Minutes of the Board of County Commissioners Meeting held July 2, 1979.
Present: Chairman, E. S. Boyle, Commissioners Calvin Black and Bill Dunow. Also present, Al Haskins
Doug Pehrson and Peggy Jorgensen, Deputy Clerk. Time: 10:45 A.M.
Minutes of the previous weeks meeting were read and approved with the stipulated corrections, this being done upon a motion made by Commissioner Black and seconded by Commissioner Dunow, to carry the motion.
STATE TRAVEL COUNCIL
The Commission stated that they strongly protested the Governor's action in the case of Jim Black not be reappointed to the State Travel Council. This leaves no representation for the Southeastern part of the state on the Council. The Chairman will write a letter to the Governor expressing the views of the Commission on this important matter.
COMMISSIONER DUNOW
Commissioner Dunow reported that Justice of the Peace Harold Muhlestein had spoken with him regarding

the money the Justice acquires from fines. Commissioner Dunow referred him to the County Treasurer to answer his questions.
Commissioner Dunow also presented a property description of a parcel of land which the County has been requested to sell. Complying with County policy Commissioner Black made the motion that the lot be put up for bid, Commissioner Dunow seconded the motion, making it a unanimous decision for the Commission. A notice will be put in the paper of the bid opening at 2 P.M. on the 23rd of July and the property involved.
COMMISSIONER BLACK
Commissioner Black brought to the attention of the Commission a letter which they had received from Energy Fuels Nuclear regarding their request for the closing of a seldon used road in the Black Mesa area. The Commission will hold a public hearing on the closing of this road at 2:30 P.M. on the 23rd of July.
He also reported that the State Wilderness Committee has taken the position that any area that did not meet the criteria for Wilderness be dropped.
COMMISSIONER BOYLE
Commissioner Boyle reported that he had met with Freddie Pehrson and Marion Hazleton regarding the sewer problems in Bluff, and that they had discussed possible federal funding or a grant to help with this project. They have asked to another meeting with the Attorney Generals office on August 2nd for more concrete information.
STREET PAVEING IN CITY
Russ Madsen and Richard Coleman met with the Commission to discuss the paveing of streets in the City Limits by the County. The Commission explained to them the County's policy on paveing streets and answered many questions they had. They also explained the County's policy on street maintenance. Mr. Madsen also stated his feelings about performance bonds for work done by Contractors being required. Apparently this requirement is not being strictly enforced. The Commission will discuss this more thoroughly at an early date.
They also discussed the 24th Rodeo. Mr. Madsen will be in touch with the Leatheretts regarding this and also with Bob Sparks, President of the Lions Club.
BUILDING PERMIT
Bob Low met with the Commission and presented to them for their approval a Building Permit for Union Carbide for the head frame at their mine. The Commission approved a waiver for height as the head frame exceeds the normal height for building structures in the County.
AL HASKINS
Al Haskins reported that the new Senior Citizens Bus has arrived. The Commission discussed the possibility of trading the old one in on a car.
He also stated that he had received a request from Jim Stevens to use one of the buses to go to Price in to pick up Japanese Exchange students and bring them back to Monticello, If he can furninsh the gas and a driver the Commission approved his using it.
Al also reported that the Recreation Jeep had a rod out of the engine. The Commission asked him if he felt it was worth fixing, to which he answered yes. He will check on prices etc. and see what has to be done for how much.
Al also presented to the Commission a contract with the Department of Social Services for the Communications equipment for the ambulance on the mountain. Commissioner Dunow made the motion that the Chairman sign the contract into effect, with Commissioner Black seconding the motion to make a unanimous decision.
BRUCE SHUMWAY, BLUFF BUILDING
Bruce Shumway met with the Commission and reported to them that the Bluff Multipurpose building is comming along very well. He stated though that the lighting in the gymnasium is inadequate and that the lights will need covers to protect them during games. The Commission approved the addition of $1750.00 to the contract provided that resourses are available for this project. They also discussed the need to determine the rate of fees for the buildings use and utilities. They discussed budgeting, expenditures and a contract with Social Services for rent on office space in the building.
CATTLEGUARD DAMAGED:
Harlan Brown of Canyon Terrace reported to the Commission that the cattle guard on the new road at the top of Devils Canyon is damaged badly and that it is in need of repair or replacement. Commissioner Dunow will send out someone to check on it right away.
LYNN ADAMS; STATE LAND LEASE AND GRAVEL LEASE
Lynn Adams presented to the Commission a lease he had received from the State of Utah, for land the County is using to mix mulch for road repairs. The amount of the lease is for $217.35.
He also presented to them a lease for sand, gravel and rock with Sam and Gwen Halls of Monticello which the Commission approved and signed. This was done on a motion made by Commissioner Dunow and seconded by Commissioner Black, for a unanimous decision by the Commission.
Lynn also discussed with the Commission the inspection of trucks by M.S.H.A. and documents he had received. The Commission referred him to the County Attorney.

Minutes of the San Juan County Road Meeting.
July 2, 1979
Time: 9:00 A.M.
Present: E. Boyle, B. Dunow, C. Black. Surveyor D. Pehrson, Foremen L. Lyman, A. Holden.
L. Adams, & B. Bradford.
Minutes were read and approved.
Teek reported he had a mile of crused gravel and 3 miles of pit run on the Red Mesa Road. He said he was having trouble with water on the Red Mesa Project. He said England Electric would have to pull the pump to fix it. He said he thought if this pump was fixed he could get by o.k.
Bernal reported he had hired George Sickler as a truck driver C 26-1) and a permanent employee. Bernal also recommended Brett Lyman be raised to 29-1 as dozer operator. Bernal said he had also hired Ed Hawkins as 26-1. The above recommendations were approved by the Commission.
Doug reported he had surveyed city streets and they would be ready to build when the city was ready.
Travel time to Red Meas from Monticello was discussed. The Commissioners stated the policy and said we should follow the policy. Commissioner Dunow will make a study on this situation and consider some changes.
