MINUTES OF THE BOARD OF COUNTY COMMISSIONERS MEETING HELD MAY 8, 1978

Minutes read and approved on a Motion by Commissioner Black and seconded by Commissioner Boyle. COUNTY LETTERHEAD
The Southeastern Utah Assocation of Counties wants some county letterhead. This was approved by the Commissioners and Clytie Barber was given authority to mail them some stationary.
XEROX MACHINE
Arvilla Warren, the county recorder, agreed with the policy adopted by the commissioners on the use of the Xerox Machine.
BLUFF PUBLIC HEARING
The commissioners discussed the Bluff public hearing held on the Bluff Transfer of Funds for the Bluff Multi-purpose Center. There was unanimous approval for the transfer.
MISS SAN JUAN CONTEST
Sherri Sweeney, and Arita Sparks met with the commissioners to discuss the Miss San Juan Contest. Pearl Whittaker, fair board chairman, stated that the committee in charge of this contest had already started working on the contest.
CONTROL DISTRICT
There was a question asked concerning the Control District in the zoning ordinance. The question was whether or not those owners of agricultural lands would have to pay commerical rates on their lands within the Control District. The answer was no until the property was used for commerical purposes. The Greenbelt Ordinance still applies to this county.
PLANNING COMMISSION
The commissioners discussed hiring a building inspector for the County and the Cities of Monticello and Blanding. The State Plumbing Inspector was down in San Juan County. He stated that a lot of plumbing and building was being done by people who were not licensed. And these people were not building according to the codes. The commissioners contacted both city managers who agreed with the proposed hiring.
AOG AND EDD BOARD MEETINGS
Commissioner Black reported that he and Mayor Keith Redd had attended the Aog and EDD board meetings. New officers were elected as follows : Walter Axelguard, Pres., Karey Merrill, Vice Pres. and Keith Redd, as sec. The AOG director, Bill Dinehart, will be leaving to take the position of Director of State Lands. May 24, 1978 the board will select a new director.
Commissioner Black also reported on the Energy Impact Money. The county is eligible to receive state impact money and will soon be eligible to received Federal impact money.
Commissioner Black requested permission to attend the National Steering Commission Meeting which will begin May 21, 1978. This will deal with Public Land issues. Permission was given.
BEER LICENSES APPROVED
Beer Licenses for the following people were approved: Susanne Mayberry,of the M 4 Ranch, and the Fry Canyon Operation.
BEER LICENSES DISAPPROVED
The following Beer License was disapproved: Black Oil Company for their Texaco service station in Mexican Hat. This was disapproved because of a county policy made in 1969 stating that

the county doesn't want to put beer into Service Stations and also on the grounds that the number of outlets in Mexican Hat are adequate for the number of customers.

MENTAL HEALTH ATTACHMENT A
Mr. Bruce Shumway and Mr. Rick Mainord met to discuss the Mental Health Attachment A to the Mental Health Contract. The commissioners approved this attachments and made some suggestions on the contract. They also discussed the mental health program.
PUBLIC HEARING
The public hearing to open bids for the renovation of the Blanding Library was opened at 2:00 P.M. with no one present except the County Commission. There were no bids received.
TRAVEL COUNCIL MEMBER
Mr. Robert Rhodes name was presented to the Commissioners to be appointed to the Travel Council. His term will run from May 1978 to May 1982. Commissioner Black made the motion to approve with appointment and Commissioner Boyle seconded it and it passed by those present.

SAN JUAN COUNTY ROAD MEETING
TIME: 9:00
PRESENT: E. S. Boyle, Calvin Black, Engineer Doug Pehrosn, Foremen LaVar Lyman, Bernal Bradford,
and Lynn Adams.
Minutes were read and approved.
Doug reported state inspector would be here to inspect the C. R. Ismay Project. Doug asked for ruling on approaches to county roads. Lynn was asked to look this up. Doug presented CR I Form for signatures to obtain Funds for CR 008 (3). This was approved by the commissioners.
Ace reported the Generator on the crusher was down. Lynn said N. C. Ribble was sending a man up to take care of it.
Irv Guymon was in to request some improvement on the bulldog Road; the commissioners suggested Bernal and Doug go with Irv and report back to the Commissioners.
Teek reported he was hauling gravel on Ismay road, but needed a bigger loader. The commissioners suggested Bernal look into renting a loader.
Lynn presented a notice of sale by Utah D.O.T. in Salt Lake City. He was authorized to attend this sale and purchase several items that could be used by the county road dept.
