Minutes of the County Commission Meeting held April 2, 1979
Time: 10:00 A.M.
Present: Commission Chairman E. S. Boyle, Commissioner Calvin Black and Bill Dunow. Also present were Al Haskins and Peggy Jorgensen.
Minutes of the previous weeks meeting were read and approved with the stipulated additions. This was done upon a motion made by Commissioner Black and seconded by Commissioner Dunow.
COUNTY ATTORNEY
Bruce K. Halliday met with the Commissioners and discussed with them the different amounts for indigent fees paid throughout the State. Commissioner Boyle stated that Davis County has a limit on indigent fees of $500.00 per case unless prior permisssion is given. They also discussed Circuit Court and the costs involved.
MRS. VELT ERICKSON
Mrs. Velt Erickson met with the Commissioners to discuss with them the death of a horse belonging
to her. The Commissioners told her they would submit her letter to the County insurance carrier and
that the incident would be investigated • Any decisions in this matter will be up to the insurance
carrier.
COMMISSIONER BOYLE
Commissioner Boyle discussed with the Commission the annexations that are being done by cities
and what measures the county can take. He stated that the County has cooperative attitudes towards
these actions.
The Commissioners will meet with the Grand County Commission April 16th in Moab at 5 P.M.
There will be a NACo Convention July 14-18 in Kansas City, however the Commissioners will not be
attending.
Commissioner Boyle also brought up the question of Wilderness areas, and just how much would the establishing of these areas effect the surrounding areas. The Commission is urging people to look at last weeks edition of the San Juan Record and the letter that the Commission wrote to Mr. Bergland concerning Wilderness areas, and to write letters to the B.L.M. expressing their concern on specifics relating to the establishment of Wilderness areas in San Juan County.-
The San Juan County Commission is going to be holding a public meeting regarding the Property Taxes paid on Livestock. They will discuss the proposed "constitutional amendment and its effect on Livestock owners.
COMMISSIONER BLACK REPORTS
Commissioner Calvin Black reported that at the State Convention in Salt Lake City last week the following were elected to their respective offices:
Doug Hunt, County Commissioner of Weber County is the new President of the Utah Assn. of Countys. William Huish was elected vice president of the Utah Assn. of Counties Barbara Montella of San Juan COunty was elected as Secretary Treasurer. Donna McKendrick of Millard County was elected Lady Vice President.
Kathy Rogers acting Director of the Travel Council was recommended by the Chairman for a raise. Her probationary period is up and this makes her eligable for a one step raise, plus the added responsibility of acting director puts her up a step. This raise was approved by a motion made by Commissioner Black and seconded by Commissioner Dunow to carry the motion. (Grade 1 Step 3)
Commissioner Black also reported on the new Wilderness Committee the Governor has appointed.
It is made up of /Department heads. There is also an advisory Committee made up of locally elected
officials, 3 County Commissioners and 2 Mayors. THey are Bill Dunn of Salt Lake County, Don Chase
of Boxelder County, George Buzianas of Tooele County, Stan Roberts of Bever County and Bill Leavitt
of the City of Alta, Salt Lake County.
Commissioner Black reported that the Southern part of the State is not represented, and he recommended
that the Chairman write a letter to the Governor requesting that local officials from the Six County
area and from the South Eastern four County area and the Uinta Basin be Appointed to this advisory
committee. Ch. Boyle stated that an appropriate statement in the San Juan Record would be forth comming.
There will be a Western: Interstate Board of NACo meeting April 28-29th in San Francisco. This is to urge California to become a member of the NACo Western Region.
AL HASKINS
Al reported that he had completed the Invitation for Bids for the Airport Hangers. He also reported
on a letter from Leon PoVey on options concerning San Juan County and the Aging Programs funding
the County receives.
The Commission approved the purchase of a piano by the Senior Citizens at $1800.00.
Al is to go to see a Mr. Fagle at Utah Energy concerning the Solar Energy Heating for the Montezuma
Creek Swimming Pool.
BID FOR VAN OPENED
Bids for the Senior Citizens, Van were opened at 1:35 P.M. The bids received were from Redd's of Monticello, the bid was awared to Redd's for the bid of $8,578.52 for a 12 passenger van. This was done on a motion made by Commissioner Dunow and seconded by Commissioner Boyle to carry the motion.
ZONING ORDINANCE
Mrs. Mark Shumway visited with the Commission and asked them questions about the Zoning Ordinances
in San Juan County. The Commission refered her to Phil Acton, Building inspector in Blanding.

BRUCE SHUMWAY
Bruce Shumway met with the Commissioners and discussed with them the road maintenance at White Mesa.
He also discussed with them the possible designation of Utah for representation by the Bureau of Indian Affairs. The County Commission is unanimously in favor of this representation. The Chairman will write Harold Lyman, UNDC and Social Services regarding this.
SOUTHEASTERN WATER CONSERVANCY 208 MEETING
The following gentlemen met with the County Commissioners to discuss with them the Southeastern Utah Water Conservancy DIstric 208 water program. Jim Stevens: Utah State Extention Agent, Paul Christensen of Utah State University, Richard E. Griffin of U.S.U Extention, Richard E. Walker of Southeastern Utah Association of Governments 208, Allen Ogden, Soil Conservation Svs, Phillip Palmer of Blanding City, Loyd Young of San Juan Water Conservancy District, Ty Lewis of the Farm Bureau and Richard Holyoak of the office of Agriculture Stabilization and Conservation. They talked at legnth on the 208 Water quality process, water quality problems and the management and practice necessary to solve these problems. They discussed the status of the 208 program especially regarding agriculture. They stated that they must publish 45 days in advance notices before a public hearing. They also discussed the funding alternatices and the schedualing for representation at quarterly meetings. They stated that sometimes there would be experts at these meetings but that they would not be board members. They want to set up a committee made of of 50% Citizen representation. 25% elected officials and 25% Governement representation. The Commission will take a look at potential citizens to represent the County on the board.

LYNN REPORTED HE WILL ATTEND THE STATE ROAD SALE IN S.L.C. ON WEDNESDAY. ALSO, HE WILL MEET WITH THE
U.N.D.C. TODAY AT 1:00 P.M. TO DISCUSS ROAD CLASSIFICATIONS.
