MINUTES OF THE COUNTY COMMISSION MEETING JANUARY 8, 1979
TIME: 10:00 A.M.
PRESENT: E.S. BOYLE, COMMISSION CHAIRMAN, CALVIN BLACK, WILLIAM DUNOW AND DEPUTY CLERK PEGGY JORGENSEN.
Minutes were read and approved upon a motion by Commissioner Dunow and seconded by Commissioner Black.
KRISTINE FROST -COURTHOUSE
Mrs. Frost met with the Commissioners to discuss the condition of some of the tile in the Courthouse.
She stated that it was in need of repair and that it would be of benifit to the County to replace the
tile either with tile or indoor-outdoor carpet. The Commissioners told her to get some prices and
they would consider the project. She also reported that the boiler was causing problems again.
Mrs. Frost also asked the Commission if it would consider purchasing a snow blower to keep the
snow off the sidewalks, she is to get prices from Lynn Adams on this. She also asked the Commissioners
for permission to re-key the front offices and the Civil-Defense Store Room. Mrs. Frost further
suggested that a new super structure roof be put on to replace the old as the beams are ruined due to
the leakage.
LIBRARY BOARD
The Commissioners received a letter of resignation from Carolyn Guymon of the Library Board.
J. P. COURT
The J. P. Court will be allowed a petty cash fund and the J. P. will be on the new stationary to be
ordered soon.
T.V.
Tom Worster of Towne T. V. gave the Commission the estimated figure of $2930. per month to bring in ABC, NBC, CBS, and KUTV. He guaranteed transmittal to Abajo Peak It would cost approximatly $6,000 per channel for the equipment. Eddie will check with Milt Davis in Salt Lake City and the Commission will explore the T. V. situation further. The signal would be sent from Bald Mesa.

LAW SUIT
The Commission received a copy of the Law Suit filed against them and San Juan County by Fern Matthews, Joan Moyle, Sherman and Laura Hatch. They are contending that their contitutional rights have been violated in connection with the recent termination of their beer licenses.
COUNTY RECORDER
Mrs. Louise Jones met with the Commissioners to discuss the training of someone from her office to care
for the Xerox Machine. They also discussed the making of plats by the surveyors office.
ROAD PROGRESS
Commissioner Boyle reported that the state had signed the contract for the conpletion of resurfacing the
road East to the state line of Colorado.
ROAD MEETING
There will be a road meeting Monday January 15 at 9 A.M. according to Commissioner Dunow.
DATE CHANGED
The County Commission meeting of February 12th will be held on the 13th of February insted.
NURSING HOME
Commissioner Black reported that the Nursing Home is having extra large water and light bills and that perhaps they should check the mains for leaks. He also stated that they need to have the electric load split to help on the heating bill.
Commissioner Black reported also that he had met with Mark Walsh, Jack Tanner, George Buzuaniag and several other gentlemen on Public Lands. The Governor wants to establish a new Wilderness Advisory Council. It is to be made up of five Commissioners and one Mayor. Commissioner Black opposes statutory designation of Dark Canyon as a wilderness area. He recommends that local people really get involved in this matter as it concerns them greatly. They should write to the Congressional Deligation, the Forest Service or the Governor.
Commissioner Black also reported that he had attended the Aneth Chapter Meeting Sunday and reported the problems of the Navajo Taxation to the people there. He told them that Local and Public services on the reservation will have to be curtailed if problems persist. He also pointed out the Legal and Political problems for them. Donald Jack of the School District also told them that no further building would be done until the problem was resolved.
AL HASKINS
Al reported to the Commissioners that he had checked on Motel Rates in Salt Lake City and felt the
City Center Motel had the best to offer for the money, but that he was awaiting word as to what arrangements
the County could make with them.
CORRESPONDANCE
The Commissioners received correspondance from Recaputur Lodge, Kaiserman Associates, Gingery Associates Inc.
MEETING WITH CIRCUIT JUDGE AND J. P.
The Commissioners met with Judge Donald Crist of the Circuit Court, Justice of the Peace Harold Muhlestein, Ron Gibson of the Court Administrators Office, and Sheriff Rigby Wright. They discussed how the Circuit Court would effect the Justice Court and the problems they are having. They agreed to follow a policy relating to Criminal Cases filed in San Juan County for three months to see if things could be ironed out by a new method, and if not things will be handled as they have been in the past, with the J. P. handing all but those asking to have Court before a Law trained Judge. The policies of both office were discussed at legnth by all in attendance. They will meet again the second Monday in April to compare the merits of the various systems and the progress made.
