MINUTES OF THE SAN JUAN COUNTY COMMISSION MEETING SEPTEMBER 4, 1984

The San Juan County Commission met in regular session on Tuesday, September 4, 1984, at the hour of 10:00 a.m. in the San Juan County Courthouse at Monticello, Utah.

The following members were present: Commissioner Calvin Black, Chairman

Commissioner Kenneth R. Bailey

Commissioner Robert Low is attending a High-Level Nuclear Waste Policy Work Group meeting in Salt Lake City.

Minutes of the previous meeting were approved with the specified corrections on the motion of Commi-sioner Bailey. The motion was seconded by Commissioner Black and carried unanimously.

BID PROPOSAL FOR METAL SHOP BUILDING AT ROAD DEPARTMENT IN MONTICELLO ACCEPTED

Commissioner Bailey reported that after reviewing the bid proposals received for the metal shop

building at the Road Department, Four Corners Solar & Construction was the low bidder. Suggested

methods of payment on the building were reviewed. Commissioner Bailey made a motion to accept the

bid proposal from Four Corners Solar & Construction and to authorize him to sign it. The motion was seconded by Commissioner Black and carried unanimously. Commissioner Bailey will work with the County Attorney on the contract for this.

PRAIRIE DOGS AND NOXIOUS WEEDS DISCUSSED

The following persons met with the Commission to discuss the problems and concerns they have regarding prairie dogs and noxious weeds:

The Commission and those present reviewed the prairie dog report and letter from Mr. Thompson that was presented to the Commission at the July 23rd meeting. The Commission also discussed their dis-satisfaction with the Extension Office and Utah State University regarding the prairie dog problem. Mr. Heaton and Mr. Thompson reported that a new label for the product we now have has gotten E.P.A. approval. The Commission suggested that the Farm Bureau work with Mr. Thompson to map out the areas of heavy prairie dog concentration in the County and the degree of infestation in these areas. The Commission was in agreement that if the University is unable to help with this problem maybe the County should take the money spent in this area and use it in finding a solution. Commissioner Black stated that maybe a meeting should be set up with representatives from the following to discuss this problem and possible solutions:

Utah State University

Utah Department of Natural Resources

State and local B.L.M.

Farm Bureau

any other interested persons

Also discussed was the concerns about serious weed problems on B.L.M. land and neighboring property which spreads if left untreated. Mr. Heaton informed those present that if they are aware of a problem area to please contact him so that action can be taken to destroy the weeds. It was also suggested that the Farm Bureau could work as a group with Mr. Heaton to map out the serious weed areas in the County.

The Commission further requested that the Farm Bureau members compile for them an assessment of the services provided by the Extension Service in the last year. Mr. Lyman stated that he feels that the County Agents provide a lot of help to the farmers.

AL HASKINS REPORTS

Al Haskins met with the Commission to discuss the release of titles for excess vehicles. Mr. Haskins would like to release them to the entities that are now using them. The vehicles are on loan to the County from the Federal Government and the County has in turn loaned them to the Cities and other agencies. The Commission approved Mr. Haskins request.

HEALTH CARE SERVICES RE; PHYSICIANS CONTRACT

Commissioner Bailey stated that it is his opinion that Bill Reger, when he was the Executive Director of the Health Care Services, was intentionally misleading the Commission regarding the physicians contracts.

Commissioner Bailey also reported that he has received several calls during the last week regarding the physicians1 contracts and salaries.

AOG REPRESENTATIVE MEETS

Les Prall from the A.O.G. met with the Commission to discuss some loan programs that are available for businesses for expansion. Mr. Prall reviewed the program and how it works with the Commission and asked the Commission's support regarding this program. The Commission will send a letter to the A.O.G. supporting the Economic Development 503 Program.

LAW ENFORCEMENT CONTRACTS APPROVED

Sheriff Rigby Wright met with the Commission to report that an additional $2,000 in funding from the Forest Service for the October l, 1983 to September 30, 1984, contract with the County is available. Sheriff Wright also presented the Commission with the agreement between the B.L.M. and San Juan County for law enforcement services. Commissioner Bailey made a motion to approve the contracts and authorize Commissioner Black to sign them. The motion was seconded by Commissioner Bailey and carried unanimously.

STATE TAX COMMISSION APPEAL HEARING ATTENDED RE; UTAH POWER & LIGHT

Commissioner Black reported that there was an informal hearing with the State Tax Commission at

which Utah Power & Light appealed their state wide assessments. Commissioner Black was able to attend a portion of this hearing.

Commissioner Black reported that he attended a meeting in Richfield with representatives from the rural southern counties. Among the projects and policies discussed were:

Boulder - Bullfrog Road

Additional Marinas on Lake Powell

Sales and gasoline tax collected at Marinas on Lake Powell in Arizona

New airport at Halls Crossing

Agriculture resort development near Halls Crossing

East Clark Bench agricultural project

Possibility of flood control in the Northern part of the state by draining water out of Utah

Lake instead of the Great Salt Lake Park Protection Wilderness Areas Sale & Retention of State School Lands

The group also agreed to pursue State PILT on state lands. Commissioner Black also reported that the UAC is preparing a packet of information in favor of State PILT to be given to the State Legislature.

Mineral revenue funds received by the State from the Federal Government were also among the topics discussed.

Commissioner Bailey made a motion to make the following appointments to the Aging Advisory Council:

The motion was seconded by Commissioner Black and carried unanimously.
