MINUTES OF THE MEETING OF THE SAN JUAN COUNTY COMMISSION
JUNE 3, 1985
The San Juan County Commission met in regular session on June 3, 1985, at the hour of 10:00 a.m. in the San Juan County Courthouse at Monticello, Utah.
The following members were present: Commissioner Calvin Black, Chairman
Commissioner Kenneth R. Bailey Commissioner Jerry Holliday
Minutes of the previous meeting were approved as corrected on the motion of Commissioner Holliday. The motion was seconded by Commissioner Bailey and carried unanimously.
TELEPHONE CREDIT CARDS
New credit cards were issued by the San Juan County Clerk/Auditor and the return of the old cards requested. New cards were issued to Commissioners Calvin Black, Kenneth R. Bailey, and Jerry Holliday.
MAINTENANCE CONTRACT - MICROFILMING CAMERA
Gail Johnson, County Clerk/Auditor, reported that according to our maintenance agreement, we are not
covered for maintenance if we move the machine. Mrs.
Johnson recommended we cancel the contract under the circumstances. The Commission accepted the
recommendation.
INSURANCE - TRANSLATOR BUILDING EQUIPMENT
Mr. Rick Bailey, Assistant to the Commissioners, reported that the equipment in the county buildings on Abajo Peak is not presently covered by insurance. The Commissioners requested that Mr. Rick Bailey have this equipment put on the county coverage.
THE MATTER OF BILL LOCKHART, U of U LAW PROFESSOR
The Commissioners requested that Rick Bailey, Assistant to the Commissioners, draft the following letter to Dr. Chase Peterson, President, U of U, regarding the activities of Dr. Lockhart and the groups he represents. The Commissioners also requested that a bcc of the letter along with a cover letter be sent to the news media.

Dear Dr. Peterson:
During a recent public hearing in Blanding, Utah, the County Commission of Garfield, Grand, and San Juan Counties became aware of this hearing at almost all other public meetings that we are involved in, that Mr. William J. Lockhart is always in attendance. These meetings include almost all technical, nuclear waste, environmental, public lands and others.
We find that this is very unusual since Mr. Lockhart is employed by the University of Utah as a law professor. We believe that he has responsibilities teaching at the University, however, it seems that he has sufficient time not only to be in attendance at these meetings but also to represent and file papers for the groups he represents such as, Don't Waste Utah, National Park and Conservation Associ-ation, Friends of the Earth and the Utah Wilderness Association.
All of this brings an obvious question to mind, that being is the University of Utah paying Mr. Lockhart for the time that he is spending on these private business concerns? Also, is the University supplying office space, secretaries, computers, computer equipment, personnel, telephones, postage, and other services to Mr. Lockhart and his groups?
We would ask for your cooperation in reviewing this situation to be sure that the State Taxpayer's money is being used for the purposes intended and that Mr. Lockhart is indeed spending the time he is being paid for in the classroom.

The commissioners requested that Mr. Rick Bailey, Assistant to the Commissioners, draft a letter opposing this proposal.
SOCIAL SERVICES DISCRETIONARY BLOCK GRANT - MENTAL HEALTH
Motion for authorizing Commissioner Calvin Black to sign the above contract was made by Commissioner Bailey and seconded by Commissioner Holliday and carried unanimously.
RECOMMENDATION FOR DEER SHOOT ON THE ELK RIDGE AND DODGE POINT AREAS - UTAH DIVISION OF WILDLIFE RESOURCES & BLM

May 29, 1985 Dear Gentlemen:
The San Juan County Commission received a report at their regular Commission Meeting on May 28, 1985, of a proposal to have 150 head deer hunt for does in the Elk Ridge and Beef Basin areas of San Juan County.
The Commission feels strongly that if implemented, this would be a serious mistake. These areas have been closed to hunting over the past several years to enable the herd to increase. It does not appear to be good management judgment to begin elimination after only one year in San Juan County.

BLANDING NURSING HOME SOFTWARE
John Fellmeth, Data Processing Manager, met with Commissioners along with Kathleen Lyman and Norma Hobbs to discuss the computer software. Mr. Fellmeth listed three options:
1. We could develop the programs ourself.
2. We can try to implement the programs used in Logan.
3. We purchase the software for a cost of approximately $10,000.
Mr. Fellmeth reported that he has checked into the program used in Logan, and has basically ruled out that option. That particular set up would not be useful for our needs.
After some discussion and because of the expense, it was decided to have Mr.
Fellmeth work with Paul Peterson in Bluff in developing software. Mr. Fellmeth feels he would have the program completed around the end of August. Mr. Fellmeth will make regular reports to the Commissioners on his progress.
TELEPHONE SYSTEM - NEW CLINIC AT SAN JOAN HOSPITAL
Mr. Rayburn Jack submitted a proposal for installing a telephone system in the new hospital clinic that would be compatible with the hospital PBX system. The Commissioners, after discussing the matter with Milt Rose, felt they should postpone making a decision at this time until they talk with the doctor using the clinic.
DR. STEVE WARREN - SOUTHERN UTAH HEALTH CONSORTIUM
Dr. Warren met with the Commissioners to discuss his plans and concerns regarding the Southern Utah Health Consortium. He feel that with Dr. Sandy Nielson moving into the area and operating a private practice, some guidelines would have to be set. The Commissioners suggested that Rayburn Jack formulate a rough draft of an agreement outlining specifically what we can offer, what we expect, equipment needed and available, what will be furnished by the County and what will be furnished by the doctor, etc.
NURSIMG HOME - LANDSCAPING
Kathleen Lyman expressed some concern regarding the condition of the grounds at the Blanding Nursing Home. Commissioner Bailey suggested that they get someone up there to determine exactly what needs to be done and approximate cost.
POSSIBLE NAMES FOR NEW MEDICAL CLINIC IN MONTICELLO
Mr. Rayburn Jack submitted some possible names for the new clinic in Monticello. The Commission suggested that we do this in the form of a contest and offer $25 to the person who submits the name chosen. Mr. Jack will prepare an article to this affect to the San Juan Record.
COUNTY EMPLOYEES HEALTH INSURANCE COVERAGE - BLUE CROSS BLUE SHIELD
Commissioner Bailey reminded the Commission that the contract with Blue Cross Blue Shield is due to be renewed. After some discussion, it was decided to table this matter until further information could be obtained.
USER RENTAL - ABAJO PEAK COUNTY BUILDING
Milt Rose, County Communications Engineer, reported there has been some feedback from the Forest Service that they will start assessing an annual fee of .2% of all the county assets on the site for building, towers and equipment, based on the original cost, but not less than $100 per year plus 5% of rent collected and service charges.
Milt Rose suggested that we continue with our original plan and assess those using space in the county facilities. Motion was made by Commissioner Bailey to assess a rental fee of $25 per month per user unit. The motion was seconded by Commissioner Holliday and carried unanimously.
Milt Rose was instructed by the Commission to met with the County Attorney and draft an agreement than can be used by the county in renting this space. Mr. Rose will notify all the present users of this rental fee; rental to begin July 1, 1985.
WESLEY HUNT - COMMUNICATIONS ENGINEER BACKUP
Milt Rose, Communications Engineer, requested that the county hire Wesley Hunt as backup for those times when Mr. Rose is on vacation or otherwise not available for problems arising with communications. It was agreed by the Commissioners to pay Mr. Hunt $10 per hour for actual commissioned work done.
REPLACEMENT OF QUONSET HUT AT ABAJO PEAK - STATE OF UTAH
Mr. Milt Rose, Communications Engineer, informed the Commission that the State of Utah is now requesting that the county help with the funding for the replacement of the quonset hut at Abajo Peak which houses the sheriff's equipment, EMS, and the Road Department base. Commissioner Black suggested that before they make any decision, Mr. Rose check to see what other counties are doing in similar situations. REQUEST FOR USAGE OF SPACE AT ABAJO PEAK SITE
The Commission received a written request from Wesley Hunt for usage of space at the Abajo Peak site for the purpose of installing a community repeater. The Commission approved the request based on the new rental policy.
COUNTY COMPUTER MODIFICATIONS
John Fellmeth, Data Processing Manager, met with the Commissioners to request several changes in the county computer set up along with some additional expenditures to facilitate the programs he will be working on. This will be at a cost of $9,400; $4,000 will be for the courthouse, $5,400 goes into the various health care entities. The money has been budgeted out of revenue sharing money and nursing home and home health money. Motion was made by Commissioner Bailey for the approval of the changes and expenditures. The motion was seconded by Commissioner Holliday and carried unanimously.
ISLAND IN THE SKY RIGHT-OF-WAY
Bruce Halliday, County Attorney, presented the Island in the Sky right-of-way for Commissioner Black's signature as Chairman. Commissioner Black signed the right-of-way for the Island in The Sky. Jane Musselman, Clerk to the Commissioners, will mail it to the necessary destination.
MARY PENALLY - ROAD DAMAGE
Commissioner Bailey reported that the road damage that Mary Benally reported last week is not on a county road. Bernal Bradford of the County Road Department will go down there and see if this road should be under county maintenance.
COUNTY ROAD EQUIPMENT
After some discussion on the purchase of new equipment, Commissioner Black suggested any action regarding the purchase of new equipment be deferred while they explore some possible alternatives.
COURTHOUSE SPACE DISTRIBUTION AND REMODELING
Commissioner Bailey reported that the microfilming machine will be moved down stairs. They will leave the computer where it is and install a temporary wall in the computer room to separate the computer from the machine. The partition is necessary to keep the carbon from the copy machine from getting into the computer.
In order to make room for the new changes, Commissioner Bailey requested Jane Musselman, Commission Clerk, to write a letter to the Southeast Title Company requesting they consolidate their files, supplies, etc., to the area of Southeast Title Company facilities.
Commissioner Bailey authorized Dell Hunter, Courthouse Maintenance Engineer, to obtain two quotes for the necessary construction work.
"SAN JUAN COUNTY" BOOK
Commissioner Holliday made the motion that the Commission give to the Travel Council for the purpose of sale and to include the profit of same in the Travel Council budget all copies of the book, San Juan County. The motion was seconded by Commissioner Bailey and passed unanimously.
SAN JUAN COUNTY PERSONNEL POLICY
Gail Johnson, Clerk/Auditor, and Rayburn Jack met with the commissioners to discuss and review the San Juan County Personnel Policy.
