MINUTES OF THE SAN JUAN COUNTY COMMISSIONERS MEETING HELD
JUNE 7, 1982
Time: 10:00 a.m. in the Commissioner's room of the Monticello Courthouse.
Members Present: Chairman Calvin Black and Commissioner Robert Low and Commissioner Kenneth R. Bailey.
Minutes of the previous week were read and approved with the stipulated clarification upon the motion of Commissioner Low and the second of Commissioner Bailey and it carried unanimously.
GOVERNOR REQUESTS MEETING ON NUCLEAR WASTE;
Chairman Black reported that Governor Scott Matheson has invited the Grand and San Juan County Commissions to meet with him on Monday, June 14, 1982 at 1:30 p.m., to discuss the issues related to locating a nuclear waste repository in Utah.
In order to meet with the Governor as requested, the San Juan County Commission will hold the reglar meeting on June 14, 1982, from 8:00 a.m. to 11:00 a.m. The Public Notice announcing the change in meeting time will appear in The San Juan Record on June 10, 1982.
1982 ASSESSED VALUATION REPORT:
County Treasurer, Marian Bayles, reported to the Commission that the total assessed valuation for San Juan County for 1982 will be $215,687,000.00. Based on the County Treasurer's information, to date, Deputy Auditor, Bill Francom, calculated a 16.149 mill levy for the County in 1982.
GRAND COUNTY WATER CONSERVANCY REQUESTS ROAD MAINTENANCE:
Mr. Dave Bretzki, representing the Grand County Water Conservancy District, met with the Commission to request that San Juan County maintain the Ken's Lake Road from Spanish Valley, to Ken's Lake, and over the top to the diversion structure, a distance of approximately one mile. He reported that the Grand County Water Conservancy District will provide the necessary culverts for the project. Road Superinten-dent, Bernal Bradford, was also present for the meeting, and it was agreed by the Commission that the County will grade the road, install the culverts provided by the Grand County Water Conservancy, and maintain the road as a "B" road. The Road Department will work with the Grand Water Conservancy Board to complete the project and request that the Ken's Lake Road be placed on the "B" road system.
AGING PROGRAM CONTRACT AGREEMENTS APPROVED:
State Social Service Assistant Director in charge of Field Services, Leon PoVey, and San Juan Community Social Service Director, Bruce Shumway, presented the Nutrition Program Contract for the Aging Program and the Aging Program Contract for approval. The Nutrition Program Contract Agreement will be a con-tinuation of the present program with a cost of living increase for salary. Commissioner Low moved to approve the Nutrition Program Contract Agreement for the Aging Program for FY 1983, and authorize Chairman Black to sign the contract in behalf of San Juan County. The motion was seconded by Commis-sioner Bailey and it carried unanimously.
Commissioner Low also moved to approve the Aging Contract Agreement between San Juan County and Social Services for FY 1983, and authorize Chairman Black to sign the contract in behalf of the County. The motion was seconded by Commissioner Bailey and it carried unanimously.
FOUR-CORNERS COMMUNITY MENTAL HEALTH AGREEMENT FOR TERMINATION;
The following proposed Agreement for termination of participating membership in Four Corners Community
Mental Health Center was received by the Commission Chairman Calvin Black:
Agreement for Termination of San Juan County's Participating Membership in Four Corners Community Mental Health Center
This Agreement is entered into between the San Juan County Commission and Four Corners Community Mental Helath Center (FCCMHC) Authority. The effect of this agreement is the withdrawal of San Juan County from the FCCMHC partnership, effective July 1, 1982. The Following terms of this withdrawal apply:
1) All inventory in San Juan County shall remain with San Juan County to be used in the continued provision of Mental Health Services. THis, in effect, cancels section 19 of the 1982 San Juan County-FCCMHC agreement relative to Capital Equipment and Vehicles.
2) Each Signing entity will negotiate contracts separately with the State of Utah.
3) San Juan County shall not participate or be represented as voting partners in the Four Corners Mental Health Authority Board.

Commissioner Low moved to approve the proposed Agreement for Termination of San Juan County's Participat-ing Membership in Four Corners Community Mental Health Center, and authorize Chairman Black to execute it on behalf of San Juan County. The motion was seconded by Commissioner Bailey and it carried unanimously Mr. Bruce Shumway was asked to review the Agreement and return it to Four Corners Mental Health Authority Chairman, John Parker. Mr. Shumway was also asked to perpare a contract agreement between the Community Social Services and San Juan County for use of the equipment for the Mental Health Unit.
NEW HEALTH CARE SERVICES ADMINISTRATOR MEETS WITH THE COMMISSION:
Commissioner Low invited the new Health Care Service Administrator, William Reger, to meet with the Commissioners. Mr. Reger started work at the San Juan Hospital on May 31, 1982. Mr. Reger discussed a few of the goals he has set for the County's health care services at the hospital and nursing home. He reported that the hospital's collections for the month of May were greater than its expenditures. He also reported that the emergency generator for the hospital does not have the capacity to operate the X-ray machine. He recommended that the County include plans for an emergency generator in the emergency facility addition to the nursing home and generating units for the Hospital and new emergency facility should have a capacity of at least 200 KVA's.
HOSPITAL TO BE COMPLETLY RE-ROOFED:
Commissioner Low reported that the Health Care Services Board has authorized Earnest, Wilson Comp. to completly re-roof the San Juan Hospital for $19,000.00. The Commission advised the Hospital Administrator, William Reger, to obtain the 5 year warrenty upon completion of the new roof and before authorizing final payment to the roofing contractor.
REGIONAL HEALTH PLANNING AND REVIEW BOARD MEMBERSHIP DISCUSSED:
Chairman Black requested that the Health Care Services Board review and approve San Juan County's membership for the Southeastern Utah Health Services Planning and Review Board. The Commission recommended that the Health Care Services Administrator for the County, William Reger, be appointed to the Regional Board.
BLUFF TO MONTEZUMA CREEK ROAD REPORT:
Commissioner Bailey reported that Mr. Asa Nielson has found 10 archaeological sites on the Bluff to Montezuma Creek road project. Mr. Nielson feels that 8 of the sites are insignificant and the remaining 2 sites will not pose a problem as the road has been engineered around them. Asa Nielson and Winston Hurst are preparing a comprehensive archaeological report for the full length of the road project to comply-with BLM requirements. The Commission appreciates their efforts and agreed that the County will reimburse them for its share of the report.
BLUFF TO MONTEZUMA CREEK ROAD RIGHT-OF-WAY GRANT:
Mr. Robert Turri, representing the BLM, presented the Right-of-way Grant for the Bluff to Montezuma Creek Road Project for the Commission's approval. After the Commission reviewed the stipulations for the Grant, Commissioner Bailey moved to approve the terms and conditions of the Right-of-way Grant for the Bluff to Montezuma Creek Road Project and authorize Chairman Black to sign the Grant Agreement in be-half of San Juan County. The motion was seconded by Commissioner Low and it carried unanimously.
COUNTY ATTORNEY REPORTS;
County Attorney, Bruce Halliday, reported to the Commission that a royalty schedule has not yet been agreed upon for the county's property leased by Union Carbide. Mr. Halliday also discussed with the Commissioners matters pertaining to pending litigation.
TELEPHONE SWITCHBOARD DISCUSSED:
Deputy Clerks, Lorraine Barry and Suzanne Hunt, met with the Commission to report that the use of the County switchboard is increasing and they feel it has begun to interfere with the work in the County Clerk's office. The Clerk's office has also been short-handed for the past few weeks and they requested advice from the Commission on the best method of handling the situation. The Commission recommended that the Clerk hire someone on a part-time basis to answer the telephones during the busy periods.
DANCE PERMIT FEE CLARIFIED AND SET:
Mrs. Terry Carlson met with the Commission to request a Dance Permit. The Commission asked Sheriff Rigby Wright to clarify the fees to be charged for a dance permit. He stated that the permit fee was set by County Ordinance in 1951 at $1.00 for the permit and $10.00 for a sheriff's deputy to police such dance.
On March 1, 1982, the Commission set the dance permit fee for the County Fair Building at $25.00. After considering Sheriff Wright's report, the Commission felt that all the dance permit fees should be the same. Commissioner Low moved to repeal the motion of March 1, 1982, concerning the Fair Building dance permit fee. The motion was seconded by Commissioner Bailey and it carried unanimoulsy.
A Dance Permit was approved for Mrs. Carlson, at a cost of $1.00.
SPECIAL SERVICE DISTRICT PAYMENT APPROVED FOR ROCKY MOUNTAIN HARVESTER:
Upon the recommendation of the County Attorney, Bruce Halliday, the Commission, as the Agent for San Juan Special Service District #1, authorized the payment of $31,388.50 to be made to Rocky Mountain Harvester and S & H Insurance from the Special HUD account. This will be a partial payment for the Service Distric #1 Contract with Jonco.
AFFIDAVIT FOR PRICE RAISES REQUESTED:
Commissioner Bailey reported that he has asked Mr. Jack Olson to prepare an affidavit for signature for
those companies which submit price raises on bids awarded for gasoline, diesel and oils.
GRAND COUNTY AIRPORT LAND DISCUSSED:
Commissioner Bailey reported that the State Land Board owns that portion of the Grand County Airport that extends into San Juan County, and may sell it to Grand County for the fair market value. There are not any county zoning ordinances which would restrict the use of the land and the Commission felt there was no reason to oppose the use of the land as part of an airfield on a temporary basis while Grand County is constructing their new airport. The Commission would very much like to work in cooperation with Grand County to develop an airport for the future that would serve both counties.
ROAD #4l3 PROJECT COMPLETED;
Commissioner Bailey reported that C & C Construction has completed the road project on County Road #413, S. E. of Hatch Trading Post. Commissioner Bailey stated that there are funds available to armor coat the newly completed road project and this would greatly reduce maintenance costs in the future. The Commis-sion gave its approval to armor coat the road at this time.
ELECTRICAL INSTALLATION POLICY NOTIFICATION;
Commissioner Bailey reported that the following letter was mailed by return receipt to Utah Power and Light Company and Empire Electric to advise them of the County's electrical installation policy and the need for County Building inspections.

request that no meter be set for construction power, temporary power, or permanent power in
the unincorporated areas of San Juan County without being tagged by our county building inspector.
I am enclosing one of our tags that will be dated and signed off on all electrical services by our bilding inspector when the building permit is issued and the service installed.

BLUFF AIRPORT ROAD ALTERNATIVE APPROVED;
Commissioner Bailey presented two alternatives for an access road to the Bluff Airport. The Commission felt the alternate route west of the Hess property would be preferable, and authorized Commissioner Bailey to obtain the necessary right-of-way from the BLM.
CLAY PEHRSQN REQUESTS ROAD TO BE CLOSED:
Commissioner Bailey reported that Mr. Clay Pehrson would like the road closed through his property as per an agreement made in 1976 to improve the Monticello cemetery road. Commissioner Bailey will check into the road agreement with Mr. Pehrson to see what can be done.
SERVICE AGREEMENT - DEFINITION OF RE-BUILDING ROADS:
Commissioner Bailey presented the County's definition of rebuilding roads for the Service Agreement between the cities for road construction and maintenance. It was agreed by the Commission that if construction is to take place before the curb and gutter is installed, the construction must be to the full width of the curb line before the bituminus surface will be put down.
Commissioner Bailey reported that he will present the Service Agreement and the County's definition for re-building roads to Monticello and Blanding city counciles for their ratification.
COMMUNITY BLOCK GRANTS DISCUSSED:
Chairman Black reported on his attendance at the Association of Local Governments meeting for recommenda-tions of allocations for the Community Block Grants. The grants were recommended to be allocated to the counties in the same proportion as they are allocated to the states. It was recommended that San Juan County receive a total of $82,013.00. The Blanding water project will be fully funded and Monticello will receive $23,000 toward the fire station.
BLANDING GOLF COURSE REPORT:
Chairman Black reported that the Blanding Golf Course group has contacted the City of Blanding for power and water for the Blanding Golf Course this year. They have also been mowing the greens and fairways (sometimes using their own mowers), and they have been painting. Chairman Black felt the maintenance and repair done by the volunteer group was excellent.
BID OPENING FOR CALLTEGUARDS, CULVERTS AND CORRUGATED STEEL PIPE;
Chairman Black opened corrugated steel pipe bids from Sanborn Equipment and Geneva Pipe. Commissioner Bailey was authorized to review the bids for cattleguards, culverts and corrugated steel pipe this week and upon his finding they will be awarded next Monday.
NUTRITION MEALS PROGRAM SUSPENDED FOR THE SUMMER:
Mr. Al Haskins reported that the Nutrition Meals Program will be suspended from July 12th to September
7, 1982.
BEER LICENSE RENEWALS:
The Commission approved the renewal of the Beer Licenses for Rainbow Bridge Marina and Mexican Hat
Trading Post and the licenses were signed by Chairman Calvin Black.
CORRESPONDENCE:
The Commission expressed their appreciation to Mr. Carl Eisemann for his excellent letter of reply to Weber State College Political Science Department's request for impact information of a possible nuclear waste repository in San Juan County.
