MINUTES OF THE BOARD OF COUNTY COMMISSIONERS' MEETING HELD IN REGULAR SESSION ON MONDAY, THE 7th DAY OF APRIL, 1969

Meeting opened at 10:30 A. M. with Commissioner Hazleton in the Chair.

Minutes of the previous meeting were read(and approved.) Commissioner Black moved to approve Minutes as read, Commissioner seconded the motion and it carried unanimously.

BEER LICENSE & SET-UPS APPROVED

Lula and Kenneth Plank appeared before the Commission to request approval of a Retail Beer License and Set-ups at the Gang-Plank Lounge at LaSal Junction. The Commissioners were unanimous in their approval of the License. The applicants were instructed to secure a bond in the amount of $1,000. in favor of San Juan County and to pay the License fee in the amount of $250.00 to the Clerk.

DEPUTY SHERIFF, RIGBY WRIGHT, TENDERS RESIGNATION

Deputy Rigby Wright informed the Commission that he plans to leave the County employ and go to Monticello City about the 1st of May, 1969.

The Commissioners expresses their reluct ance at his leaving and expressed the desire that the County & City Police Departments could work in close unison.

COUNTY INSURANCE DISCUSSED

Eddie Boyle asked the Commission to get their specifications out on bids for the County insurance, so as

to allow ample time for agents to work up their bids.

It was suggested that this be done on a Departmental basis.

AIRPORT MATTERS

George Endters informed the Commission that the Unicorns at the Airport are not licensed.

The Commissioners instructed Mr. Endters to request forms and make application for licenses.

REGIONAL SCHOOL SCHEDULED

Notice was given by the Utah Association of Counties that the Regional School for San Juan County would be held Monday April 28th at 7 p.m. A dinner meeting was suggested with invitations given to Mayors, legislators and press people. The Panel from the Association would consist of 4 to 6 members.

OPINION GIVEN

County Attorney, F. Bennion Redd, submitted an opinion on the Defense of Indigent Defendants.

INDIGENT CLAIM APPROVED

A claim having been submitted by Attonrey Bruce K. Halliday for defending an indigent (s) i.e. John Billsie and Fannie Reid, and proof given in the same; Commissioner Black moved that the Chairman be authorized to sign the Claim. Commissioner Hazleton seconded the motion and it carried unanimously.

1 P. M. BID OPENING ON CULVERTS

This was the day and hour advertised for opening of bids for corrugated steel culverts for the County

Road Department.

Following a comparison of bids, it was moved (Commissioner Black), seconded (Commissioner Young), and carried unanimously that the bid of Armco Steel Corp. be accepted. The bid follows:

Commissioners Hazleton and Young met with residents from Ucolo and Eastland area to discuss road programs; construction and maintenance.

Commissioner Black met with County residents to discuss Proposed Changes in U.S. Route Numbers.

3 P.M. STATE FORESTER PRESENTS FIRE PROGRAM

Paul Sjoblom, State Forestor, met with the Commission to discuss the Fire Fighting program to cover the

Fire Season, May to October, 1969.

Following a comparison and discussion, The Commissioners agreed to accept Program # 1, with exceptions.

Commissioner Black then moved that the Chairman be authorized to sign the Budget part of the Agreement. Commissioner Young seconded the motion and it carried unanimously.

STABLE INDUSTRY NEED DISCUSSED

Edway Redd met with the Commission to discuss the need for a stable industry in the County and what steps might be taken to establish one.

MEMO FROM STATE TAX COMMISSION RE: TAXES DUE ON REX MINE

Under date of March 18, 1969, Marion H. Hazelton, Chairman of San Juan County Commission, wrote to the Tax Commission requesting that a portion of the taxes currently due on the Rex Mines, presently owned by Grant Shumway, be abated under the provisions of Section 59-10-58, U.C.A. 1953.

At the present time, Mr. Shumway has on deposit $800.00 in security to secure payment of 1967 and 1968 taxes which will not be abated.

The delinquent taxes that the county proposes to excuse are taxes for the year 1964 in the amount of $783.00. This tax was based upon net proceeds during years prior to the time Mr. Shumway began operating the mine.

The Tax Commission on March 24th ruled that San Juan County Commission be advised that they are authorized by the State Tax Commission to make the proposed adjustment in these taxes on the condition that taxes assessed against the property for 1967 and 1968 be paid in full.
