The San Juan County Commissioners met in regular session on February 3, 1986, at the hour of 10 a.m. at the San Juan County Courthouse, Monticello, Utah.

The following members were present: Commissioner Black, Chairman

Commissioner Holliday

Commissioner Bailey, Absent

The minutes of the Commissioner's Meeting of January 28, 1986 were approved as corrected on the motion of Commission Holliday. The motion was seconded by Commission Black. UNANIMOUS.

COUNTY FAIR CHAIRMAN

Shirley Steffen met with the Commissioners to report that she wishes to resign as chairperson of the

county fair. Mrs. Steffen explained that she will be busy this summer and will not have the time that the fair requires. The Commissioners said they would like any interested in being county fair chairman to

contact the Commissioners or the county clerk. Mrs. Steffen said she would be glad to serve on the

committee and help in any way possible. The Commissioners thanked Mrs. Steffen for her past work on the fair and willingness to help.

MEDICAL PROPOSALS

Rick Bailey, Administrative Assistant, reported on the meeting in Salt Lake City with Ted Stagg, CPA Developer. Mr. Bailey said they discussed the proposals that the county received for the nursing home and hospital. Mr. Bailey said some of the possibilities with the different companies are a management lease, selling nursing home outright, contracts, combining companies and working together, and a sliding scale lease. Mr. Bailey pointed out that the Ambulance Association would still be owned by the county and arrangements would have to be made if the county decided to keep it.

TAX ANTICIPATION NOTES

Gail Johnson, clerk, met with the Commissioners to have Commissioner Black sign the Tax Anticipation Notes that were approved earlier. Signed and approved were a Certificate of Designation and the Tax Anticipation Notes Series 1986.

BLUE CROSS BLUE SHIELD

Rick Bailey, Administrative Assistant, reported that he met with Al Price, Blue Cross/Blue Shield agent. Mr. Bailey had asked Mr. Price to prepare a report detailing total claims and expenses on the county's self insuring employee health plan vs. the cost of full premium. Mr. Bailey said that during the 1984-85 contract the county saved $136,780.24 by self-insuring and during the first six months on the 1985-86 contract the county saved an estimated $37,987.81 by self-insuring.

UAC - NACO MIKE STEWART

Commissioner Black reported that UAC has officially announced Mike Stewart, Salt Lake County Commissioner, will be running for 4th vice president of the National Association of Counties. UAC is asking each county to make a contribution toward this effort and the amount will be based on the percentage of the Utah Association of Counties dues. Commissioner Black said that San Juan County is asked to pay $483 to UAC. Commissioner Black said that UAC is trying to raise a total of $15,000. Commissioner Holliday suggested that this be tabled until Commissioner Bailey is present.

TAXATION ON RESERVATION

Commissioner Black reported on the meeting with the Governor last Wednesday in which the Commissioners, the School Board, School Attorney Lyle Anderson, County Attorney Bruce Halliday, Senator Bunnell, and Representative David Adams were present. Commissioner Black said the meeting was to discuss the taxation issue on the reservation in the county and to make the Governor aware of the problems, the potential loss to the county, the local school district and the state on an annual basis and repayment basis if the court were to require past taxes be refunded. Commissioner Black said they asked for the Governor's assistance, and any financial assistance specifically appropriated through the legislature and the attorney generals office. Commissioner Black said that the Governor indicated he would support the county and asked Senator Bunnell and Representatives Adams to get money allocated. Commissioner Black also reported that prior to the meeting they met with Lt. Governor Val Olverson on the same issue.

ASSOCIATION OF GOVERNMENTS - IMPACT BOARD

Commissioner Black and Rick Bailey, Administrative Assistant, met with Alice Schearer of the Community Impact Board concerning the pending application to the Impact Board for grant money for the county's public safety building. Commissioner Black said he explained the county will submit an application for a large amount and that a grant would be required rather than a loan because of the county's declining assessed valuation. Commissioner Black said Mrs. Schearer indicated that these grants are tough to get and that there is a lot of competition. Mrs. Scheer told them to have a complete application with letters, documentations, and full information. Commissioner Black said that the county also needs the strong support from both cities.

ELK HEAD IN SAN JOAN CENTER

Commissioner Black reported that he met with Dee C. Hansen, Director of Utah Natural Resources, to discuss the elk head that the Wildlife Resources took from San Juan County. Commissioner Black said that Bill Geer, director of Wildlife Resources, had reconsidered his decision and will loan the elk head to the county to be displayed in the San Juan Center and indicated the state may want to display it in the state fair and other things. Commissioner Holliday made the motion to have Commissioner Black to write a letter to Mr. Hansen and Mr. Geer complimenting them on working with the county. Commissioner Black seconded it. UNANIMOUS

GAME WARDEN

Commissioner Black reported that he also met with Dee Hansen, Utah Natural Resources, concerning a game warden for the Blanding area. Commissioner Black pointed out that a local person applied for this position and was turned down because he didn't have a degree in biology. Commissioner Black said that Mr. Hansen said that he could not consider anyone without this degree. Commissioner Black said he feels that a degree doesn't necessarily make a person qualified for a position and is still going to persue this issue with Mr. Hansen and others. Commissioner Black said he would write a letter to the Governor and others on this matter.

COMMUNITY COLLEGE MONTH - SAN JUAN CENTER/COLLEGE OF EASTERN UTAH

Harold Lyman, Carol Lynn Hall, and Tauna Degraw, College of Eastern Utah, met with the Commissioners to ask that the month of February, 1986, be declared as Community College Month. Mr. Lyman presented the following declaration for the Commissioners to approve:

DECLARATION

WHEREAS, approximately 40 percent of all undergraduate college students in the United States are enrolled in community, technical and junior college; and

WHEREAS, such colleges prepare people for employment in over one thousand four hundred different occupations or for transfer to four year colleges and universities; and

WHEREAS, the San Juan Center/College of Eastern Utah was established in 1976 to provide education and training programs for the citizens of San Juan County; and

WHEREAS, in addition to providing education and training programs, the San Juan Center/College of Eastern Utah administration and staff are committed to support economic development efforts in San Juan County; and

WHEREAS, the San Juan Center/College of Easter Utah is an important component of the San Juan County economy; and

WHEREAS, President Ronald Reagan has designated February, 1986 as National Community College Month: NOW, THEREFORE, WE, the San Juan County Commission, do hereby declare the month of February, 1986 as

COMMUNITY COLLEGE MONTH in San Juan County, Utah; and

FURTHERMORE, we urge all citizens to participate in the open house and other activities scheduled during February by the San Juan Center/College of Eastern Utah administration and Staff.

Commissioner Holliday made the motion to approve the declaration. Commissioner Black seconded it. UNANIMOUS. Mrs. Hall presented a list of activities that the college is going to do for the month. The San Juan Center will be have an open house, a volleyball tournament, pool tournament, scholarship roast, and the college will be performing at all the schools in the county, etc.

UTAH DIVISION OF FINANCE

Commissioner Black reported he received a letter from Utah Division of Finance concerning tax exemption for all Utah state employees at Utah motels and hotels. Commissioner Black said the letter states that any state employee is to be tax exempt from all motels in Utah. Commissioner Black made a phone call to Gordon Crabtree, director, and explained the problems this could cause. Commissioner Black said that Mr. Crabtree said he would look further into it.

1985 BUDGET ADJUSTMENTS

Commissioner Holliday made the motion to adjust the following 1985 departmental budgets in the general fund. Commissioner Black seconded it. UNANIMOUS.
