MINUTES OF THE BOARD OF COUNTY COMMISSIONERS' MEETING HELD IN REGULAR SESSION ON MONDAY, THE 8th DAY OF DECEMBER, 1969

Meeting opened at 10:00 O'clock A. M. with Commissioner Hazleton in the Chair.
Minutes of the previous meeting were read and approved. Motion for approval was made by Commissioner Young, Seconded by Commissioner Black and carried unanimously.
COMMUNITY ACTION PROGRAM DISCUSSED WITH EXECUTIVE DIRECTOR
Mr. H. J. Schultz met with the Commission to discuss and clarify matters that have been in question. He stated that the allotment for the coming year has been received and all accounts will be cleared up including the one with Roy Pearson on the pickup truck which will be used by John Y. Begaye. The Commissioners advised Mr. Shultz to caution employees regarding the use of public-owned vehicles for private business.
Strong support was received from several sources in protest to the Highway numbering changes that were recently received from the ASSHO Committee.
U-95 FUNDS SUPPORT
Numerous Congressional letters were received all giving support and acknowledging the need for funds for Hwy. U-95.
A telephone call was received giving information that a telegram had been received by Governor Rampton stating that Public Lands Funds in the amount of $2,300,000. had been allocated for the Comb section of U-95. Upon investigation it was learned that the funds would not be released until possibly Spring.
EASEMENT IN BLUFF AREA
Howard Saunders, County Surveyor, presented a description of an easement for right-of-way in the St. Christophers Mission area at Bluff where they desire a culvert installed and certain road gravel removed. The Commissioners approved the project.
A COPY OF THE GOVERNOR'S LANDSCAPE IMPROVEMENT PROCLAMATION WAS RECEIVED.

ACCOUNTING MATTERS DISCUSSED
Bob Fellmeth discussed with the Commission the Data Processing he does for the County, also mentioned
was the item "Surcharge" which appears on each monthly billing.
The Commission instructed the Clerk to inform Mr. Ed. Glaus, C.P.A. of Moab, Utah, that we would like
him to contract to do the audit for the years 1969 and 1970 at a price of $2500.00 each year.
In a motion, Commissioner young moved that San Juan County agree to pay $2500. for each audit and any
special IBM runs required would be included in the $2500. price, however, the Departments, Clerk's and
Treasurer's will cooperate in preparing schedules as outlines in Mr. Claus' letter of November 20, 1969.
Commissioner Black seconded the motion and it carried unanimously.
PRICE-FIXING ON STEEL PIPES DISCUSSED
As a letter had been received from the Attorney General's office regarding price-fixing on steel pipes, Commissioner Black moved that San Juan County authorize the Attorney General of the State of Utah to represent San Juan County in the event the County is eligible for refund resulting from "Price-Fixing"
on steel pipes. Commissioner Young seconded the motion and it carried unanimously.
LIBRARY BUDGET & BOOKMOBILE DISCUSSED
Mr. James Greenhalgh, County Librarian, met with the Commission to discuss budget matters and repairs needed on the Bookmobile.
Possible avenues of additional revenues were also discussed. Commissioner Yo ung stated that a new Bookmobile might be considered for next year and the cost amortized over a three year period.

FOREST SERVICE MEN DISCUSS MOUNTAIN ROAD
Ranger Roy Verner, John Campbell and Mr. Clyde Barton met with the Commission to discuss the improvements
needed on the South Peak road where a timber sale is anticipated. Required right-of-ways were also discussed Following a study of maps of the area and other discussions, Ranger Verner stated that he would set up a meeting with their Engineer and work directly with the County Surveyor.
