that the County have a representative at the interview. The Commissioners requested that Personnel Officer Edward Scherick be at the interview. Building Permits The following building permits were submitted for approval: Howard Brundage to move an existing double wide to a new lot in Bluff; and William Sloan a home in LaSal. Commissioner Bill Redd made a motion to approve the permits. Commissioner Mark Maryboy seconded. UNANIMOUS. PLANNER-PERSONNEL EDWARD SCHERICK'S REPORT Economic Development/Travel Council Board Planner Scherick reported that public meetings would be held in LaSal on July 21, 1998, Monticello on July 22, 1998, Blanding on July 24, 1998, and in Bluff on July 29, 1998 for input on the proposed reorganization of the Economic Development/Travel Council board. Wright Water Engineers Planner Scherick reported that Wright Water Engineers had submitted a proposal for water monitoring related issues. No decision was made on the proposal. Meetings Planner Scherick will attend the Telecommunications meeting in Green River on June 16, 1998. On June 18-19, 1998 the Resource Advisory Subcommittee will conduct a tour to Comb Wash and Lockhart Basin. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Search/Manhunt Administrative Assistant Rick Bailey reported on expenses involved with the manhunt. He stated that he is in hopes that the State will reimburse the County for some of those expenses. Manhunt Reward Money A motion was made by Commissioner Mark Maryboy for the County to donate $1,000 to the manhunt reward fund. Commissioner Bill Redd seconded. UNANIMOUS. Planning & Zoning Administrative Assistant Rick Bailey reported that the County has received a request from Dell A. Keys, M.D. a doctor who is considering moving to Moab. She and her husband are requesting a zoning change allowing the old landing strip in Spanish Valley to be used as a private landing strip. Mr. Bailey indicated that the current County zoning does not allow for an airstrip. Commissioner Bill Redd made a motion to deny the request. Commissioner Mark Maryboy seconded. UNANIMOUS. Conditional Use Permit Shauna Parker, LaSal, requested permission to place a mobile home on two acres that has a dwelling on it. Administrative Assistant Rick Bailey recommended that the County allow a conditional use permit to place the trailer on the property with the condition that if Shauna Parker's mother ceases to live in the trailer then it must be removed. Commissioner Bill Redd made a motion to approve the conditional use permit. Commissioner Mark Maryboy seconded. UNANIMOUS. Travel Council Board Mr. Bailey reported that a letter was received from Richard Meyer, MD Cookhouse, expressing his interest in serving on the Travel Council Board. Eastland Water Project A letter was received from the Utah Division of Water Resources indicating that the Eastland Water Project is proposed to cost $230,000 which includes fire hydrants and lines. Grand County Water Conservancy District Board Members The Grand County Water Conservancy District has four board positions that will expire in July. At their regular board meeting on May 28, 1998 the Board recommended by motion that Gary N. Wilson, William D. McDougald, Karl G. Tangren and James L. Walker be reappointed to their positions. Commissioner Bill Redd made a motion of support. Commissioner Mark Maryboy seconded. UNANIMOUS. Auditors/Kimball & Roberts Administrative Assistant Rick Bailey reported on the proposal from the auditors Kimball & Roberts. Their proposal for the 1998 audit would stay at $9,500. The 1999 audit will increase to $9,800 and the year 2000 will increase to $9,950. Commissioner Bill Redd made a motion to accept the proposal from Kimball & Roberts. Commissioner Mark Maryboy seconded. UNANIMOUS. Highway Patrol Lease Mr. Bailey reported that the lease on the Highway Patrol office space in the PSB is up for renewal. Mr. Bailey negotiated with the State to increase the lease to $1386 per year for the next three years. Commissioner Bill Redd made a motion to approve the action. Commissioner Mark Maryboy seconded. San Juan Substance Abuse/Mental Health Service District/Bill of Sale Commissioner Bill Redd made a motion to sign the Bill of Sale transferring the lease of the two homes in Montezuma Creek to the San Juan County Substance Abuse/Mental Health Service District. Commissioner Mark Maryboy seconded. UNANIMOUS. Historical Budget The budget for the Historical Commission was presented for approval as follows: Expenses $9,585 and Revenue-CLG Grant $5,000. Meetings There will be a meeting at the County Courthouse on June 18, 1998 at 10:00 A.M. with the Navajo Nation Capital Improvements Department concerning Navajo Nation money that will be matched with County money for use on the Reservation. The Revitalization Meeting has been changed from June 22, 1998 to July 15, 1998 in Aneth at 2:00 P.M. The transfer of the Navajo Police vehicles from the County to the Navajo Nation will take place at this meeting. The Four Corners Sustainable Forestry Initiative Field Trip will be held on June 24-25, 1998. The Tri-County meeting sponsored by Apache Co. will be held in Window Rock on July 9, 1998 at 9:00 A.M. COMMISSIONER MARK MARYBOY'S REPORT Commissioner Maryboy requested that Administrative Assistant Rick Bailey compile a separate file on Chapter Road Resolutions so that he can be informed. Red Mesa Chapter will be meeting with Sheriff Lacy tonight for a status report on the manhunt. Commissioner Markboy attended the CEU Graduation last week. Commissioner Maryboy will be in Window Rock on Tuesday and Wednesday. He will be in Aneth on Thursday and Friday. COMMISSIONER BILL REDD'S REPORT Commissioner Redd met with personnel from the Governors office concerning the mill tailings in San Juan County. He also attended the State Lands Board Meeting. He will attend the AOG meeting in Price on June 18, 1998.
