MINUTES OF THE BOARD OF COUNTY COMMISSIONERS MEETING HELD SEPTEMBER 5, 1978

Commissioner Black was excused on County Business. Minutes were read and approved. MENTAL HEALTH
Rick Mainord of the Mental Health Department met with the Commissioners to discuss various mental health matters.
STATE FAIR BOOTH
Commissioner Guymon reported that he had spent most of last week in Salt Lake City putting up the County's booth for the State Fair. He also stated that he had to go back again today and stay for two or three days to finish setting up the booth.
MEXICAN HAT IMPROVEMENT DISTRICT
Commissioner Boyle stated that he had received a letter from Kaiserman Associates in Salt Lake who are helping Mexican Hat draw up the application for their grant. He stated that he had signed the grant application and sent it off certified, return receipt requested special delivery in order to get it to Denver in time. We received the receipt stating that it had arrived in time.
BLANDING DISTRICT JUSTICE OF THE PEACE
The Commissioners discussed a letter regarding the Justice of the Peace duties and responsibilities that had been sent to Calvin Van Dyke.
MONTEZUMA CREEK AMBULANCE
Commissioner Black stated that he had a meeting in Montezuma Creek this Thursday night to discuss the Montezuma Creek Ambulance.
COUNTY BUILDING INSPECTOR-NORTHERN HALF
Commissioner Boyle stated that he had discussed with Bob Low about being building inspector. Mr. Low stated that he would be the building inspector for the north half of the county. Commissioner Guymon was asked to check with Blanding City to find out if they have a city building inspector.
CLOUD SEEDING
Commissioner Boyle reported that he had attended a meeting concerning cloud seeding at the Blanding City Offices. This meeting was under the Water Conservation Board. He stated that the Water Conservation District Officers had stated that they would keep the cloud seeding equipment in the county for one more year if three stipulations were agreed to. These are 1. relocate the generators into a better location, 2. make and service contract and pay Dee Hancick enough money to run the generators, and 3. a sounding location in the county so that we don't have to depend on calls from Richfield or Salt Lake as their weather conditions are so much different from ours.
SEUCAP
Al Haskins reported that he had attended a SEUCAP meeting. He stated that they approved the budget for 1979, and had approved a 6 months leave of absence for Marie Tibbits. Our portion of the SEUCAP Funds is 23,000. They also approved the headstart program for this county which will be handled through ONEO. Gary Holiday is to be in charge in this county.
Al asked permission to go to the regular monthly Emergency Services meeting to be held in Salt Lake City this week. Permission was given.
He also asked permission to atten an agin Workshop that will be held Oct. 17, 18, 19 with a reg. fee of 45.00. This was approved on a motion by Commissioner Guymon and seconded by Commissioner Boyle as passed unanimously.
VANDALISM AT RED MESA ROAD
Sheriff Rigby Wright met with the Commissioners to discuss the vandalism of equipment at the Red Mesa Road. He stated that he would work with the Navajo police to find out who did this.
EDGE OF THE CEDARS MUSEUM
Alden Hamblin met with the commissioners to find out for sure if they would pave the back driveway to the museum. This is a service road. The commissioners stated that they would not have the money to do this as the agreement was for up to $50,000.00 for a road from the city limits to the museum and the parking lot. They stated that this was all that they could do.

Minutes were read and approved.
Dave reported the well at red mesa will not make enough water for the needs of the construction crew. Purchase of a used tank was discussed; also, another pump, Dave will inspect a trailer Lynn had located in Salt Lake City. If this is satisfactory, Lynn was authorized to purchase this and a 6" pump.
Ace reported he was starting to rock Piute Knoll Road this week.
Bernal reported O.S.H.A. Inspectors had been talking to the employees and treatening to cite them if they didn't abide by the O.S.H.A. Rules.
Eddie recommended the inspectors be told to bring their complaints to the commissioners. Meeting adjourned 10:00 A.M.
