MINUTES OF THE COUNTY COMMISSION MEETING HELD MARCH 5, 1979.
PRESENT: COMMISSION CHAIRMAN E.S. BOYLE, COMMISSIONERS BLACK AND DUNOW. ALSO PRESENT AL HASKINS AND
DEPUTY CLERK PEARL WHITTAKER.
TIME: 10:00 A.M.
Minutes of the previous weeks meeting were read and approved upon corrections in the minutes, this is done upon a motion made by Commissioner Black and seconded by Commissioner Dunow.
JIM STEVENS
Jim Stevens met with the Commissioners to discuss the salery level for the Extention Service secretary. Upon a motion made by Commissioner Black to approve Grade 2, Step 1 retroactive to December, this motion was seconded by Commissioner Dunow to carry the motion. There is also a "208" Water Study schedualed for
April 2 at 2:30. Jim will notify those people involved. Weed Board Meeting March 7, 1979 at 7:30 in the
Courthouse. AUDIT
After a discussion and motion by Commissioner Dunow and seconded by Commissioner Black that under the County's policy of giving 5% preference to in-County bidders, the County Audit was awarded to R. J. Fellmeth of Monticello with a bid of $3,100.00. This bid was considered at $2,945.00.
COMMISSIONER BOYLE
Commissioner Boyle will attend a meeting in Montezuma Creek Thursday, March 8th concerning pedestrian
walkways in the vicinity of Whitehorse High School.
The B.L.M. will meet with the Commissioners on March 19, 1979 concerning roads and wilderness in the County.
LIBRARY BOARD
Upon a motion made by Commissioner Black and seconded by Commissioner Dunow appointments to the Library Board will be Mrs. K. Brent Redd of Monticello who will fill the unexpired term of Mrs. Corrine Roring, and Mrs. Bryce Redd of Blanding will fill the unexpired term of Mrs. Carolyn Guymon.
COMMISSIONER DUNOW
Changes in personnel in the Sanitation Department have delayed testing of the water well at the Monticello Airport. This testing should be done soon, Commissioner Dunow also inquired if the pumps for the Courthouse heating system have arrived, Commissioner Boyle will check with Benny Musselman.
COMMISSIONER BLACK
Commissioner Black reported that he had spent several days of this past week in Salt Lake City with the
Legislature. He reported that the "County Division" bill will probably be presented on the House floor.
The Tax relief Bill will pass both houses.
He will go to Washington next week for the NACo Legislative Conference.
ROADS IN ANETH AREA
Albert Rockwell and Thelma Lansing requested grading on some roads in the Aneth area, specifically two
that they designated on the County Road maps. Commissioner Dunow will do a follow up on this problem.
CORRESPONDANCE
UNDC..Copy of a letter to their Bonding Agency concerning their bonding as contractor for the Montezuma
Creek Swimming Pool.
Mark Richmond..Concerning zoning a 5 1/2 parcel of land 1 1/2 miles West of the Utah, Colorado state line. This will go to Commissioner Dunow for his attention.
Mitch Bailey..Concerning stock rental for Monticello High School's Rodeo Club. This went to Commissioner Dunow for his attention.
State Parks and Recreation Dept. .. Park Personnel acting as bail bondsmen when they issue citations in certain areas around Lake Powell. This will go to Commissioner Boyle for his attention.
Department of Housing and Urban Development..Concerning money available for Public Housing.
CARPET BID OPENED;
Three bids for the carpeting of the Monticello Courthouse were received. Mark's Place in Blanding had a bid of $11,328 (Al Mark), Educated Supplies, Monticello $5,901.36 (Richard Francom), Custom Floors & Furnishings, Blanding , $7,328.50 (Arvid Black). The Commission made no decision at this time. They will review the bids and make a decision later. Commissioner Black made a motion to accept these bids and Commissioner Dunow seconded the motion.
BRUCE SHUMWAY
The Commission approved the estimate of the electrical work for the Navajo Mountain Senior Citizens Center.
Bruce also reported on the progress of the Bluff Multipurpose building.
BRUCE HALLIDAY
On request of the County Recorder, Louise C. Jones he presented information about an apparent duplicate recording fee paid by Energy Fuels Nuclear. Upon a motion by Commissioner Black and seconded by Commissioner Dunow Mrs. Jones is to refund the duplicate payment to Energy Fuels Nuclear.

ROAD MEETING
MARCH 5, 1979
TIME: 9:00 A. M.
PRESENT: COMMISSIONERS E. S. BOYLE, CALVIN BLACK, BILL DUNOW. SURVEYOR DOUR PEHRSON, FOREMEN
LAVAR LYMAN, BERNEL BRADFORD, ACE HOLDEN AND LYNN ADAMS.
Minutes were read and approved.
Lynn presented a list of equipment with terms of condition for the foremen's consideration for a
planned equipment sale in May.
Doug reported the S.O.S. Projects had been designated as Class 5 and he would go ahead on design.
Doug also reported he had inspected a drainage problem reported by Curly Wallace. It was decided this was not a County problem and should be referred to the State Road Dept.
Ace requested a 90 day probation raise for Wayne Bieber, also a $25.00 per month tool allowance. Motion by Commissioner Dunow, seconded by Calvin Black: Passed unanimously.
The Commissioners instructed Doug to get the Red Mesa Road project advertized for bids as soon as possible.
Bernal requested permission to park our pull grader at Red Canyon and let the miners in that area use it. This was approved by the Commissioners.
Teek reported his men were on 10 hour days, and would move on the C.R. Red Mesa Project. Meeting adjourned 10:00 A.M.
