Minutes of the Board of County Commissioners Meeting held October 8, 1979.

PRESENT: Commission Chairman E. S. Boyle Commissioner Calvin Black, Commissioner Bill Dunow being

excused for the day. Also present Al Haskins and Deputy Clerk Peggy Jorgensen. TIME: 10:00 A.M.

Minutes of the previous weeks meeting were read and approved with the stipulated additions and corrections, This being done on a motion made by Commissioner Black and seconded by Commissioner Boyle who relinquished the chair.

COMMISSIONER BLACK REPORTS:

Commissioner Black reported on recent happenings and instructed Al Haskins to get with Lynn Adams and Doug Pehrson and also with Curtis Fehrson and compose a draft letter that the Commission can send regarding the next phase of the Wilderness struggle.

Commissioner Black also reported that he had contacted Jim Allred on the Mexican Rat T.V. problems.

Jim said that he would go down an look at things as soon as possible. Mr, Howard Valle who had reported

the problems expressed his appreciation to the Commission for looking into the matter.

Commissioner Black and Commissioner Boyle will be attending a Commissioners workshop in Logan this week. COMMISSIONER BOYLE REPORTS:

Commissioner Boyle reported that he had attended a Hospital Board meeting this last week, and that Health Facilities in Blanding had been discussed at legnth. He further reported that Steve Nielson, Chairman of the Hospital Board will be giving more information Thursday eveninp, to the group at a meeting. Jon Taft, Architect, has offered to come down and make an estimate as to costs and present these figures to the Board. Commissioner Boyle also stated that they would discuss the possibility of Intermountain Health Services making a study of the situation.

Commissioner Boyle reported on his attending the dedication of the Mill Creek Reservoir near Moab. This reservoir has been built with funds from a 32 year Grant. The activities were spear-headed bv the Grand County Water Conservancy District. Following this report the Commission discussed the interest of Spanish Valley residents toward being annexed into Grand County.

Commissioner Boyle also attended a Department of Transportation meeting in Price to make plans fpr projects for the coming year. Commissioner Boyle reported that Sterling Davis, Archie Hamilton and Clem Church attended this meeting. Commissioner Boyle expressed to those attending the meeting the appreciation of the County for something productive finially being done on the road east.

Commissioner Boyle reported that he had received a call from Bruce Shumway regarding the Bluff Multipurpose Center and that everything is as it should be now, and that the final payment for the building should be paid. The Commission agreed to pay it this week.

AIRPLANE HANGERS:

The Commission instructed the secretary to type up a rental schedual for the Airplane Hangers at the Monticello and Blanding Airports and to keep accurate records of all who have paid, what hanger they occupy, and for the time period for which they are rented. All payments must be made in advance, and proceeds go into the General Fund,

MONTICELLO CITY ANNEXATION:

Regarding the proposed annexation by the City of Monticello, and the contest that is being presented

against it, the City has chosen to serve on the Boundary Commission to represent the Municipality

Paul Barr and Hal Jensen. The County Commission after studying the laws regarding the Boundary Commission

feel that Commissioners Dunow and Boyle cannot serve under the law, and that it is the decision of

the Commission that Commission Black and County Recorder Louise Jones serve in this capacity.

They will attend the Public Hearing regarding these matters October 16, 1979 at 7:30 P.M.

The motion that Mrs. Jones and Commissioner Black serve on the Boundary Commission was made by Commissioner

Black. Commissioner Boyle relinquished the Chair to second and carry the motion.

RUDY COOK:

Rudy Cook met with the Commission to discuss with them the possibility of a Grant still being available to Bluff for its sewer project. He told the Commission that he would need a survey of land descriptions. The Commission asked him if a meets and bounds description would take care of the problem, he stated that Bruce Halliday had mentioned a complete survey, but upon the Commission's calling in Mr. Halliday, he stated to the Commission that with the way things are set up in Bluff, perhaps a meets and bounds description would be best. Curtis Pehrson, Southern Planner for the Association of Governments joined in the discussion and will give Mr. Cook all of the information and aid that he can to obtain the Grant needed. Mr. Halliday stated to the Commission that the surveyor can draw the meets and bounds on a map, and that he will assist him in any way that he can.

AL HASKINS:

Al Haskins reported to the Commission on the meetings he had attended this past week, one of which was a SEU-CAP Board meeting in Price. He discussed the refunding of weatherization money. He presented to the Commission a " Performance Continuation for Delegation of Activities" agreement for the Commission's approval and the Chairman's signature. Commissioner Black made the motion that the County accept this continuation and Commissioner Boyle relinquishing the Chair seconded to carry the motion. A copy of the agreement will be returned to the County after all signatures at obtained.

Al also reported that he had met with Steve Roberts and Thor Nelson of Outdoor Recreation regarding

the Montezuma Creek Swimming Pool and that since the contractors were almost through with the project

and that the County has a certified check as their bid bond, Outdoor Recreation would waive( for UNDC only) the

requirement of a performance bond. Al further reported to the Commission that having a time extention

would be a problem, in that after December 31st there would be no money available for the project.

The Commission instructed Al to notify the contractor and the architect ( S.E. Boberg) that the pool

will have to be completed before that dead-line. The contractor is Intermountain Specialties Co.

He will contact them both by phone and by letter, immediately.

COUNTY BUILDING INSPECTORS:

Phil Acton and Bob Low, County Building Inspectors met with the Commission to make a determination regarding inspections for residence buildings and commercial buildings. At present Mr. Acton is issueing applications, collecting money and issueing permits. After discussion with the Commission the Inspectors found it more reasonable to (1) Issue the applications, (2) Figure the fee for the permit, (3) Send the individual to the County Clerk's office where she can (4) Send the application to the Health Department, so building can be inspected by that office, (5) When the Health Department has approved the application, she will (6) pass the application on to the building inspector for his signature, (7) it will then be returned to her and she will issue the building permit and receipt to the applicant. The following changes will be implemented into the fees now charged for Building permits.

Residential (home) inspections will be $8.00 per inspection, and 30Cents per mile, a

minimum of three (3) inspections included with the cost of the permit. Any additional inspections will be billed, with the final approval to be withheld until payment for the additional inspection is received. Additional inspections will be $8.00 per inspection and 30cents per mile. Name, address, and/or phone number are required for any additional inspections.

Commercial building inspections will be $12.00 per inspection and 30cents per mile, with a minimum of three (3) inspections included in the cost of the building permit. Any additional inspections will be billed, at the rate of $12.00 per inspection and 30C per mile. In the event any additional inspections are required, the final approval will be withheld until payment of said inspections.

These rate changes are effective October 8, 1979. Additional information regarding inspections and Building permits will be presented to applicants, and on file in the Clerk's office. Included in the additions: Applicants must have their building permit in their possession when inspectors are called to do inspections so that it can be initialed and dated at that time. All building within the City Control Zone must comply with City requirements, but must have a County building permit. Building in this Zone is subject to inspection by the Health Department, the City and the County, and must be approved by each.
