MINUTES OF THE BOARD OF COUNTY COMMISSIONERS' MEETING HELD IN REGULAR SESSION ON MONDAY, THE 8th DAY OF SEPTEMBER, 1969

Meeting opened at 10:00 OfClock A. .M. with Commissioner Hazleton in the Chair.

Minutes of the previous meeting were read and approved. Commissioner Young moved to approve the minutes as read, Commissioner Black seconded the motion and it carried unanimously.

STACKER UNIT FOR CRUSHER AUTHORIZED

Commissioner Black introduced the motion that Commissioner Young be authorized to negotiate for a Stacker Unit for the Crusher, the exact cost to be firmed up at a later date. Commissioner Young seconded the motion and it carried unanimously.

"LAW WEEK" SUBSCRIPTION REQUESTED BY DISTRICT JUDGE

Bennion Redd, County Attorney, met with the Commission and informed them that District Judge, Edward Sheya had requested that San Juan County purchase for his use, a subscription to "Law Week", a weekly publication by the Supreme Court. The book to be placed in the Judges' Chambers at Price, Utah.

The Commissioners stated that they would agree to paying a share of the subscription if Grand & Emery Counties would participate in equal shares.

"COUNTIES MAGAZINE" ADVERTISING DISCUSSED

As the County Tourist & Publicity Council had notified Pursell Publishing Company that they did not have sufficient budget for coverage in the Counties Magazine for 1970, Commissioner Hazleton expressed regret that the Council did not go along with this as the funds were included when the budget was set up.

BEER LICENSE APPROVED - OPAL'S CANYONLANDS LOUNGE

Mrs. Opal M. Kleppe and Dave Staveley met with the Commission and informed them that Mrs. Kleppe had

purchased the Canyonlands Lounge and desired to have a Beer License for the establishment.

Commissioner Black moved to approve granting a Beer License, pending the Sheriff's investigation report,

a Bond in favor of the County and payment of the Beer License fee of $150.00. Commissioner Young seconded•

the motion and it carried unanimously.

PUBLIC DEFENDERS' CLAIM APPROVED - JUVENILE COURT - HAROLD HOLIDAY & DAVID STANLEY

A Claim having been submitted by Attorney L. Robert Anderson in the amount of $167.00 for defending the above-named Defendants, Commissioner Young moved to approve the claim, Commissioner Black seconded the motion and it carried unanimously. The Claim was signed by Chairman Hazleton and attested to by the Clerk.

APPOINTMENT - COMPREHENSIVE HEALTH PLANNING ADVISORY COUNCIL

Commissioner Hazleton received notice from Governor Rampton that he had been appointed to the above Advisory

Council and requested acceptance of the assignment.

Commissioner Hazleton responded that he was desirious of accepting the appointment.

REPORT - HEALTH MATTERS - T.B.

Commissioner Hazleton reported on matters pertaining to the T.B. program and objections by some officials, resulting in a heavy work load on a small local staff of workers.

VANDALISM - COUNTY EQUIPMENT

Commissioner Black reported on his efforts with Army Officials to come to an agreement on losses suffered by the County when County equipment was vandalized by men from the Army Camp stationed at Black Mesa. The Commissioners instructed the Sheriff to proceed with Summons and the County would sign a Complaint.

2 P. M. MEETING WITH STATE HIGHWAY MEN

E. Paul Gilgen, Secondary Roads Engineer, in the company of Alden S. Adams, Appraiser for the State Road Commission and Max C. Torgenson, Right-of-Way Acquisition Agent, met with the Commission to go over matters pertaining to easements and right-of-way purchases on Hwy. #47 in the Verdure area.

The Commissioners authorized Commissioner Black to sign an application for a "Collector Roads Project" for the Ucolo Road.

MISSILE FIRING SCHEDULE :

Blanding Launch Area: The period from 8:00 A. M. on September 16, 1969 to 8:00 P. M. of September 16, 1969 is hereby declared a firing period.

Blanding Launch Area: The period formerly scheduled on September 17th is hereby cancelled.

Blanding Launch Area: The Period from 8:00 A. M. on September 19, 1969 to 8:00 P. M. of September 19, 1969 is hereby declared a firing period.

Athena Area # 2: The period from 6:00 P. M. on September 18, 1969 to 6:00 A. M of September 19, 1969 is hereby declared a firing period.
