Minutes of the Board of County Commissioners Meeting held September 4, 1979.

Time: 10:00 A.M.

Present: Chairman E. S. Boyle, Commissioners Calvin Black and Bill Dunow. Also present Al Haskins

and Deputy Clerk Peggy Jorgensen.

Minutes of the previous week were read and approved, this being done on a motion made by Commissioner Dunow and seconded by Commissioner Black.

MEL WALKER

Mel Walker met with the Commission to ask who was going to do the preparation work and complete the walkway in front of the Whitehorse highschool and the Montezuma Creek Swimming Pool. The Commission advised that Engstrom Construction would be doing this work. They also advised him that the County would put in the 10,000 gallon diesel tank if the School District would put in the gasoline tank with a key lock. The County will also dig the holes for the tanks to go in.

COMMISSION INVITED TO MEETING:

The Commission was invited to a Transportation Committee meeting Thursday October 4, at 7:30 P.M. at the Carbon Highschool Cafeteria.

COMMISSIONER BOYLE REPORTS

Commissioner Boyle reported that he had attended an Association of Governments Social Services Meeting wherein they had discussed the law of having an optional 1/2 mill for Poor and Indigent funds. The Commission stated that they were not interested in this type of program.

COMMISSIONER DUNOW REPORTS

Commissioner Dunow reported that he would be attending a meeting Thursday night with the Citizens of Bluff Committee and Ed Scherick of the Bureau of Land Management regarding the Sand Island Campground.

CURTIS PEHRSON

Curtis Pehrson discussed with the Commission the request of the LaSal Area for a General Service and/or recreational District. The Commission stated that they will have to meet with them and explaine the differences between Service Districts and County assisted Recreational Areas. They expressed the need for the citizens of LaSal to form a recreation Committee and chairman, and learn what has to be done to finance recreation activities through the County.

COMMISSIONER BLACK REPORTS

Commissioner Black reported that Dennis Jones of Blanding Recreation had spoken with him regarding the Greens mower that has not been paid for yet, and that it should come out of Capital Improve-ments. He also stated to Commissioner Black that the mower for the parks is in very bad shape and needs to be replaced by a new reel mower. Commissioner Black reported to the Commission that there is a real problem with the baseball fields in Blanding, and that the Blanding Swimming Pool is in need of many plumbing repairs and repairs of replacement of the deck of the pool. He also stated that the inside needed to be rebarred and regunite applied.

AL HASKINS

Al Haskins reported to the Commission that he had been getting together the information on the Montezuma Creek Swimming Pool for presentation to Outdoor Recreation. He also stated that Rodney Dalton of Utah Power and Light had called and that he needs word from the Commission before the power to the Bluff Community Center can be hooked up. He also stated that they will need $250.00 before the water can be hooked up, and meter installed. This will be done this week.

AUDIT DISCUSSION

County Treasurer Marian Bayles, Clerk-Auditor Clytie Barber, and Deputy Auditor Bill Francom,

Bob Fellmeth and his associates Phil Acton Jr., John Fellmeth, and Kevin Ramsey met with the

Commission to discuss the Audit and the changes that might be implemented to make the County's

Accounting, Computing, Petty Cash, and general Budgeting systems more accurate and complete.

The Treasurers Office and the Clerk-Auditor's Office will be working more closely together.

They will be making their recommendations to the Commission next Monday. Gary Barber also attended.

Commissioner Black made the recommendation that funds (430,000 + Interest of $712.04) be transferred to the Building, Grounds and Equipment fund insted of the Capitol Roads fund which they were erroneously applied to. Commissioner Dunow seconded the motion makeing a unanimous decision of the Commission, and allowing Marian Bayles County Treasurer to correct this error made in the budget year of 1977-78.

ATLAS ROAD TO VELVET MINE

Tom Wilson of Atlas Minerals met with the Commission to ask that the County rock the road to t he Velvet mine. Commissioner Dunow who is in charge of roads stated that the County could not do the work at this time that all of their hauling equipment is being used. He stated that in the winter the County will be free to do the work. Mr. Wilson stated that they needed the work done now and that he would see if he could make some arrangements for the hauling of the rock if the County would grade and compact what work they could complete. The Commission agreed to help with this.

OSCAR SEMADENI

Oscar Semadeni met with the Commission to discuss with them the need for the bar ditches

to be cleaned out in the Cedar Point area. He stated that the sluff off from the cut of the

new road fills the bar ditches when it storms and then the water flows over the road. Commissioner

Dunow stated that he will look into this right away.

The Commission also discussed the possibility of putting a 5,000 gallon unleaded gas tank at the Blanding road shed.

ROAD MEETING MINUTES SEPTEMBER 4, 1979 TIME: 9:00 A.M.

PRESENT: COMMISSLONERS E. BOYLE, B. DUNOW, C. BLACK, SURVEYOR D. PEHRSON, FOREMEN L. LYMAN B. BRADFORD, L. ADAMS.

MINUTES WERE READ AND APPROVED. THERE WAS A CORRECTION TO BE MADE IN LAST MONTHS MINUTES. THE SIDEWALK BILL FROM PREATOR WAS APPROVED: ANOTHER BILL FOR $26,000.00 WAS DELAYED FOR FURTHER STUDY.

DOUG REPORTED HE HAD A CALL FROM DON BURNINGHAM THAT ALL S.O.S. FUNDS HAD BEEN ALLOCATED AND THERE WAS NONE AVAILABLE FOR SAN JUAN COUNTY. CALVIN SAID HE WOULD CHECK ON THIS. DOUG RECOMMENDED WE CHANGE THE ROAD TO BLUFF BRIDGE TO A C.R. PROJECT. THE COMMISSIONERS APPROVED THIS.

DOUG REPORTED BEN HESS HAD REQUESTED A CHANGE OF RIGHT OF WAY THRU HIS PROPERTY EAST OF BLUFF. THIS WAS APPROVED BY THE COMMISSIONERS.

DOUG ASKED WHO WOULD DO THE WORK ON THE WHITEHORSE SIDEWALK. THEY SAID THEY UNDERSTOOD ENGSTROM WAS TO DO THE WORK AND THE COUNTY WOULD PAY THEIR SHARE.

BERNAL REQUESTED C. HOMEDEW AND N. BEGAY BE PLACED ON PERMANENT PAYROLL, AND ED HAWKINS BE GIVEN A 90 DAY RAISE. ALSO, TODD HURST BE HIRED AT 26-1, TEMPORARY 90 DAYS AND OLEY BLACK RAISED TO A 13-7 SHOP FOREMAN POSITION. ALL REQUESTS WERE APPROVED BY THE COMMISSIONERS.

TEEK REPORTED HE WOULD HAVE THE FINISH GRADE ON RED MESA THIS WEEK, AND WOULD MOVE TO BLACK MESA ENERGY FUEL ROAD AND FROM THERE TO FRY CANYON.

COMMISSIONER BLACK REVIEWED THE UNDC ROAD PROJECTS REQUEST FOR 1979. MEETING ADJOURNED.
