SAN JUAN COUNTY COMMISSION MEETING MINUTES OCTOBER 23, 1995 The regular meeting of the San Juan County Commission was held at 10:00 A.M. in the Commission Chambers at Monticello, Utah. Present: Ty Lewis, Chairman Bill Redd, Commissioner Rick Bailey, Administrative Assistant LaVee Scherick, Deputy Clerk Absent: Mark Maryboy, Vice-Chairman A motion to approve the minutes of the October 16, 1995 as amended was made by Commissioner Bill Redd and seconded by Commissioner Ty Lewis. UNANIMOUS. There will be no Commission meeting held on October 30, 1995 due to a fifth Monday. Treasurer Office/ Capital Expenditures County Treasurer Paul Barr, presented a request to purchase a laser printer, label writer, and two chairs. Commissioner Bill Redd made a motion to approve the purchase of the label maker from Computer Discount Warehouse for $139.80 plus freight. Commissioner Ty Lewis seconded. UNANIMOUS. The Commission also gave their approval to purchase the chairs and asked that he check into tying his computer into the laser system in the copy room. Bid/Semi-Tractor/Road Dept The following bids were received for a semi-tractor for the road department: Lake City International $72,119.99; Colorado Mack $74,499; Great Basin Truck $67,653; Salt Lake Kenworth $69,670; Salt Lake Peterbilt $73,499. The Commissioners recommended that the bid not be awarded until recommendations are received from the road department. The two lowest bids will be considered. CDBG Contract Bids Bids were received for fire truck equipment from L.N Curtis for hoses, tank, pump, nozzles etc. for $10,179.70; utility box and installation of all equipment from AG Body for $8,878.48; L.N. Curtis bid the state contract price on lights; no bids were received for the cab and chassis or for installation of the lights. Commissioner Bill Redd made a motion to accept the bids received for the fire truck equipment. Commissioner Ty Lewis seconded. UNANIMOUS. Communications Command Trailer A CDBG Contract bid was received from Swains Inc. for a 28 ft trailer for $28,421 and a 32 ft trailer for $29,415. Upon recommendation from Administrative Assistant Rick Bailey Commissioner Bill Redd made a motion to approve the bid for the 32 ft trailer for $29,415. Commissioner Ty Lewis seconded. UNANIMOUS. Concrete/Landfill One bid was received for slab work at the landfill from Sonderegger Inc. for $3,825. Commissioner Bill Redd made a motion to accept the bid from Sonderegger Inc. for the concrete. Commissioner Ty Lewis seconded. UNANIMOUS. A lump sum bid was received for concrete for the LaSal, Bluff, and Mexican Hat transfer stations for $39,050 per site. After a discussion by the Commissioners it was decided to hold off awarding the bid on the concrete for the transfer stations. Eyewash Station Two bids were received for an eyewash station for the landfill from L.N. Curtis for $290 and from Masuer for $322.20 plus freight. Eyewash Solutions Bids were received for two survivair SCBA with extra bottles for the landfill from L.N. Curtis for $3570 and from Lab Safety Company for $6408.20. Fire Turn Out Gear Bids were received for two sets of fire turn out gear from L. N. Curtis for $960.25 per set and from Lab Safety Company for $778.40 plus freight per set. Commissioner Bill Redd made a motion to approve the L.N. Curtis bids for the eyewash station, eyewash solutions and the turn out gear. Commissioner Ty Lewis seconded. UNANIMOUS. Building Permit County Building Inspector, Bruce Bunker, presented a building permit for a straw house on Bridger Jack Mesa, Behind the Rocks Road from Faerthen Felix, Moab. Mr. Bunker reported that he would not approve the permit until the engineering is completed. Mr. Felix then requested permission for approval to begin concrete work and frame built construction. If this is changed to straw built it must be engineered and resubmitted. Commissioner Bill Redd made a motion to approve the building permit based on the fact that it is frame built. If there is any change it will have to be resubmitted for a different type of construction. Commissioner Ty Lewis seconded. UNANIMOUS. Out-of-State Travel Request Out-of-state travel requests were submitted for Peggy Humphreys, San Juan County Economic Development, to attend a National Tour Convention in Orlando, Florida on November 18, 1995; and for Susan Taylor, San Juan County Economic Development, to attend an Administrative Assistant Seminar in Grand Junction, Colorado on December 8, 1995. Commissioner Bill Redd made a motion to approve the out-of-state travel requests. Commissioner Ty Lewis seconded. UNANIMOUS. TV/Abajo Peak It was reported to the Commission that K-Jazz is now on channel 25 in San Juan County. However, it is not on cable television. San Juan County History Book Administrative Assistant Rick Bailey reported that there was an error in the first purchase order sent to the publishers for the printing of the San Juan County history book. Mr. Bailey will submit a replacement purchase order for 3,000 copies at $6.20 per hard back copy to be printed for the County which does not include the 1,000 that the State will print. EFNET/Georgia Lauritzen Georgia Lauritzen, USU, is pursuing funding for an Expanded Food Nutrition Education Program through the CIB for two paraprofessionals to work 20 hours per week educating families or small groups. Commissioner Redd, CIB Board member, reported to her that the CIB would probably not grant education money and that USU should seek other avenues for obtaining money. San Juan Economic Development Peggy Humphreys and Susan Taylor, San Juan Economic Development requested a letter of support from the County Commissioners for Tourism Destination grants. The Commission agreed to write a letter of support. PLANNER-PERSONNEL EDWARD SCHERICK'S REPORT Waste Manager Position The Waste Manager Position is being advertised and will close at 5:00 P.M. on October 27, 1995. Drug Policy Personnel Director Scherick reported that the County Drug policy is nearing completion. It needs to be in place by January 1, 1996. County Master Plan Planner Scherick reported that he is developing the County Master Plan. He would like the Commissioners input on what he has completed. Meetings There will be a Canyon Country Partnership meeting on October 26, 1995. A San Juan Forum Meeting will be held in Farmington, New Mexico at the San Juan College on November 13-14, 1995. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Public Hearing/CDBG A public hearing was held on Monday, October 16, 1995 at 6:00 P.M. concerning the new projects for the 1996-97 CDBG. No comments were received. Upon recommendation from Administrative Assistant Rick Bailey Commissioner Bill Redd recommended that the Commission authorize that the application be written to include personal protective equipment and other fire and rescue equipment for countywide fire departments. Robert Carroll/ Letter Agreement Administrative Assistant Rick Bailey submitted an agreement letter for signature between San Juan County and Robert Carroll regarding a proposed subdivision located in Spanish Valley, San Juan County, Utah. Commissioner Bill Redd made a motion to sign the letter of agreement. Commissioner Ty Lewis, seconded. UNANIMOUS. Landfill Administrative Assistant Rick Bailey reported on the following landfill issues concerning the transfer stations, job descriptions, operation hours, disposal costs, policies and procedures, construction schedule and change order. Meetings Administrative Assistant Rick Bailey and Commissioner Ty Lewis attended the public hearing on October 18, 1995 at 7:00 P.M. at the Eastland school concerning the formation of a water district. There will be a Severance Tax meeting held at Edge of the Cedars on Friday, October 27, 1995. Mr. Bailey will be meeting with Joel Berwick from the DOE this afternoon. COMMISSIONER BILL REDD'S REPORT Commissioner Redd attended the Utah Local Government Trust in which he listened to a drug testing discussion. He also attended the Interagency Breakfast on October 11, 1995. On October 18, 1995 Commissioner Redd met with Joe Smith, Lutheran Health Systems and Dana Barnett, San Juan Health Care Administrator in which they discussed the medical proposals for Blanding. On October 21, 1995 Commissioner Redd attended a Federalism Conference in Phoenix. Meetings There will be a UAC Mutual Trust meeting on October 26, 1995 and a Comprehensive Planning meeting on October 27, 1995. COMMISSIONER TY LEWIS' REPORT Commissioner Ty Lewis attended the DOE ground breaking ceremony on October 17, 1995. On Wednesday, October 11, 1995, he attended the Interagency Breakfast. Commissioner Lewis attended the UAC Insurance Mutual meeting on October 12, 1995. On Friday, October 13, 1995, Commissioner Lewis attended the Mental Health meeting in Salt Lake City. Commissioner Lewis and Administrative Assistant Rick Bailey attended the public hearing in Eastland on October 18, 1995 concerning forming a water district. Meetings On Wednesday, October 25, 1995, Commissioner Lewis will attend an AOG meeting in Price. Commissioner Lewis will attend a Severance Tax meeting on October 27, 1995 at Edge of the Cedars.
