MINUTES OF THE SAN JUAN COUNTY COMMISSION MEETING AUGUST 6, 1984

The San Juan County Commission met in regular session on Monday, August 6, 1984, at the hour of 10:00 a.m. in the San Juan County Courthouse at Monticello, Utah.

The following members were present: Commissioner Calvin Black, Chairman

Commissioner Kenneth R. Bailey Commissioner Robert Low

Minutes of the previous meeting were approved with the specified corrections on the motion of Commis-sioner Bailey. The motion was seconded by Commissioner Low and carried unanimously.

COMMISSIONER DISTRICTING DISCUSSED

Gail L. Johnson, County Clerk, met with the Commission to get final approval on the information to be put on the opinion survey which will be a part of the primary election. The survey will consist of the following questions:

1. Are you in favor of electing County Commissioners by districts rather than by the present at-large method? yes __no

2. Which of the following proposals would you favor? ___Proposal A ___Proposal B ___Proposal C

Proposal A: This proposal would include the Aneth area in the North district. The Blanding area would be District No. II and would include McCraken Mesa. The balance of the reservation would be District No.III.

Proposal B: This would put the Todahadakanie area in with the northern district to make District No. I. The Blanding area would be District No. II. The balance of the reservation would be District No. III.

Proposal C: The reservation would be left intact as District No. III. The balance of the County would be divided into District No. I and No. II.

Also included on the survey will be a map and population estimates of each proposal.

The possibility of sending out a mailer to all registered voters in the County with information

regarding the survey was discussed.

BLUFF COMMUNITY CENTER DISCUSSED

Bruce Shumway from Social Services met with the Commission to discuss a proposal to do sane remodeling at the Bluff Community Center. The remodeling would be paid for by Health Care Services and would include office space and examining rooms. Mr. Shumway also reported that the heating and cooling systems would need to be upgraded for these areas by Health Care Services. The remodeling will not affect the other areas of use in the building.

REVENUE COMPARISON RE; STATE SCHOOL LANDS

The Commission reviewed the final draft of the comparison of revenues regarding the sale or retention of surface on state school lands. A copy of this information will be sent to the Governor, Congressional Delegation, Legislative Leadership, State School Board, the media, and various other individuals. This analysis clearly shows that revenue to the Uniform School Fund would be much greater if the surface of state lands were sold into private ownership.

INVITATION TO BID ON METAL SHOP BUILDING FOR MONTICELLO ROAD SHED

The San Juan County Road Department is requesting bid proposals and price quotations for a metal shop building to be constructed in Monticello, Utah. This building is to be attached to the existing shop building. All proposal are to include drawings of the proposed building and include manufacturers specifications. All plumbing and electrical will be furnished by the County Road Department. The bids will be opened at 2:00 p.m. at the August 27th, Commission meeting.

ELECTION REGISTRATION AGENTS APPOINTED

Gail Johnson, County Clerk, met with the Commission to request the official appointment of the following registration agents:

Elsie Dee - Red Mesa (bilingual) Betty Dandy - Oljato (bilingual)

Commissioner Bailey made a motion to approve the registration agent appointments. The motion was seconded by Commissioner Low and carried unanimously.

JAIL STUDY COMMITTEE REPORT

Commissioner Low reported that the Jail Study Committee is still working on trying to obtain sane help with the funding for a new jail. Commissioner Low also reported that some of the members of the committee toured the jail facilities in Fillmore. Commissioner Low also reported that a jail architect will meet with the Commission at 2:00 p.m. on August 20th.

MONTHLY MEETINGS WITH ELECTED OFFICIALS SCHEDULED

The Commission has decided to hold monthly meetings with the elected officials. The meetings will be at 10:15 a.m. on the third Monday of each month.

PROBATIONARY RAISE APPROVED FOR JANE MUSSLEMAN

Bob Thompson, County Agent, met with the Commission to request a probationary raise for the Extension Service Secretary, Jane Mussleman. Commissioner Low made a motion to approve a 1-step raise for Mrs. Mussleman. The motion was seconded by Commissioner Bailey and carried unanimously.

with some of the funds from the 3.35% reduction in the State Retiromont Program to the extent that such 3.35% will pay for. Any balance will be put into a retirement program. Those not opting for a dental program the entire 3.35% will go into a supplemental retirement program. The Commission instructed the Deputy Clerk to get several proposals for a dental program.

SOUTHEASTERN HEALTH BOARD APPOINIMEOT

Commissioner Low reported that due to conflicting schedules Rayburn Jack will need to be replaced

on the Southeastern Health Board. Commissioner Low made a motion to appoint Jill Bayles to replace Mr. Jack. The motion was seconded by Commissioner Bailey and carried unanimously.

VANDALISM REPORTED

Commissioner Bailey reported vandilism problems at the Monticello Cemetary. It was decided to install a gate at the entrance to be locked at night. Commissioner Black reported that there have also been some vandilism problems at the North Reservoir Park in Blanding. Commissioner Black wil write a letter to the City of Blanding asking for their assistance in this area. Commissioner Black will

also write a letter to the San Juan County Sheriff's Office asking them to increase their patrols in this area and to report on their progress.

ISLAND IN THE SKY ROAD DISCUSSED

Gene Nodine from the B.L.M. and Tom Wylie from the National Park Service met with the Commission to discuss the Environmental Assessment regarding the Island in the Sky Road. The Commission feels that if an E.I.S. is required for a project outside of Canyonlands National Park then an E.I.S. should

be required for inside the park because the construction will cause dust and diesel plumes as would the project outside of the park. The Commission also reported that they would like to meet with

Pete Parry, Lorraine Mentzmeyer and a representative from the Park Service in Washington, D.C. to discuss this issue and the development of the Needles Area.
