MINUTES OF THE BOARD OF COUNTY COMMISSIONERS MEETING HELD MONDAY, JUNE 5, 1978

The minutes were read and approved on a motion by Commissioner Guymon and seconded by Commissioner Black.
CITY PLANNING COMMISSION
Monticello City Planning Commission and City Counsel met with the County Commissioners to discuss the Chip Sealing of the City Streets. Commissioners Black and Guymon stated that the city had to fill the cracks and the pot holes. When this is done then the County will chip seal the road. The city has about a month to fill the cracks before the county is ready to seal the roads. The city can use the county equipment to fill the cracks.
The also discussed the drainage problems on various county roads within the city limits. The county will attend to these problems on the county roads. The road by the Plateau Station has a drainage problem but the problem is on the state road right-of-way and the city will need to get in touch with the Utah Department of Transportation.
The city planning commission presented the city master plan for roads and annexation. The county stated that if the city couldn't annex the land that they wanted the county would keep the master plan roads right-of-ways clear.
The following people were present: Jim Black, Bruce Adams, Rick Terry, Keith Redd, Hal Jensen, Gene Etherington, and Harold Young.
Commissioner Black stated that the county would like to find a way to do their part on city roads without causeing lawsuits or inequities. He stated that the City and the county should work together to provide an equitable proposal for county-city participation in road building. The watchwords should be Equity, Legality, and Ability.
WINTERIZATION
Mr. George Lameman presented a low income application for Jack Lameman. This was approved subject to qualification.
MISS SAN JUAN COUNTY
Pearl Whittaker met with the commissioners to discuss the Miss San Juan County Contest and the Miss Utah Pageant.
LOW INCOME HOUSING APPICATIONS

John Helquist presented the following applications for Low Income Housing:

BIDS
Lynn Adams met with the commissioners to present his comparison sheet on the various bids which were opened at the last commission meeting. They are as follows:
The oil and grease bid: Black Oil Company had the low bid and Commissioner Guymon made the motion to present the bid to them. Commissioner Black seconded the motion and it passes unanimously.
Culverts bid: Commissioner Guymon made the motion to accept the low bid which was submitted by Armco corporation. Commissioner Black seconded this and it was passed.
WEED HELPER
Jim Stevens and Jim Heaton met with the commissioners to discuss the salary for Jon Goon. He was hired at $2.65 an hour as summer help.
TRAVEL COUNCIL
Victor Schafer met with the commissioners to discuss various matters with the commissioners. The commissioners approved the payment for a tourist party including $30.00 worth of liquor. These expenses are to come from the transit room tax.
REGISTRATION AGENTS
Mrs. Clytie Barber, the county clerk and auditor, met with the commissioners to discuss appointing registration agents in the various precincts. Names that had been submitted were approved by the Commission. Several precincts have not responded yet and no appointments were made.
MENTAL HEALTH CONTRACT
Commissioner Black made the motion to approve the Mental health Contract and to authorize the Commissioner Chairman to sign this contract. This was seconded by Commissioner Guymon and passed unanimously.
COMMUNITY DEVELOPMENT BLOCK GRANT
The Commissioners approved a resolution for the Communtiy Development Block Grant authorizing the chairman of the San Juan County Commission to submit an application to the Department of Housing and Urban development for funds under the provisions of the 1974 Housing and Community Development Act.
JUSTICE OF THE PEACE
Gavin Van Dyke, Justice of the Peace for the Blanding Precinct, met with the commissioners to discuss raising his salary as his case load had increased. The deputy clerk was told to work up his case load by the month and bring it on the 17th of June to Commissioners Meeting.
MITCHELL SUBDIVISION #2
The commissioners approved the Mitchell Subdivision #2 on a motion by Commissioner Black and seconded by Commissioner Guymon. It passed unanimously.

HOSPITAL ADDITION
Commissioner Black made the motion to approve and give the hospital board the go ahead to start on the hospital addition. Commissioner Guymon seconded the motion and it passed unanimously. The commissioners also felt that congratulations should go to the hospital board and administrator for a thorough examination of all areas of hospital expansion of service area.
COMMISSIONER BLACK REPORTS
Commissioner Black reported that he had attended the Steering Committee meetings and the Western Coalition meetings in Washington.
He also stated that Representative Gunn McKay had written a line itm appropriation into a bill appropriating 4/ million dollars for the Bluff to Mexican Water Road.
COMMISSIONER GUYMON REPORTS
Commissioner Guymon reported that Dr. Gibbons had discussed having the Blanding Clinic parking lot maintained.

BLUFF MULTIPURPOSE BUILDING
The commissioners discussed the Bluff Multipurpose Center. It had been suggested that the money on the Bluff Multipurpose building be used to purchase some used metal buildings and remodel them into a multipurpose center. The Commissioners stated that there was no way that they could authorize this to be done. In fact, the county might loose the money altogther if they did this.
TAX ANTICIPATION BOND
Commissioner Black made the motion to accept the Tax Anticipation Bond and to have the chairman of the Commission sign the bond. This was seconded by Commissioner Guymon and passed unanimously.
BEER LICENSE
The Commissioners refused to approve the Beer License for Scenic Canyonlands Resort because two of the partners were not eligible under the Beer Ordinance. Mr. Horlocher has bought out his two partners and so the money was returned to him pending a new application to be submitted. On a motion by Commissioner Black an interrum license was granted pending the completion of the paper work. This was seconded by Commissioner Guymon and it passed by those present.
There being no further business the meeting was adjourned.

MINUTES OF THE SAN JUAN COUNTY ROAD MEETING HELD JUNE 5, 1978

Minutes were read and approved. Motion by Dave seconded by Cal. approved.
Doug reported he had inspected the crushing site of La Sal. Strong Construction is crushing for the state and would interfere with our operation. The commissioners suggested we move to Spring Creek Pit.
Doug reported he had plans and specifications on the Red Mesa Project: The Commissioners suggested he go ahead and advertize for Bids.
Ace reported He had hired 2 Laborers and recommended starting salary of 23-1. This was approved by the commissioners.
Ace recommended Dale Fuller be hired to maintain roads in the LaSal area, there was no objections by the commissioners
Bernal reported the state had agreed to chip seal the aneth boarding school streets: This was approved by the commissioners. Bernal reported he had hired 2 Temporary employees. Recommeded 23-1 Salary. This was approved by the Commissioners.
Lynn reported Mountain Gravel in Dolores, Colorado, estimated they could quarry and crush sandstone for under $3.00 per yard. The commissioners suggested that the road department select areas that need sandstone gravel and bid it out on a yearly schedule.
Lynn will check and see if the crusher that is on rent from N. C. RIBBLE CAN BE RETURNED WITHOUT PENALTY BEFORE THE contract is up
