MINUTES OF THE BOARD OF COUNTY COMMISSIONERS MEETING HELD DECEMBER 3, 1979.
PRESENT: CHAIRMAN E. S. BOYLE, COMMISSIONERS BILL DUNOW AND CALVIN BLACK. ALSO PRESENT AL HASINS AND DEPUTY CLERK PEGGY JORGENSEN.
TIME: 10:20 A.M.
Upon a motion made by Commissioner Dunow and seconded by Commissioner Black the minutes of the previous weeks meeting were approved.
COMMISSIONER BOYLE;
Commissioner Boyle reported that he will be attending a Health Board meeting Wednesday evening. He stated that the applicants for a replacement for Marion Hazleton have been screened down to four. Commissioner Boyle added that he will make a recommendation that all but $50,000 of the surplus funds be used through distribution of the Michigan Formula to the four counties involved for their health budgets.
Commissioner Boyle stated that he had attended the Chamber of Commerce meeting last week and that Gary Wicks had spoken to the group. Mr. Wicks is a representative for the B.L.M.
EMT' s
The Commission expressed its appreciation and recognition of the Monticello EMT's for their prompt action wherein they saved a mans life after a house he was helping to set up fell pinning him underneath. The quick action and the skill and diligence of the EMT's and those on the scene deserve commendation.
COMMISSIONER DUNOW;
Commissioner Dunow reported that vandalism on equipment off Highway 95 has been taking place and that two Cat's have been sanded. The Commission will support the Sheriff's office in any way necessary to stop the vandalism that has been taking place in the County.
Commissioner Dunow also reported that there are some bulbs burned out at the airport.
He further reported that the septic tank there had been cleaned out and that Mike Crittenden
is digging two new drainfields to solve the sewage problems at the airport.
COMMISSIONER BLACK;
Commissioner Black reported that he had attended a NACo Board meeting in Washington last week. He also attended an oversight hearing on Public Lands with Jim Evans.

RED MESA COLLECTOR ROAD;
Five miles of the Collector Road near Red Mesa complete with grade drain and gravel was bid by the County at $348,497.00 which was $59,000.00 more than the estimate of the engineer at $289,403.00. The County Engineer estimated the cost for the County at $231,917.00, for construction. The Completed cost of the project was $221,662 or $127,000. less than the low bid. $97,620. was provisioned for equipment rental making the total cash outlay for the entire project of $124,000.
BRUCE HALLIDAY;
County Attorney Bruce Halliday met with the Commissioners to discuss with them the settle-ment of the law suits re: Beer license revocations. He stated to the Commissioners that he had received a Stipulation-Settlement- and Release from the Law firm representing the individuals who sued the County because of the above action. He stated that the Plaintiff's settled for $2,000 each for the three parties.
Mr. Halliday also discussed some other miscellaneous legal concerns with the Commission.
AL HASKINS:
Al reported that he had attended the dedication of the Solar Greenhouse at Bluff, Thursday. He discussed with the Commission the possiblility of summer employment for teachers at the Whitehorse Highschool at the swimming pool in Montezuma Creek.
Al reported that SEU-CAP Crisis Intervention would be under way soon and the a permanent one-half time employee would be hired to do the out-reach program.
Al also discussed the progress that is being made with the Sheriff's office regarding the drunkness problems of Indians on Welfare.
Mr. Haskins presented a contract from Social Services fpr $50,019. with the County to match funds of $6,000. Commissioner Black made the motion that the Commission approve the contract and the Chairman sign them into effect. Commissioner Dunow seconded to carry the motion.
Al also presented a contract between the Commission and HUD- Economic Development for Low Income Housing for the time period of July '79 to Mar 31, 1978. The funds for use on this project amount to $2,500.
Al announced that there will be a SEU-CAP meeting the 12th and that a C.A.P. Board meeting will be held Thursday the 13th of December at the new Social Services Building in Blanding, at 2:00 P.M.
DELL HUNTER;
Dell Hunter met with the Commission to request approval for purchasing a used snow blower from Monticello Mercantile for $100.00. The Commission approved this purchase.
JOHN BAKER-FIRE WARDEN;
John Baker met With the Commission to advise them that the Fire truck that has been stationed at LaSal is being brought back to Monticello. He told the Commission that the truck has not been taken care of and that he does not feel that the situation will change. He explained to the Commission the amount of damage done and the costs involved and the Commission agreed with his decision.

REPRESENTATIVES FROM BLANDING MEET WITH COMMISSION:
Phil Palmer, Francis Lyman, LaRue McDaniel and Cleal Bradford met with the Commission to express appreciation for the help and support that the County has given to the City of Blanding for the many services it provides there. The group then discussed with the Commission the possibility of continuing in the budget for curb, gutter and side-walks, the amount that has been set aside for this purpose. Commissioner Black expressed the necessity of being fair and equitable to everyone involved in this program. The County Commission is in favor of going its one-third to carry out this much needed program. They also discussed Grant work that is done on interlocal agreement. The Commission suggested that Blanding City Attorney Grant Hurst be notified regarding the establishment of such an agreement.
The eroup asked questions and discussed the Control Zone around the cities in the County. They also discussed Recreation and the Commission specifically discussed with them the possiblity of operating recreation on a district level. The City representatives then presented a proposal for piolet projects for Blanding.
The Commission discussed and explained what is going on at the airport, most specifically the hangers, and the need for electrical power to them and a practical rental schedual. The secretary will send more hanger rental scheduales to Mr. Nielson.
The question of the possibility of a road being constructed from the High School, Elem-entary school and the new Social Services Building to the highway was discussed. The Comm-ission explained why this could not be done by the County. The group further discussed
snow removal, and fire protection. John Baker will meet with the City of Blanding at a Council meeting regarding this matter soon.
Cleal Bradford of the Allen Canyon Ute Council discussed funding expenditures with the Commission. He also asked the Commissions approval on Home Winterization.
CURT PEHRSON;
Curt Pehrson met with the Commission to discuss the SEU-AOG Economic Development District Report. (This report will be on file in the Secretary's file) He also presented to them a questionaire that will be given out to a representative portion of the citizens of San Juan County. The Commission discussed these questions with Mr. Pehrson and made their recommendations to him regarding the questionaire.
COUNTY TREASURER:
Marian Bayles met with the Commission briefly to discuss the taxes that are being paid under protest.
BUDGET HEARING;
Chairman E. S. Boyle instructed the secretary to prepare and pass out memos regarding the Budget Hearing to all offices in the Courthouse and others who should attend the meeting. The Hearing is set for 7:30 P.M. in the Courtroom, December 10, 1979.

ROAD MEETING DECEMBER 3, 1979 TIME: 9:00 A.M.
PRESENT: COMMISSIONERS E. BOYLE, B'. DUNOW. SURVEYOR D. PEHRSON, FOREMEN L.B. LYMAN, B. BRADFORD, A. HOLDEN AND L. ADAMS.
MINUTES WERE READ AND APPROVED.
EDDIE REPORTED HE HAD TALKED TO THE STATE ROAD PEOPLE ABOUT APPROACHES OFF COUNTY ROADS TO THE STATE ROAD PROJECT OF HIGHWAY 666. THE STATE SAID THEY WOULD FIX THE APPROACHES TO THE PROPERTY LINE BEFORE THE PROJECT WAS COMPLETE.
EDDIE REPORTED THE COUNTY COMMISSION HAD DONE ALL THEY COULD UP TO DATE TO GET CURB AND GUTTER IN THE CITY ON THIS SAME ROAD PROJECT. ( #666).
"DOUG PRESENTED THE FINAL COST FIGUTES ON THE RED MESA PROJECT.
ACE REPORTED HE HAD HIRED E.G. BUCHANAN AS A TRUCK DRIVER AND RECOMMENDED A RATING OF 26-1. ALSO, THAT JOHN GORRIE BE PLACED ON PERMENENT AT 23-2. THIS WAS APPROVED BY THE COMMISSIONERS.
'BERNAL REQUESTED CLYDE THOMPSON BE HIRED AT GRADE 26-1 TO WORK ON THE CRUSHER: ALSO DAVID YANITO AT 23-1, AND GEORGE STICKLER AT 28-2. THIS WAS APPROVED BY THE COMMISSIONERS,
* TEEK REPORTED HE WAS WORKING ON FRY CANYON ROAD, AND WOULD DO A LITTLE PROJECT IN RED CANYON BEFORE HE MOVED OUT OF THAT AREA. TEEK REPORTED HE HAD STARTED HAULING GRAVEL ON THE RED MESA PROJECT.
JLYNN REPORTED THAT U.N.D.C. HAD REQUESTED ROAD WORK ON CAHONE MESA. THE COMMISSIONERS INSTRUCTED DOUT TO WORK ON A C.R. PROJECT TO COVER THE SECTION OF ROAD THAT IS NOT GRAVELED. LYNN WILL MEET WITH THE U.N.D.C. BOARD THIS AFTERNOON TO DISCUSS ROADS AND
COSTS.
BERNAL SAID HE HAD A REQUEST FROM MINERS IN THE BLACK STEER PARK AREA (212) FOR GRAVEL ON ROAD #212. THE COMMISSIONERS SAID TO WORK WITH THE MINERS ON THIS ROAD.
