SAN JUAN COUNTY COMMISSION MINUTES NOVEMBER 9, 1987

The San Juan County Commission met in regular session November 9, 1987 at the hour of 10:00 A.M. at the San Juan County Courthouse, Monticello, Utah.

Commissioner Calvin Black was excused for meetings in Salt Lake City, Utah.

A motion to approve the minutes of November 2, 1987 as corrected was made by Commissioner Maryboy and seconded by Commissioner Bailey. UNANIMOUS.

COMMISSIONER KENNETH BAILEY'S REPORT

Road Department Retirement Dinner - The Road Department extended an invitation to the Commissioners to attend a retirement dinner in honor of Lynn Adams, Ted Bronson and Robert Bryan. The dinner will be December 4, 1987 from 6:30 to 8:00 p.m. at the Lion's Club Building, San Juan County Fairgrounds.

Navajo Mountain - Appreciation Dinner/Harold Drake - Commissioner Bailey attended an appreciation meeting and dinner for Harold Drake on Friday, November 6, 1987 at Navajo Mountain. It was well attended and he visited with Johnny Thompson, vice chairman of the Navajo Tribe as well as the principal of the school there. Several problems have arisen because of the new BIA school. The biggest problem is that it's 40 miles north of the Page highway on all dirt road. In case of serious accident or illness, of which there has been some, they have to go 90 miles to Tuba City, which forty miles of that is the dirt road. After a rain storm that road is nearly impassable. The school bus runs daily 107 miles, then on the weekend runs it's about double that and all on dirt roads. Their budget for their school is per pupil. Their budget for busing last year was $25,000 and they spent $48,000 because of the roads. Problems concerning the County besides the road is they won't give them a post office or a zip code because the mail is delivered through Arizona and they live in Utah. One of the residents usually goes into Tonalea, Arizona and picks up the mail in a locked bag and delivers it to the people. There have been checks lost and it is a deplorable condition. Another problem is bus driver licenses. The people have to drive a considerable distance to obtain a license. They also have to drive to Monticello to license their cars and rather than drive that distance they have Arizona license plates.

Vandalism of D7 Cat - There has been some vandalism on the D7 cat at the Cahone Mesa. Sand was poured into the cat and caused a great deal of expense and time to clean out.

Storm Damage to Roads - This past recent storm has washed out about 35 county roads causing considerable damage. The road department is repairing the roads as fast as possible.

COMMISSIONER MARK MARYBOY'S REPORT

Dedication for Hud Housing/ White Rock Point, Utah - The dedication for the Hud Housing project in White Rock Point, Utah will be held at 10:00 a.m. on November 14, 1987. A lunch will be served at 12:00 noon. The chairman and vice chairman of the Navajo Nation will be there. Commissioner Maryboy will also attend.

Montezuma Creek Police Station - Commissioner Maryboy presented a preliminary estimate for the Montezuma Creek Police Station to present to the Community Impact Board for funding.

Military Flight Routes - Many complaints have been received from the people in the southern areas of the County. The planes are flying quite low and are a source of irritation to the residents with the noise and fumes.

Archaeological and Environmental Assessment - Commissioner Maryboy met with the BIA and the Tribe to discuss the archaeological clearance and environmental assessment of shale pits. He feels this can be handled through the local chapters and Robert Montoya. Doug Pehrson will obtain the legal descriptions of the pits and give to Commissioner Maryboy so the clearance can be acquired.

ADMINISTRATIVE ASSISTANT, RICK BAILEY'S REPORT

Communication Site Fees - An article from the Forest Service regarding the proposed fees and special uses reflected at the translator sites was discussed. The Forest Service keeps saying that the local government isn't going to be affected and say that these are at levels from $25 to $2,600 a year. We are paying $25 a year. The television channels in the urban areas can well afford the higher proposed fees but the rural communication sites are privately owned and even though they are vital to the transmission of television and am-fm radio in rural areas they do not generate the revenue to afford the higher fees. There was no place in the article that indicates that local governments will be exempt. The Commission asked Mr. Bailey to prepare a statement to be signed by the BLM and Forest Service stating that local governments will be exempt from the proposed increased fees.

Liability & Workers' Compensation Survey - a report from the Utah Local Governments liability of an in-depth inspection of County facilities in and around Monticello by David Brown on October 15, 1987 was discussed. Mr. Brown made the following list "of items that need to be corrected in the various facilities:

Courthouse/Jai1 - Repair the loose stairway railings at various locations in the Courthouse.

Service fire extinguishers consistently on an annual basis. (This item has already been taken

care of.)

New Jail Construction - Maintain closure of fence around the site when not active, and after hours

and weekends, including repair of existing breaks and holes in fence.

Golf Course - Improve (extend) concrete on the west side of the pro shop under the entry way to the

deck, located on the south side of the building, and add a step at the deck entry.

Replace the broken glass on the front of the golf cart shed.

Pool - New sidewalks and one set of steps (approximately at center of parking lot) are needed to

replace badly deteriorated concrete at west and north sides of the pool building.

The small cinderblock house enclosing valves and electrical junctions should remain locked at all

times.

Various broken and loose boards and the benches in back of backstops at the two baseball fields need

replacement and repair.

County Yard - Install "No Smoking" signs at the gas pumps.

Improve housekeeping in the shop.

Install a standard guardrail on the mezzanine storage level in the shop warehouse.

Remove the propane fired radiant heater in the warehouse to eliminate present problems with fumes and

extreme fire/explosion danger.

Rodeo Grounds - Replace the missing guardrail at the east end of the top of the bleachers.

Replace missing and defective seatboards in the bleachers.

The appropriate department will be contacted to make the needed improvements and repairs.

CORRECT BUSINESS

Mineral Lease Funds - Commiissioner Maryboy made a motion to authorize Creamer & Noble Engineers to proceed with the preliminary analysis and associated lobbying required to obtain Federal Mineral Lease Funds for the purpose of constructing and maintaining energy impacted roads. Commissioner Bailey seconded the motion. UNANIMOUS.

Recreation Meeting - Eddie Allred, County Recreation Director, reported on the recreation meeting held last Wednesday. Gail Johnson, County Clerk, gave them the county policy on accounting procedures which the board had questions on. The board agreed to abide by the existing policy. Mrs. Johnson also reported to them that the recreation program had taken in over $80,000 in revenue.

There are three improvement projects in process; the sprinkler systems for the Blanding Golf Course and the Monticello Park and the lighting of the Montezuma Creek ball park.

The board will implement the Junior Utah Jazz basketball program this year. Ski trips have also been planned to the Purgatory Ski area.

Putting curb and gutter in at the Blanding ball park was discussed. There is a drainage problem on the field that will have to be corrected before such a project can be undertaken. Mr. Allred will work with Doug Pehrson to get the problem resolved, at which time the Commission will give its' approval to go ahead with the curb and gutter project.

A payroll adjustment was discussed for Mr. Allred. He reported that the other units, school district and cities, will contribute their share towards his salary. He had also obtained comparable salaries of other recreation directors. The request will be put in writing and presented to the Commission for their consideration.

The Blanding residents have requested better advertising of recreation programs so that they may participate.

San Juan County Queen - Michelle Adams, the 1986 first runner-up in the San Juan County Queen Pageant, will represent the County at the Miss Utah Pageant. Becky Young requested that Miss Adams be given the same monetary consideration as former queens as she will be putting forth just as much effort as they did. It would amount to $300 for scholarship, $200 for wardrobe and $75 expenses at the state pageant. Comnissioner Maryboy made a motion to approve the request in favor of Miss Adams. Commissioner Bailey seconded the motion. UNANIMOUS.

Extension Programs - Jim Keyes, Extension Agent, extended an invitation for Commissioner Bailey to attend the Weed Board meeting to be held in the Extension Office Wednesday evening at 7:00 p.m.

On January 11, 1988 at 3:00 p.m. the Extension Office would like to meet with the Commissioners as well as other civic leaders around the County to discuss programs and resources that are available to the County through the Extension Office.
