The regular session of the San Juan County Commission convened at 10:00 a.m. at the San Juan County Courthouse in Monticello, Utah.

Commissioner Maryboy made a motion to approve the minutes of February 22, 1988 as corrected. Commissioner Bailey seconded the motion. UNANIMOUS.
COMMISSIONER MARK MARYBOY'S REPORT
Community Inpact Board - Commissioner Maryboy expressed appreciation to Administrative Assistant Rick
Bailey for working on the proposal for the Montezuma Creek police station/fire truck/road shed project.
The funding was approved by the Impact Board. Red Mesa Chapter Officials also expressed their
appreciation to Mr. Bailey for his efforts on the application. The Navajo Tribe will contribute $20,000
towards the purchase of the fire truck.
Alcohol Certification Training - Some of the beer license holders in Mexican Hat are objecting to leaving
their businesses to attend the Alcohol Certification Training Seminar to be held in Monticellp on March
29. County Clerk Gail Johnson stated that the County is organizing the seminar as a service to the
vendors but is not required to provide the service. The individual owners and their employees are
required by law to receive the certification by July 1st. If they do not want to attend the training
seminar in Monticello they may go to Salt Lake or Price to receive their certification.
DNDC Road Priorities - The UNDC road priorities were presented to the County Road Department at the
monthly road meeting with the Commissioners this morning. The UNDC is requesting updated reports on the
progress of road projects at their monthly board meetings.
Bluff Water Wells - Residents in the Bluff area who do not have water in their homes would like to have
USD Extension Agent, Jim Keyes, check out the water wells in the Bluff area. The residents are having
problems getting water from these wells for use in their homes.
Navajo Commodity Foods - Blue Mountain Dine' reported the Navajo Tribal Commodities will be available at
the Blue Mountain Dine' offices in Blanding the first Monday of each month for distribution to the chapter
members.
Flashing Yellow Light/Montezuma Creek - After meeting with the principal of Montezuma Creek Elementary
School, UDOT officials indicated that the population of Montezuma Creek does not justify the installation
of a flashing yellow light by the school.
COMMISSIONER KENNETH BAILEY'S REPORT
Utah Department of Transportation Meeting - Officials of the Utah Department of Transportation will meet
with San Juan County Coitmissioners and Road Department personnel to discuss roads within the County that
are on the State Road System. Commissioner Bailey will recommend two or three additional roads that meet
state requirements be put on the State Road System.
Overtime Payment for Salaried Employees - Commissioner Bailey gave a copy of the Fair Labor Standards
Guideline concerning overtime pay for salaried employees to Administrative Assistant Rick Bailey for
review. Apparently in certain situations half-time pay may be paid for overtime work - especially if
someone works overtime without authorization.
USO/Telecommunication Equipment - Utah State University is requesting a room, a telephone line and outlet
for electronic telecommunications used to determine the efficiency of training Extension Agents and their
clients via electronic learning systems. This is a trial test that will last until September 30. Results
of this test may lead to a permanent site which could be expanded to include University credit courses
taught on campus and delivered to the San Juan site. Administrative Assistant Rick Bailey will follow
through on making arrangements with the Extension Service.
Peters Hill Road Project - Administrative Assistant Rick Bailey was asked to work with County Engineer
Doug Pehrson to draft a resolution to UDOT requesting the verticle and horizontal curves at the bottom of
Peters Hill be straightened. Commissioner Maryboy made a motion to approve the drafting of the
resolution. Commissioner Bailey seconded the motion. UNANIMOUS.
County Road Equipment - Conmissioner Black attended an equipment auction in Phoenix. As the equipment was
selling too high, County Commissioner Black did not purchase anything. Rick Bailey reported that
Lawdermilk Construction Co. in Price is going out of business and is preparing for an auction. The County
would like to check out the equipment and be notified when it will be available.
John Atlantic Ferry - Joyce Martin, San Juan Record editor, said that she found it extremely difficult to
find out the schedule of the John Atlantic Ferry at Lake Powell. She feels that better advertising needs
to be implemented for the Lake Powell facilities for visiting tourists.
Service Truck Bed - Commissioner Maryboy made a motion to approve the negotiation for a bed for the
service truck. The asking price is $7,000 but the County would like to negotiate for a price between
$3,000 and $4,000. Commissioner Bailey seconded the motion. UNANIMOUS.
Exhaust Fan & Shutter - Commissioner Maryboy made a motion to approve the purchase of an exhaust fan and
shutter/3 speed motor 100 volts from Granger Company for $248.88 to be used in the County road shed.
Commissioner Bailey seconded the motion. UNANIMOUS.
Turban Water Meter - Commissioner Maryboy made a motion to approve the purchase of a 1 MW 900 McCrometer
Turban 6" Water Meter for $675.00 for the Monticello Golf Course. Commissioner Bailey seconded the
motion. UNANIMOUS.
ADMINISTRATIVE ASSISTANT RICK BAILEY'S REPORT
Bluff Cemetery Maintenance District - Steven Boos has made a request to the County Commission to accept the petitions for the establishment of a Cemetery Maintenance District in Bluff. The statute requires that the petition have the signatures of the owners of 55% of privately held land within the proposed district. The next step in the process would appear to be for the Commissioners to hold an election within the proposed district asking whether all voters in that district either favor or oppose the districts formation. County Attorney Craig Halls will review the petitions and make a recommendation to the Commission.
Hovenweep Resource Management Plan - The Commission has received a draft of the Hovenweep Resource Management Plan. The plan attempts to enclose some large buffer zones in the area by the Park Service. The Commission will review the plan and make their comments within the thirty-day response period. BLM San Juan Area Resource Management Plan - The final draft of San Juan County's opposition to the BLM San Juan Area Resource Management Plan has been completed. It contains 44 pages of written documentation, approximately 40 pages of exhibits prepared by the County and over 170 pages of written comments from other individuals and agencies. Commissioner Black is in Washington, D.C. to discuss the draft with national BLM officials.
National Surplus Month - Because the County is a member of the National Association of State Agencies for Surplus Property, the County can receive a 50% reduction on any federal surplus property purchased during
the month of March. A list of equipment the County is interest in purchasing was discussed and a representative of the County Road Department will check on the items available at the federal facility. Annexation Boundary Commission - The County is required to form a boundary commission for annexation purposes. The commission will consist of two elected county officials, one elected official from each of the two municipalities (Blanding and Monticello) and three individuals selected from the general public. The 7-member commission will review any county annexation proposals.
Community Impact Board - Commissioner Black, Commissioner Maryboy, and Administrative Assistant Rick Bailey met with the Community Impact Board and presented the request for a grant for the remodeling of the old school in Montezuma Creek for a police station, the purchase of a fire truck for the area and a road shed. With the help of Impact Board Chairman Sam Taylor, the County was awarded $205,000.00 for the project. Mr. Taylor indicated later that a board policy does not allow the awarding of money the same day the request is made. However, he made a motion to suspend the rules and award the money. The board approved the request. A detailed budget for the project needs to be submitted before the money can be released.
LaSal Property/Gragert - Rick Bailey reported that the property requested by Don Gragert is owned by the County. Mr. Bailey will check further into the ownership of the oil and mineral rights before a decision will be made as to whether to sell the property for the appraised value or put it up for bids. Hill-Burton Bill - Ron Madsen from Senator Hatch's office indicated that the Hill-Burton Bill which would transfer the Nursing Home obligation to the hospital is progressing as fast as possible. Sue Cook, Congressman Howard Nielsen's field representative, said they are working to get the companion bill in the house to go along with the Senate bill.
Senior Citizens Bus Driver - Sylvan Johnson is going to retire the 1st of May. Administrative Assistant Rick Bailey will advertise to fill that position.
CURRENT BUSINESS
Aneth Elderly Home Care Request - Nellie Jackson met with the Commission to request County participation in purchasing some living room furniture for the Aneth Elderly Home Care which is located at the Aneth BIA School. The home provides custodial care services for six Navajo elderly persons. The Aneth Chapter has agreed to provide $460 towards a washing machine and the Navajo Tribe will purchase a dryer and gas stove for $980.00 UNDC and San Juan County are being asked to share the cost of purchasing living roan furniture for $1,440.00 The Commission will ask John Fellmeth to make a recommendation as to whether this would fall under the San Juan County Health Care jurisdiction and a final decision made at the next Hospital Board meeting.
Navajo Agency Road Meeting - County Engineer Doug Pehrson will attend a meeting of the Western Navajo Agency on March 14th at 10:00 a.m. to discuss road project on the Reservation.
TV Repeater Site - County Communications Engineer Bill Bayles reported on his efforts to locate a suitable site for a TV repeater to serve the Oljato and Navajo Mountain areas. It is difficult to find a mesa that has a clear line-of-site to the signal on Abajo peak and has access to a power line that will line up with the Oljato community. Mr. Bayles was unable to find access roads to some of the mesa's to check them out but will continue working to find a suitable site.
Communications Dept. Computer - Bids to purchase a computer for the Communications Department was presented by Engineer Bill Bayles. Commissioner Bailey suggested that Mr. Bayles have John Fellmeth check over the bids before making the purchase.
Blanding Cemetery Maintenance District - Derald Kurtz has submitted his resignation from the Blanding Cemetery Maintenance District. Commissioner Maryboy made a motion to approve the appointment of Phillip Palmer to replace Mr. Kurtz on the District. Commissioner Bailey seconded the motion. UNANIMOUS. Bluff Property - The County issued a tax deed to Floyd Nielson and Sons on some Bluff property about five years ago. The Nielson's want to resell the property and requested a title report and found that the tax deed has a wrong description on it. County Attorney Craig Halls has prepared a corrected tax deed that needs to be re-executed. Commissioner Maryboy made a motion to re-execute the tax deed with the proper description. Commissioner Bailey seconded the motion. UNANIMOUS.
San Juan County Hospital - The lab machine which cost the County $44,000 has been operating without a maintenance contract on the machine for the past several years. The company has recently lowered their price for a maintenance contract to $2,500 a year. John Fellmeth, Hospital Administrator, feels that this is a reasonable price because the machine is five years old and will be needing more maintenance. The representative came and checked over the machine. Before they will put it under their maintenance agreement they want the County to spend approximately $7,000 to replace everything they feel will break within the near future. Mr. Fellmeth will check into other machines and possibilities and make a recommendation at the next Hospital Board meeting.
