SAN JUAN COUNTY COMMISSION MINUTES JUNE 9, 1986

The San Juan County Commission met in regular session on June 9, 1986, at the hour of 10 a.m. at the San Juan County Courthouse, Monticello, Utah.

The following members were present: Commissioner Bailey

Commissioner Holliday Commissioner Black, Chairman

Minutes of the previous Commission meeting were approved on the motion of Commissioner Holliday. Commissioner Bailey seconded the motion. UNANIMOUS.

KEN'S LAKE BOATING REGULATIONS

Dale Pierson met with the Commission to ask if they would approach the State Parks and Recreation on setting boating regulations for Ken's Lake. Mr. Pierson said he talked to Max Jensen from the State Park Service and was told the County Commission is supposed to request the regulations. Mr. Pierson said he has received several complaints about people using jet skis, surf boats, and power boats on Ken's Lake. Some people feel this is not fair to the swimmers and fishermen. Commissioner Black said the water conservancy district owns the reservoir but has no jurisdiction over the boating regulations. If anyone wants stricter regulations, new rules have to be adopted. Mr. Pierson said he would send more information and his recommendation in writing to the Commission. The Commission will contact Max Jensen of the State Parks and Recreation and follow up on this. Commissioner Bailey said that Recapture Lake, Loyd's Lake and Ken's Lake are probably in the same position as far as boating regulations are concerned.

RECREATION - COUNTY-WIDE - Eddie Allred

Eddie Allred, director county-wide recreation, reported to the Commission that the recreation programs are

going well. Mr. Allred said that the pee-wee basketball league and the women's volleyball tournaments

were very successful. Mr. Allred said the recreation plans for the summer are baseball, gymnastics and

track. Mr. Allred said he has a gymnastic instructor who is going to teach in Monticello and Blanding.

The classes are full and there is a waiting list.

Triathalon - Mr. Allred said the Triathalon that was in March went real well with 78 people

participating. Sixty of these people were from out of the county. The Triathalon will be an annual event.

On July 12, 1986, the county will sponsor a mountain bike race that will start in Monticello and go over

the mountain to Blanding. This is one of the eight bike races that is scheduled state-wide.

Swimming pools - Mr. Allred said the Monticello and Blanding swimming pools opened last week. The

Montezuma Creek swimming pool will open today. An instructor from Snow College will be teaching a course

in water safety to all the pool operators. Those who take the course will become certified in water

safety.

Advertisement - Commissioner Black suggested that Mr. Allred coordinate his advertising with the state and

local Travel Council and Chambers of Commerce. He should also submit a schedule of the county's

recreation events for inclusion in the state travel brochures.

Revenue — Mr. Allred said he is receiving cooperation from the School District and both cities in

budgeting for the county-wide recreation. The School District has already budgeted $6,000 and the cities

have budgeted $5,000 each. UNDC said they would give the county all the money UNDC receives for

recreation which will be about $2,000.

Project Good Work - Mr. Allred said he is going to hire several kids from Project Good Work. Mr. Allred

said UNDC told him they had a fund to use for directing kids in work projects on the reservation.

Montezuma Creek - Mr. Allred said the baseball field in Montezuma Creek needs to be graded. Mr. Allred

asked if the county would grade this area. Commissioner Holliday said he would contact Bernal Bradford

and get it done.

Tauna DeGraw - CEU - Mr. Allred said he works closely with Tauna DeGraw of CEU. Mr. Allred said Ms.

DeGraw helps him organize the programs and has been a big help.

Golf Course Mr. Allred said the Blanding Golf Course is getting a lot of play this year. The Commission

suggested that the money from the players be put in an envelope, with their name and the amount, and

deposited into a box. Mr. Allred said Chris Singer is collecting the money for the golf course.

The Commission thanked Mr. Allred for the good work he is doing.

FOY LAKE - letter to Wildlife resources

The Commission sent the following letter:

Dear Bill:

San Juan County is presenting planning and will construct a road from Foy Lake area to U211 which is the access from the Needles area of Canyonlands National Park. It is hope that this road will be paved and will provide a loop road from Canyonlands National Park, Newspaper State Park, Canyonlands National Park to the Blue Mountain area and into Monticello.

The Commission last week approached Congressman Nielson's people about possible funding of this road. Foy Lake has been drained for the purpose of cleaning it out, refilled and restocked. It has been a popular camping and fishing area and with this proposed new road, it will be ever more so. We would appreciate a report of your plans for this project.

WILDERNESS AREAS LETTERS

The Commission sent letters of appreciation to Governor Norman Bangerter and the Salt Lake City Chamber of Commerce. They have each taken strong positions against any additional wilderness designations in the State of Utah. COMMUNITY IMPACT BOARD

The Commission and city representatives met with the Community Impact Board last week for funding of the new public safety building. The Board put the county's request on their pending list and will review it again on August 7. The Commission said they felt good about the Board's hearing. The Board wants to see the floor plans of the proposed facility and Rick Bailey, Administrative Assistant, will contact John Peterson the architect, and the plans will be submitted immediately.

COMMUNITY NURSING SERVICE - HOME HEALTH

Rick Bailey, Administrative Assistant, said he met with Community Nursing Service last week. Mr. Bailey said he will be receiving a proposal from CNS for lease of the county vehicle. CNS (home health) is going very well and is fully staffed. CNS has just hired one full-time nurse and RN part time. CNS hopes that by the end of the summer they will have more revenue to work with. Some of the medicare patients that were eligible for the county are not eligible for a private business and will have to find different methods of payment. CNS is providing charity care for those until they are qualified for other reimbursement.

HEALTH CARE BOARD MEETING

The health care board meetings will be held at the Library in Blanding and the Hospital in Monticello. The next meeting will be in Blanding on June 18.

WILDERNESS TASK FORCE

Rick Bailey, Administrative Assistant, said he is organizing the county's taskforce on wilderness. The Commission suggested that Mr. Bailey write letter to each of the different organizations asking for a representative to be on this taskforce. Mr. Bailey said he will have this by next week.

SOCIAL SERVICES CONTRACT - STATE DIVISION OF AGING & ADULT SERVICES

The Commission received the Social Services Contract for the State Division of Aging and Adult Services. The contract is for $35,665.00 and will become effective July 1, 1986. Commissioner Bailey made the motion to approve the contract and authorized Commissioner Black to sign them. Commissioner Holliday seconded it. UNANIMOUS.

SKELTON - GRAVEL CRUSHING AT LEMS DRAW

The memorandum of agreement with Skelton, Inc. of Norwood, Colorado, to crush gravel at Lems Draw was signed by Commissioner Black. The bid was awarded earlier.

LETTER OF AGREEMENT - ROCK

Commissioner Bailey said the road department plans to put rock on the West Summit Road. Commissioner Bailey said an agreement needs to be signed that gives the lessor, Dave Fullmer, the right to haul rock, using his own truck, from said pit for use around lessors quonset and granaries. Commissioner Holliday made the motion to approve this agreement and authorized Commissioner Black to sign it. Commissioner Bailey seconded it. UNANIMOUS.

The Commission decided to give San Juan Center the amount of $32,000 that was earlier recommended by the Human Services Board. The Commission said they received the report they requested from the San Juan Center on what the money is being used for. The San Juan Center has looked at other sources with no success and would like to continue their programs. The Commission had previously approved their budget for $27,000. Commissioner Bailey made the motion to restore the budget back to $32,000 that was recommended by the Human Services Board. Commissioner Holliday seconded it. UNANIMOUS.

DEMOLITION and REMOVAL OP BUILDINGS

Commissioner Bailey said the county needs to advertise for proposals for demolition of the two buildings that are on the property the county purchased for the proposed new county jail. Commissioner Bailey said he will get more information on the procedures for doing this.

ROAD DEPARTMENT - HEAVY EQUIPMENT OPERATORS - applicants

The county received many applicants for the road department position that was advertised. Commissioner Holliday said he would like to hire two men because there have been three men quit recently. The hired men will be heavy equipment operators and some have already had experience. Commissioner Black said he feels it would be all right to hire two men.

COMMUNICATIONS - SUMMER HELP

Commissioner Holliday said Bill Bayles, Communications Engineer, wants to know what wages he should pay for the summer help on Abajo Peak. The Commission approved the hourly wage of $3.35, starting when they leave until they return.

RECAPTURE LAKE TURN AROUND

Commissioner Holliday said Norman Johnson, Blanding City Manager, wants the county to grade and gravel some turn arounds at Recapture Lake. The city will pick up the garbage if there is access to these places. Commissioner Black suggested that the road department get an operator to grade a few areas and put some gravel on them. Commissioner Holliday said he would to talk to Bernal Bradford and follow up on this.

COUNTY EMPLOYEE EVALUATIONS

Commissioner Black asked Rick Bailey, Administrative Assistant, to review the county employee evaluations. The Commission will review them next week.

21ST CENTURY - BLANDING

Greg Adams, sanitarian, reported to the Commission that the EPA came down in April and looked over the 21st Century in Blanding. EPA is deciding if this is dangerous enough to find funding to clean it up. There will be a meeting in Blanding to explain how hazardous it is. There is arsenic and gallium present but Mr. Adams said it's not in a concentrated form that is highly hazardous. The EPA is concerned about this. Mr. Adams said he will keep the Commission informed on the matter.

LAND BOARD MEETING - SALT LAKE

Commissioner Black said he will be in Salt Lake this Thursday for a Land Board Meeting.

NEW SIGN AT INTERSECTION - MONTICELLO

Commissioner Black reported he received a phone call from Al Richins about putting a new overhead sign at the intersection in Monticello. They will need to dig a trench six inches wide, eighteen inches deep, and 100 feet long along the curb for power. Commissioner Bailey said they will need to get an encroachment permit from the county. Commissioner Bailey said he will have Merz Hugentobler work with Clarence Ramsey, State road foremen, to work together on it.
