SAN JUAN COUNTY COMMISSION MEETING MINUTES MARCH 3, 1986
The San Juan County Commission met in regular session on March 3, 1986 at the hour of 10 a.m. at the San Juan County Courthouse, Monticello, Utah.
The following members were present: Commissioner Bailey, Acting Chairman
Commissioner Holliday
Commissioner Black, absent Commissioner Black was attending NAC mmetings in Washinton, D.C.
Minutes of the February 24, 1986 meeting were approved on the motion of Commissioner Holliday. The motion was seconded by Commissioner Bailey. UNANIMOUS.
LETTER OF INTENT - ARCHITECT - PUBLIC SAFETY BUILDING
Rick Bailey, Administrative Assistant, met with the Commission with a letter of intent from John Peterson, the architect for the new public safety building. Commissioner Bailey said that he would like a sentence added to the letter and would get with Bruce Halliday, county attorney, to work on this before finalizing
it.
MONTICELLO AIRPORT WATER TANK
Rick Bailey, Administrative Assistant, reported that Doug Whipple, plumber,
has been working on the water tank system at the Monticello Airport. Mr. Whipple suggested to Mr. Bailey that the county move the equipment that is in the little outside building into the heated building. The equipment should be operated at room temperature. Commissioner Bailey said that if a submersible pump is installed he would agree to this. Mr. Bailey said this was the plan.
RIGHT-OF-WAY AGREEMENT/ MONTICELLO SECONDARY WATER SYSTEM
A motion to approve a right-of-way agreement for the secondary water system on county property in Monticello was made by Commissioner Holliday. The motion was seconded by Commissioner Bailey. UNANIMOUS.
MERRILL LYNCH RESOLUTION
Bruce Halliday, county attorney, met with the Commission for a signature on the Merrill Lynch Resolution that was earlier approved February 18, 1986. It was decided to wait for Commissioner Black's signature.
PARKDALE NURSING HOME - PRICE
Commissioner Bailey reported that he attended the Parkdale Nursing Home open house in Price last week. The nursing home is owned by Western Care Construction and operated by Ruel McPhee, who submitted a bid on the county nursing home. Commissioner Bailey said that he was very impressed with the facility.
CHAPMAN & CUTLER - TAX ANTICIPATION NOTES
Gail Johnson, clerk, met with the Commission for approval of a bill from Chapman & Cutler, for legal services rendered in preparing the $2,200,000 Tax Anticipation Notes Series 1986 for the county. Also a signature on a statement concerning the tax notes was requested by the bond attorneys. Commissioner Holliday made the motion to approve the payment of $506.37 for these services and to authorize Commissioner Bailey to sign the statements for the IRS. Commissioner Bailey seconded it. UNANIMOUS.
UTAH DEPARTMENT OF TRANSPORTATION - COUNTY "B" ROADS
Scott E. Nay, Road Inventory Supervisor of UDOT, met with the Commissioners to review the county "B" roads. Doug Pehrson, surveyor/engineer, looked over the provided roads maps with Mr. Nay to clarify which roads should be on the Class "B" road system and to delete those that should not be included.
COUNTY VEHICLE SERVICE
The Commission requested that the following memo be sent out to all county employees concerning county vehicle service.

FROM: SAN JUAN COUNTY COMMISSIONERS DATE: March 3, 1986
Effective March l, 1986 all county owned vehicles will have vehicle maintenance done at the Monticello Road Department. Each department should notify the road department office to set a date and time to bring the vehicle in for service. Each person should give the mechanic a list of the things that needs to be done and problems if any.
Any invoices for vehicle service done by anyone else will not be paid for by San Juan County.
MONTICELLO LIBRARIAN - INTERVIEWS
Commissioner Bailey reported that the Library Board will interview the twenty four applicants for the position of Monticello Librarian on March 6 and March 12, 1986.
CHAPTER HOUSE IN NAVAJO MOUNTAIN - ROADS
Commissioner Bailey reported that he will attend a meeting at the Chapter House in Navajo Mountain to review the roads in the Navajo Mountain area on March 22, 1986 at 10 a.m.
BLUFF MOSQUITO PROBLEM USU
Commissioner Holliday reported that he met with Ralph Home and Dennis Hunter from USU concerning the mosquito problem in Bluff. Commissioner Holliday said that about thirty people were present at the meeting. After the meeting they drove around Bluff and other areas that are affected by mosquitos. Commissioner Holliday said that the mosquitos are already out. Mr. Home said he would send the chemicals needed as soon as possible. A workshop is being provided for any one that is interested in becoming certified to handle any chemicals on March 12 at the Blanding library.
COUNTY-WIDE RECREATION BILLS
Eddie Allred, county-wide recreation director, met with the Commission to discuss some of the recreation billings. Mr. Allred said that he is not certain who is responsible for some of the bills. Commissioner Bailey suggested that the recreation department prepare a budget for the fiscal year 1987 to present to other entities because their budget runs from July through June. Commissioner Bailey said that the cities would be more co-operative if the recreation board had a budget and a contract to go on.
MONTEZUMA CREEK BASEBALL FIELD - LIGHTS
Eddie Allred' recreation director, reported to the Commission that Montezuma Creek would like to have lights installed on the baseball field. Mr. Allred said that the poles are there and the county would have to purchase the lights. Mr. Allred said he would arrange for volunteer labor and Utah Power & Light would supervise it. The Commissioners asked Mr. Allred to check on who owns the property.
BLANDING LIBRARIAN - MILDRED PALMER - Probationary raise
Commissioner Holliday made the motion to approve a probationary raise for Mildred Palmer, Blanding
Librarian. The motion was seconded by Commissioner Bailey. UNANIMOUS.
PUBLIC HEARING Re; COMMUNITY IMPACT APPLICATION - public safety building
A public hearing was held March 3, 1986 at 3 p.m. to address the county making an application to the Community Impact Board for a grant to build a new public safety building in Monticello.
Those in attendance were Bernie Christensen, Carl Eisemann and Rigby Wright.
Commissioner Bailey explained to those in attendance that the Commissioners have hired Dana Larson Roubal and Associates, an architecture and engineering firm which specializes in building jails. The architect firm is working for the county on a maximum of $5,000 and will prepare some sketches, an estimate cost, and assist the county in making the application. If the county gets the grant a contract will be signed with this firm. Commissioner Bailey said that it is not certain yet if the county is going to build a new public safety facility. If the county can get the total amount of money needed the facility will be built. Commissioner Bailey explained that the Commissioners are applying to the Community Impact Board for a complete grant of $3 million. There are three alternatives 1) a grant, or 2) a bond, 3) have someone else build the facility and the county rent it.
Commissioner Bailey read the letter that was written to Alice Shearer, Community Impact Board member. The letter reads that San Juan County's intent is to submit an application in the near future for a grant to build a new public safety facility in Monticello. The county has been served with several law suits resulting from the present condition of the current jail. This, along with the problems of having a declining price of oil and gas, a non-existing uranium industry and other severe economic factors in the county, has made it impossible to secure any other funding or bonding. The application will be submitted by the first week in April.
One of the questions that was asked is why the county is planning on building a facility big enough to house state prisoners. Commissioner Bailey explained that the future needs to be considered, not just today's needs. He also explained that by having a contract with the state the county will bring in income to help maintain the facility. The new building will also replace the county courtroom, county attorney office, the law enforcement offices, and dispatching and communication facilities. The highway patrol, city police, Division of Wildlife and others will be able to use this building as well.
The county has purchased the land in which the facility will be built by using community development block grant funds.
The Commissioners and others will be attending the hearing for the grant with the Community Impact Board on April 3, 1986 in Salt Lake.
