SAN JUAN COUNTY COMMISSION JUNE 19, 1989 The regular meeting of the San Juan County Commission was held at the San Juan County Courthouse in Monticello, Utah at 10:00 A. M. Present: Calvin Black Chairman Tyron Lewis Commissioner Rick Bailey Administrative Assistant Dena Hunter Deputy Clerk A motion to approve the minutes of the June 12, 1989, meeting as corrected was made by Commissioner Lewis. Second by Commissioner Black. Unanimous. CURRENT BUSINESS Contel Commendation A letter was received from Contel commending Merna Johnson for the excellent way in which she has kept the county billing with Contel up to date. It was mentioned that Lorraine Barry deserves much of the credit also as she handled things up until February when Merna took over. State of Utah Department of Commerce Gail Johnson, Clerk/Auditor, reviewed a letter from the State of Utah Department of Commerce. The letter was to inform all public officials of cities, towns and counties that a 1% surcharge has been added to the Uniform Building Standards Act that was passed by the legislature this year. Twenty percent of this surcharge is to retained by the county and the remaining 80% must be sent to the Department of Commerce within 30 days after each quarter. A report must be filed each quarter even if no permits were issued. All building inspectors must be certified by the state by 1991. County Surplus Auction The County Surplus Auction was held on June 17, 1989. Gail Johnson, Clerk/Auditor, told the commission that all the items had sold except for one small camp trailer. The east road shed property was sold to James Barry for $4,200.00. The gross receipts for the sale was $39,919.39. After a discussion with Tony Brandt it was decided that the 720 John Deere Tractor that was pulled from the auction will be advertised for bids. Road Department Hire Request It was requested that Mike Crittenden be hired as a light equipment operator at Grade 10 Step 1 with probationary increase. This will be effective 6-26-89. A motion to approve the hiring was made by Commissioner Lewis. Second by Commissioner Black. Unanimous. State Lands and Forestry Stan Baker and Ed Story from the State Lands and Forestry met with the commission to discuss the increased interest in state lands leases and sale in the old LaSal Area. These leases are for cabin sites. Mr. Baker asked if there was any conflicts with the proposed leases and the county services or zoning ordinance. The commission stated that their only concern was if the people were year-around residents and roads would need to be plowed in the winter. Mr. Baker stated that to his knowledge all the sites were for summer use. Art Committee A concerned citizen has approached Rick Bailey about the concept of the county taking art work on consignment. It was decided that when the committee is formed that they will be asked to set up guidelines as to how this should be handled. Request for Salary Increase A request for a salary increase for an employee was deferred until a survey of the other counties is made. The commission will act on the recommendations after the survey findings are completed. Public Safety Building X-ray The specifications on the Public Safety Building call for X-rays of walls and floors at randomly selected areas. The architect has found a company in Farmington , New Mexico that can do the X- rays this week. The cost will be between $1100.00 and $1300.00. A motion to approve the X-rays was made by Commissioner Lewis. Second by Commissioner Black. Unanimous. ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT Building Permits Rick Bailey, Administrative Assistant, will be working with Grand County and Blanding City to see if an agreement can be made so that the county can use their building inspectors until the county can hire someone. AOG Board Meeting A meeting of the AOG Board will be held on June 26, 1989, in Price, Utah. Because this meeting will involve the commissioners the commission meeting has been changed to June 27, 1989. State Communications Network Rick Bailey, Administrative Assistant, reported that the State Communication Network has changed the plans for the hookups in this area. Utah will tie into Colorado's network and Colorado will tie into Utah's network. The state will install the tie in from Bald Mesa to Abajo Peak. Colorado will install the tie in from the Dolores Mountains to Abajo Peak. The county will be able to tie into these systems for about $10,000.00 for the equipment. The equipment is available to the county on state bid. A motion to approve the purchase of the equipment was made by Commissioner Lewis. Second by Commissioner Black. Unanimous. COMMISSIONER TYRON LEWIS' REPORT Economic Board Meeting An Economic Board meeting was held on June 13, 1989. Commissioner Lewis attended and received a request that the commission support the board in requesting that Federal Express start servicing the Monticello and Blanding areas. A letter will be sent to Federal Express. County Surplus Auction Commissioner Lewis attended the County Surplus Auction on June 17, 1989. He expressed his appreciation to those people that set the auction up and worked at the auction and to Jim Keyes, auctioneer. COMMISSIONER CALVIN BLACK'S REPORT Self Sufficiency The Commission has been invited to attend the Self Sufficiency Workshop that the Social Services is holding on June 27, 1989. BLM River Trip Commissioner Black went on a trip down the Westwater section of the Colorado River that the BLM, Moab District, sponsored on June 15 & 16, 1989. Representatives of Senator Hatch, Senator Garn Congressman Nielson and BLM State Director and State Planner and Moab District Directors were all on the trip. Commissioner Black was invited because he is on the National BLM Advisory Council and the Moab District Advisory Council. State Land Board Meeting The State Land Board will meet in Moab, Utah on June 21,22,23, 1989. Utah Heritage Foundation Workshop The Utah Heritage Foundation will hold a workshop entitled "Rural Designs" on June 23, 1989, in Provo, Utah.
