MINUTES OF THE BOARD OF COUNTY COMMISSIONERS MEETING HELD IN REGULAR SESSION ON MONDAY THE 9TH DAY OF JUNE 1969

MINUTES OF PREVIOUS MEETING READ AND APPROVED

The minutes of the previous meeting were read and approved. Motion for approval was made by Commissioner Young, seconded by Commissioner Black and carried unanimously.

CONTRACT APPROVED WITH GLEN WILKINS ON ROAD WORK

The Commissioners approved a contract with Glen Wilkins to clear right-of-way and burn 4.6 miles of the first section of the Forest and County Cooperative road. The Contract was approved in the amount of $4,600.00 and must meet the required specifications of the Forest Service and is to be completed within sixty days.

JOE BERRY REPORTS ON CIVIL DEFENSE AND FIRE CONTROL

Joe Berry, Civil Defense Director and District Fire Warden was present to report on meetings he had attended in Salt Lake City.

He reported that Civil Defense would pay one-half of secretary Anne Porters salary ($200.00). And they had also requested that she take the Merit System test as soon as possible.

For Fire Control he reported that the State would pay all his mileage and travel expense for Fire Control. He brought back a fire truck and fire firefighting equipment for a ten man force.

COMMISSIONERS APPROVED ADDITIONAL RETIREMENT COVERAGE FOR SHERIFF'S OFFICE

Sheriff Musselman was present to discuss the new Public Safety Retirement Act of 1969 with the Commission. He said that his department would like to have the additional coverage this Act provided. Commiasioner Young made the motion that the County participate in this program. Commissioner Black seconded the motion and it carried unanimously.

BLUFF TV DISCUSSED WITH BRUCE STEVENS

Bruce Stevens, of Monticello Communications, was present to discuss the television reception at Bluff, and the policy of installing cable to homes. The Commissioners told him that it was the users responsibility to pay for the cable from the property line to the home.

Mr. Stevens also requested that he be authorized to change the location of an amplifier from the East side of Cottonwood wash to the West side to better serve the people living on that side of the wash. He said that most of the present equipment was salavageable and that the jeep patrol had a tower which could hold the amplifier. The Commissioners instructed Mr. Stevens to make the change and to secure permission from Max Black, Commander of the Jeep Patrol for use of the tower.

LETTER RECEIVED FROM RAYMOND A, JACKSON

A letter was received and read by Commissioner Hazleton. The letter was from Raymond A. Jackson and referred to the proposed Drivers Education Program for the Navajos. Mr. Jackson said that he would support such a program and that there might be federal funds available for it.

PROPERTY VALUATIONS DISCUSSED,

The Commissioners discussed the action taken by County Assessor, Ralph Burtenshaw, in lowering the assessed valuation on different properties in the County. The Commission felt that the Assessor did not have the authority to assess property and will investigate this further at the next Equilization Day on June 17, 1969,

BIDS OPENED ON ROAD OIL

This was the day and hour set for opening sealed bids on road oil. The following bids were received.

The bids from W. S. Hatch Company and Blackline Asphalt Sales were equal after freight was figured in.on delivery to Monticello. After figuring the rate to more distant points in the county it was decided that W. S. Hatch was the low bidder.

Commissioner Black made the motion that the bid from W. S. Hatch Company be accepted. The motion was seconded by Commissioner Young and carried unanimously.

LETTER RECEIVED REGARDING BLUFF AIRPORT

A letter was received from the Bureau of Land Management. The letter stated that the County must make application for a patent on the Bluff Airport through the Federal Aviation Association. Commissioner

Black took the letter and said that he would write to the F.A.A. concerning this matter.

COMMISSIONERS MEET WITH REPRESENTATIVES OF UTAH POWER AND LIGHT COMPANY

The Commissioners meet with several representatives of the Utah Power and Light Company concerning the request from San Miguel Power Association for a change of wording in their Right-of-Way Easement with the County.

The Utah Power & Light Company representatives gave arguments as to why the change should not be made. It was the decision of the Commissioners not to make the change.

MISSILE FIRING PERIODS SCHEDULED

The period from 6:00 p. m. June 19 to 6:00 a. m. June 20, 1969 has been declared a missile firing period.

CHANGES IN SCHOOL DISTRICT VOTING BOUNDARIES

The County Commissioners met with the School District Superintendent and worked up needed changes in

the boundaries of the voting districts. Legal descriptions will be presented by the County Attorney and a map is on file in the County Clerk's office showing the new boundaries.
