MINUTES OF THE SAN JUAN COUNTY COMMISSION MEETING FEBRUARY 4, 1985

The San Juan County Commission met in regular session on Monday, February 4, 1985, at the hour of 10:00 a.m. in the San Juan County Courthouse at Monticello, Utah.

The following members were present: Commissioner Calvin Black, Chairman

Commissioner Kenneth R. Bailey Commissioner Jerry Holliday

Minutes of the previous meeting were approved with the specified corrections on the motion of Commis-sioner Holliday. The motion was seconded by Commissioner Bailey and carried unanimously.

BUILDING INSPECTION COSTS REVIEWED

John Fellmeth met with the Commission to review the building inspection costs for 1984. The total contract cost for San Juan County in 1984 was $5,750, and the total building permit fees collected was $3,769. The Commission does not plan to increase building permit fees at this time.

Wayne Ball, County Building Inspector, met with the Commission to review the inspection process followed prior to issuing a building permit. Also, reviewed was the problems with Empire Electric not requiring an electrical inspection tag issued by the County prior to establishing electrical service. Commis-sioner Bailey reported the national policy regarding establishment of power, is that electrical sup-pliers will not hook up power without a valid building permit.

Commissioner Bailey requested Mr. Ball write a letter to Empire Electric asking for their cooperation in this matter.

RETIREMENT PLANS REVIEWED

John Fellmeth and Rayburn Jack met with the Commission to review the retirement plans offered to County and Health Care Service employees.

COUNTY EMPLOYEE'S RAISE DISCUSSED

Gail Johnson, County Clerk/Auditor, met with the Commission and reported that sane employees are hired on a contract basis. Mrs. Johnson asked for clarification regarding how the salary increase effects these employees. Commissioner Bailey reported that the increase does apply to these employees effective January 1, 1985.

NUCLEAR WASTE REPOSITORY SITE DISCUSSED

Commissioner Black reported that he has received the draft proposal for San Juan and Grand Counties to establish a review and assessment committee for Davis Canyon as a High Level Nuclear Waste Site. The proposal is a request for $15,000 in DOE funds to enable San Juan and Grand Counties the opportunity to assess the Davis Canyon siting proposal and allow the counties to adequately represent their interests in future meetings regarding this site. Commissioner

Bailey made a motion to approve this proposal. The motion was seconded by Commissioner Holliday and carried unanimously.

Commissioner Black reported that he met with Jack Whitman, Technical Review Group Head, last week. Commissioner Black further reported that the Group has stated that they will work with the county and will study the Utah sites objectively.

DEVELOPMENT PROPOSAL RE: MONUMENT VALLEY AREA DISCUSSED

Commissioner Black reported that he met with Ross Elliott, Parks and Recreation Director; Ralph Miles, State Lands, and Scott Hurst to discuss a proposal to acquire land at the Monument Valley Junction for development. Commissioner Black reported at the meeting that he felt the County would be willing to support development in this area.

BURR TRAIL DISCUSSED

Commissioner Black reported that he feels that the Burr Trail is as important to San Juan County as it is to Garfield County; the reason being the ferry will be the connecting link across Southern Utah.

B & C ROAD FUND FORMULA DISCUSSED

Rick Terry, Monticello City Administrator, met with the Commission to review the proposed B & C Road Fund formula change. The Commission encouraged Mr. Terry to work with other rural cities to fight this change.

1985 ROAD PROGRAM RE: MONTICELLO REQUESTS

Rick Terry, Monticello City Administrator, met with the Commission to present the 1985 road program requests from the City of Monticello. The requests are as follows:

SOUTHEASTERN UTAH PRIVATE INDUSTRY COUNCIL VACANCIES

Commissioner Black reported that there are two vacancies on the Southeastern Utah Private Industry Council. The Council is requesting recommendations from the Commission.

MONTICELLO SENIOR CITIZENS CENTER DISCUSSED

Maxine Nielson, Fern Richeyf and Rita Bartell, representing the Monticello Senior Citizens Group, met with the Commission to discuss the progress on completion of the Monticello Senior Citizens Center. Commissioner Holliday and Commissioner Bailey will check on this matter and notify the Group of a projected completion date.

PUBLIC HEARINGS COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS DISCUSSED

A public hearing was held at 2:00 p.m. for the purpose of discussing the CDBG funds.

Howard Vallee and Mark Sword, representing Mexican Hat, met with the Commission to discuss the proposal for C.D.B.G. funds Mexican Hat submitted for a recreation area. Mr. Vallee reported that the request for a swimming pool has been withdrawn from the proposal.

Russ Stevens, representing the Blanding Economic Development Committee, was present at this hearing. The Committee is requesting C.D.B.G. funds for the proposed Industrial Park in Blanding.

Commissioner Bailey made a motion to approve the following as the County's priorities for C.D.B.G. funds. The motion was seconded by Commissioner Holliday and carried unanimously.

1. Land acquisition and planning for the County Public Safety Building in Monticello

2. Montezuma Creek Public Safety Building

3. Industrial Park in Blanding

4. Mexican Hat Community Building

MONTEZUMA CREEK PUBLIC SAFETY BUIIDING DISCUSSED

Commissioner Bailey reported on the remodeling that was done by U.N.I, at the old Montezuma Creek elementary school.

Bruce Shumway, from Social Services, met with the Commission to request office space for Social Services in the proposed Montezuma Creek Public Safety Building when it is completed.

B.L.M. REPRESENTATIVES MEET

Diana Webb, Darrel Trotter, and Ed Scherrick, from the B.L.M., met with the Commission to review the preplanning analysis for the San Juan Resource Area, Resource Managment Plan/Environmental Impact Statement. The preplanning analysis and future steps needed to complete the plan were reviewed.

MONTEZUMA CREEK SWIMMING POOL DISCUSSED

Commissioner Bailey reported that the deterioration at the Montezuma Creek Pool is not due to vandalism but was due to being poorly designed. Commissioner Bailey further stated that the construction was not the problem just the design. Commissioner Bailey reviewed some suggestions for repair and upgrading the pool and shower areas.

MONTEZUMA CREEK BRIDGE

Commissioner Bailey reported that Doug Pehrson, County Surveyor, is advertising for construction engineering on the Montezuma Creek Bridge.

Bruce K. Halliday, County Attorney drafted a letter to Umetco Minerals Corp. regarding the County's efforts in reviewing , modifying, and combining the

"Carbide" and Hecla Lease. The letter also requests copies of their drill hole data and reserve data, together with some kind of a summary as to what has been developed at the present point in time and what their plans for de4velopment and/or production are for the coming year.
