Minutes of the County Commission meeting held April 9, 1979.

Time: 10:00 A.M.

Present: Commission Chairman E, S. Boyle, Commissioners Bill Dunow and Calvin Black. Also present Al

Haskins and Peggy Jorgensen, Deputy Clerk,

Minutes of the previous weeks meeting were read and approved with the noted stipulated changes. This being done unon a motion made by Commissioner Black and seconded by Commissioner Dunow.

DOUG PEHRSON

Doug Pehrson met with the Commissioners to discuss road building projects throughout the County. While he was making his report to the Commission Rodney Preator of the engineering firm of Preator, Eckoff and Watson called and reported to the Commission the progress his firm is making with the plans for the Bluff to Montezuma Creek Road.

BRUCE K. HALLIDAY

Bruce K. Halliday, San Juan County Attorney met with the Commissioners to discuss the possibility of the Bureau of Land Management closing public roads within the County. He also reported to the Commission on Circuit Court and that an analysis of costs and time involved should be taken by the office effected by Circuit Court.

COMMISSIONER BOYLE

Commissioner E. S. Boyle reported on the meeting that was held last Wednesday with the Emery County Commission. He and Jim Allred traved to Castle Dale to discuss with the Commission the proposed T.V. operations, this being the building of a new system wherein San Juan County will own its own equipment and be able to send a more complete signal rather than the small portion of a signal that the County now receives. The only thing the County would then have to purchase from Emery County would be the electricity to operate the facility. The Commission in Emery County gave their permission for San Juan County to ahead with the plans. Jim Allred will get into the technical part of it and Doug Pehrson's office will draw up the plans.

Commissioner Boyle also reported on the success he has had with individuals being interested in renting hangers at the Monticello and Blanding airports.

COMMISSIONER DUNOW

Commissioner Dunow reported on the Luncheon he had attended Wednesday, April 2, with the Attorney General at the Monticello Country Club.

He also reported that Lynn Adams of the Road Department was sending the 950 loader to be repaired. Lynn also purchased a loader at the Department of Transportation Sale in Salt Lake City last week.

Commissioner Dunow informed the Commission that the road department is having trouble in Montezuma Canyon with the culverts washing out and that the height of the water there was becomming dangerous.

Again the Commission stated that they could not and would not maintain private roads. COMMISSIONER BLACK REPORTS

Commissioner Black reported that he had attended a meeting at the Capitol in Salt Lake with the following gentlemen: E. S. Boyle, Chairman, San Juan County Commission, Ira Osman, Acting Director, Navajo Tax Commission, Katherine Ott, Navijo Tribe, General Counsel's Office, G. P. Glassir, General Counsel for the Navajo Tribe, Robert Slints, Jr. Chairman of the Navajo Tax Commission, Glenn C. George, Member of the Navajo Tax Commission, Bruce Perry, Utah Division of Indian Affiars, William Thorne, U.N.D.C., Dave Duncan, Chairman of the Utah State Tax Commission. Bob Bowen of the State Tax Commission, L. Rober Anderson, Attorney of the San Juan School District, Bruce K. Halliday, San Juan County Attorney. Also Superintendant Donald Jack of the San Juan School District.

The main topic of discussion was the Navajo Tribe tax problem. They spoke at legnth on the problem and the alternatives which may be available to all concerned.

There will be a meeting Tuesday at 8 A.M. at the City Office with the water conservacy district and state Roads in Blanding.

The Governor has appointed Commissioner Black to be on the Advisory Council of the Department of Community Affairs. Mr. Sterling Griffit will replace Commissioner Black on the State Energy Board.

AL HASKIN

Al Haskins reported that he had gotten information for the Commissioners on Solar heating while in Salt Lake City. He also presented to them a price comparison between natural gas and solar heating and the money return that would be available in the long run. He stated that the Division of Out-Door recreation would not object to Solar heating. The Commission instructed him to get all documents in and have all applications for the Montezuma Creek Swimming Pool in before submitting them to Architect Boberg .

Al asked the Commission that Ed Topaha be appointed to a position of the Title 20 Community Action Board, This was done upon a motion made by Commissioner Dunow and seconded by Commissioner Black. Al also asked that Tully Lameman be appointed to the Southeastern Utah Economic Development Board, this was approved by a motion made by Commissioner Dunow and seconded by Commissioner Black. To fill the vacancy on the Nutrition Board. Gene Johnson of Blanding was recommended for the job. It was the unanimous decision of the Commission to appoint her to this board. She will be traveling to Greenriver on the 12th of April with Al for a meeting there.

Al will also be sending a letter to Leon PoVey advising him that the County Commission has appointed Mr. Haskins to represent the County in negotiations with the Utah State Division of Aging. This appointment changes the status of the County to an Area Agency on Aging.

There will be an Aging Meetong at 11 A. M. Thursday April 12. A deligation from Window Rock will be there at 1. P. M.

The Community Action Program is training Michelle Gripka to take care of the Crisis Intervention Program in the County. She will be paid through C.A.P.

BRUCE SHUMWAY

Bruce Shumway met with the Commissioners to report on the Title 20 C.A. P. Board Meeting. He presented Contracts for the Commission to sign. He also presented budget reports and requests for the upcomming year. He also reported on sources of funding and matching funds. He discussed the Senior Citizens of Oljato. Upon a motion made by Commissioner Black and seconded by Commissioner Dunow to carry the motion the Chairman signed into effect the recommended budget.

Mr. Shumway also presented an amendment to the Mental Health contract, which was a decrease in the budget. This was done upon a motion made by Commissioner Dunow and seconded by Commissioner Black to carry the motion. The Chairman was authorized to sign the new contract. He also presented a new contract to buy equipment, this was signed by the chairman.

BIDS FOR BLUFF MULTI PURPOSE BUILDING OPENED

Bids for the Bluff Multi-purpose building were opened at 2:35 P.M. A bid from Murphy Construction d/b/a J&S Construction, Moab for $72,000.00 was approved subject to final approval by the Commission. This being done upon a motion made by Commissioner Black and seconded by Commissioner Dunow.

BUS BUILDING IN MONTEZUMA CREEK

The Commissioners discussed the possible joint association with the school board for a bus building in the Montezuma Creek area. They will get together and split costs. The County would have an area that they could build onto later and a place to keep equipment in a yard to help prevent vandalism.

BLM

The Commission called Bob Turri of the BLM on the closing of roads. A letter was sent to Melvin Dalton via the San Juan County Sheriff's office regarding this. A copy of this letter was also mailed to S. Gene Day and personally delivered to Mr. Turri in Monticello. This letter is on file in the County Clerks office. The Commission strongly objects to the closing of any public roads in the County.

SHERIFF R1GBY WRIGHT

Sheriff Rigby Wright met with the Commission and discussed the appointment of Bail Commissioners throughout the County. The sheriff will be looking at the possibilities and recommend a list to the Commission of persons who may be appropriate for the jobs.

MARION HAZLETON PUBLIC HEALTH

Marion Hazleton of the Public Health Office met with the Commissioners and discussed the sewage problems in Bluff, and the loss of grant aid due to the disincorporation of that city. The Commissioners will try to set up a meeting and discuss the avenues available for the solution to this problem.

PHOTOGRAPHER VISITS MEETING

Mr. Phil Scofield from National Geographic Magazine visited the County Commission meeting and took pictures of the Commissioners in action. He is doing an artical on the 100th anniversary of the Hole 'N the Rock. He has been all over the County taking pictures and visiting with the people of the County in their various occupations.
