MINUTES OF TOE SAN JUAN COUNTY COMMISSION MEETING

JUNE 4, 1984

The San Juan County Commission met in regular session on Monday, June 4, 1984, at the hour of 10:00 a.m. in the San Juan County Courthouse at Monticello, Utah.

the following members were present: Commissioner Kenneth R. Bailey,

Acting Chairman Commissioner Robert Low Commissioner

Calvin Black was excused.

Minutes of the previous meeting were approved on the motion of Commissioner Low. The motion was seconded by Commissioner Bailey and carried unanimously.

NOTICE OF CLAIM AND DUMP RE: CALVIN TSOSIE

The Commission received a Notice of Claim and Demand from the attorney representing Calvin Tsosie's mother in regards to her sons suicide in the San Juan County Jail. Mrs. Tsosie is asking for a total of $851,000. A copy of the claim has been sent to Boyle Insurance Co. who is the insurance carrier for San Juan County.

SETING TO DISCUSS RESERVATION ROAD PROBLEMS SCHEDULED

A meeting has been scheduled for June 15th at 11:00 a.m. at the U.N.D.C Office in Blanding to discuss reservation road problems. Commissioner Bailey, Bernal Bradford and Doug Pehrson will be in attendance along with representatives from B.I.A.

STATE RETIREMENT SYSTEM DISCUSSED

John Fellmeth, Chief Deputy Auditor/Data Processing Manager, met with the Commission to submit a formal written request for permission to withdraw from the State Retirement System.

BLANDING CLINIC SOFTWARE PROGRAM

John Fellmeth, Data Processing Manager, met with the Commission and recommended the purchase of a software program for the accounts receivable at the Blanding Clinic. The cost of the implementing the program would be $3,100. The Commission reported that this would have to be approved by the Health Care Services Board because it would have to purchased out of their budget.

B.I.A. ROAD MAINTENANCE AGREEMENT

Commissioner Bailey reported that the B.I.A. road maintenance agreement signed and approved at the May 7th Commission meeting is invalid. Commissioner Bailey submitted a new agreement for approval. Commissioner Low made a motion to approve the agreement and to authorize Commissioner Bailey to sign it. The motion was seconded by Commissioner Bailey and carried unanaimously. The agreement is for roads within San Juan County and is effective beginning February 17, 1984 and ending September 30, 1984.

COMMISSIONER BAILEY REPORTS

Commissioner Bailey reported that Bernal Bradford and Doug Pehrson attended a meeting in Albuquerque, New Mexico to study alternatives to the high price of asphalt.

FOREST SERVICE PROJECT AGREEMENT APPROVED

Commissioner Bailey presented a project agreement authorizing San Juan County to resurface a portion of the Loop Road, FDR #50105, with reimbursement of $1,966 to be made by the Forest Service. Commissioner Low made a motion to approve the agreement and to authorize Commissioner Bailey to sign it. The motion was seconded by Commissioner Bailey and carried unanimously.

BUILDING PERMIT APPROVED

Commissioner Low made a motion to approve the following building permit. The motion was seconded by Commissioner Bailey and carried unanimously. Randy French - Monticello

COUNTY SURPLUS AUCTION POSTPONED

The County surplus auction scheduled for June 16th at 1:00 p.m. has been postponed until sometime in July. The Commission is requesting a list of all surplus items to be sold at the auction be turned in to the County Clerk by July 1st.

COUNTY FAIR SCHEDULED

Shirley Steffan, County Fair Board Chairman, met with the Commission and reported that the County Fair has been scheduled for August 8th - llth.

DISTRICT FIRE WARDEN REPORTS

John Baker, District Fire Warden, met with the Commission and reported that the only fire this week was a fire in the trunk of a car.

REGISTRATION AGENTS APPOINTED

Gail Dalton, County Clerk, met with the Commission to request the Commission officially appoint the following persons as registration agents for 1984-1985.

Commissioner Bailey made a motion to approve these appointments based on the recommendation of the Clerk. The motion was seconded by Commissioner Low and carried unanimously.

Miss Dalton also reported that she will be having a training session for registration assistants on June 12th.

AMENDMENT TO ENGINEERING SERVICES AGREEMENT FOR DESIGN OF MONTEZUMA CREEK BRIDGE

Commissioner Bailey submitted an ammnendment to the enginnering services agreement with Creamer & Noble engineering for the design of the Montezuma Creek bridge.

Commissioner Low made a motion to approve the agreement and to authorize Commissioner Bailey to sign it. The motion was seconded by Commissioner Bailey and carried unanimously.
