Minutes of the Board of County Commissioners Meeting held June 4, 1979.
Present: Commission chairman E. S. Boyle, Commissioners Bill Dunow and Calvin Black and Al Haskins.
Also present Peggy Jorgensen, Deputy Clerk.
Time: 10:00 A. M.
Minutes of the previous weeks meeting were read and approved. This being done on a motion made by Commissioner Dunow and seconded by Commissioner Black.
BERT GILES
Bert Giles met with the Commissioner briefly to discuss several matters.
P & 1 CONTRACT
Commissioner Boyle presented to the Commission a proposed P & I Contract with Social Services. Commissioner Black made the motion that the Commission decline to participate in this program, this motion was seconded by Commissioner Dunow to make a unanimous decision.
COMMISSIONER BOYLE REPORTS
Commissioner Eddie Boyle reported that the Attorney General will be giving a legal opinion soon on the surplus funds in General Health.
He also reported that the carpet for the Courthouse should be laid this week or next.
Bids for the custodial services for the County Courthouse will be opened at 2 P.M. June 18, 1979.
Commissioner Boyle also reported that he had received a telephone call from Curtis Pehrson regarding the position for Planner for the four county region. The Commission suggested that Mr. Pehrson be notified and that he apply with Gary Tomsic in Price.
MONTEZUMA CREEK SWIMMING POOL
The Commission discussed the Montezuma Creek Swimming Pool progress and the payments that have been made. They also suggested that they continue to pursue discussions with the school district and the Community school groups regarding the ownership and management of the pools in the County.
TRAVEL COUNCIL
Bob Rhodes, Brother Juniper and Jim Black met with the Commissioner to discuss the progress the Travel Council is making. They had a meeting on Tuesday night and made tentative plans for the next year. They also selected a Director for the County Travel Council. They asked that the Commission concur with their recommendations which they did unanimously after informing the Council that this individual as with all County employees is subject to a 90 day trial employment. They informed the Commission that she knew of this and that she is willing to accept the County's stipulations. The individual selected for this position is Vivian Sande of Washington, D. C. The Travel Council will send her an employment application as soon as possible, and she will begin her new job August 1st if she accepts the position.
They also stated that they had had a regional meeting in Moab last Wednesday night, March 30, and that a physical motel room count had been taken and that the region will be splitting its funding to a 60%-40% the lesser amount being the amount to be paid by San Juan County. The Board representation ratio will be 4-3 respectively.
They also discussed the possibility of jeep trips, four wheeling areas and roads, and the promotion of the Ski Area on the Blue Mountains. Any other local event or travel promoting feature will be supported and encouraged by the Council.
DEER SEASON
The Commission is going to give its written recommendation that the deer season be closed to let the deer heards have a chance to build themselves up again.
ENERGY CRISIS INTERVENTION
The Commission approved the following names for Energy Crisis Intervention funding:
Stella Kay, Annie Butt, Maxwell Huskon, Lacy Steele and Navajo Oshley.
This was done on a motion made by Commissioner Dunow and seconded by Commissioner Black to make a it a unanimous decision.
CLEAN-UP
Commissioner Boyle reported that he had attended a recreation meeting wherein they had discussed the cleaning up of trailer parks, both larger commercial parks and the smaller over-nighter camps, and that things will have to be cleaned and brought up to date.
COMMISSIONER DUNOW
Commissioner Dunow received a telephone call from the State Clean Air Control during the meeting. They stated that one of the dirt roads by the Atlas Mine at LaSal was causing too much dust and that it would have to be taken care of if it was a County Road. Commissioner Dunow instructed them to find out who the road belonged to and that things would be taken from there.
JOHN BAKER
John Baker reported to the Commission that the LaSal-Fire Truck is completed and that it is completly rebuilt. He intends on going to LaSal and forming a committee to handle and care for the truck and also recruit persons to train for firemen. He will also instruct them in the things they will have to do in order to obtain a building to store the fire truck in.
AL HASKINS

Al presented to the Commission a Contact for Alternative Care for $1980.00, and recommended that the Commission approve this program administered by the Aging Dept. of Social Services. The Services performed by this contract include hiring someone to cook, bathe, clean house for and make sure that the individual take his or her medicine when they should in order to prolong their stay at home rather than having to be admitted to the Nursing Home. Commissioner Black moved the Commission to accept this program and Commissioner Dunow seconded it and authorizing the chair-man to sign the contract.
He also told the Commission that Loya Trujillo wanted to rent the fair building for a dance
after her daughters wedding. The Commission approved this for a charge of $25.00 and that the building be cleaned up after the affair.
TREASURER
The Commission discussed the County's Equalization Dates, and the need for them to be changed to the 12th and 26th of June and that this be noticed in the paper and on the radio.
BUS DRIVER
Wilber Laws had been with the County for over three months now and Al requested that he be given the usual raise after completing the trial time period.
The Commission also asked Al how the 4 X 4fs were being licensed. They discussed this at length. JIM ALLRED
Jim Allred met with the Commission to discuss with them the loss of seven television anntenna's and the resposibility of this loss. The Commission's decision was to re-imburse Jim, not relieving him of any liability and suggest to him that he re-submit a claim to the City of Blanding and a sketch of where the antennas were placed and exactly what they were. This is a tentative decision and the Commission will act on it later when the claim has been resubmitted with a detailed drawing,
They also discussed with Jim the status of the Orangeville plans of building a seperate building for San Juan County to transmit out of. He stated that all of the plans have been shown to Doug and that they are ready to get drawings made up.
CORRINE RORING
Corring Roring met with the Commissioners to discuss with them the selling of the old piano in the Library recreation room. The Commission stated that this piano did not belong to the County and therefore the organizations in Monticello who purchased it originally could do what ever they wantec with it. Mrs. Roring said that a woman wants to buy it and she will go about getting the proper approvals so that it can be sold.
LIBRARY CUSTODIAN BID
Commissioner Boyle reported that the Library Board had accepted the bid of $295.50 per month for custodial services from Tauna DeGraw. She began work the first of May.
COUNTY ATTORNEY
County Attorney Bruce K. Halliday met with the Commissioners and discussed with them the accident that took place last fall at the Mussi Trading Post, he will be writting a letter on this. He also discussed with them retaining an attorney or firm in Salt Lake City to represent the County in the Oil Co. Law suits. The Commission enpowered Mr. Halliday to hire any counsel he felt would represent the County successfully.
WILDERNESS MEETINGS SET
The Commission went over the slides and other things which they have been preparing with Doug Pehrson and Lynn Adams for the Wilderness presentation. They have set the date for Thursday June 21st at the Monticello High School Auditorium at 8 P.M. and for Tuesday June 26th at the San Juan High School Auditorium at 8 P.M. for these presentations. They again extend a welcome to the citizens of the County to attend these presentations and voice their opinions on the possible designation of Wilderness areas in San Juan County.

ROAD MEETING
JUNE 4, 1979
TIME: 9:00 A.M.
PRESENT: COMMISSIONERS E. BOYLE, B. DUNOW, C. BLACK
SURVEYOR D. PEERSON; FOREMEN B. BRADFORD, A. HOLDEN, L. LYMAN
AND L. ADAMS.
Minures were read and approved, Teek reported he was working on the Red Mesa C. R. Project. He reported the water well pump was not working. Doug said he had contacted England Electric in Farmington, N.M., and they will check the pump today. The Commissioners suggested Doug check this out and see if they would install the County's 15 H. P. pump if the pump that is there is not working.
Teek reported the graveling on Red Mesa was going slow. The Commissioners approved overtime to finish this project.
Bernal reported C. Homedew had completed his 90 day probation, and recommended a 1 step raise. This was approved by the Commissioners.
Ace requested Karl Barton be raised to Heavey Equipment Operator, 29-1. Dunow made motion, Cal. seconded...approved.
Ace hired Dan Mclnnes 26-1 permanent: Ray Valdez, 22-1 Temporary: Patrick Whiskers 22-1, temporary. This was approved by the Commissioners.
Bill reported a culvert had washed in Pack Creek. Grand County has been maintaining
this road for the B-Road maintenance funds. Grand County is out of maintenance fund for this road
(sic) and wants more money to repair this washout, Commissioners Black suggested we terminate our
agreement with Grand County if they refuse to repair this washout.
Lynn reported the equipment sale will be held June 16, at 1:00 P.M.
