MINUTES OF THE SAN JUAN COUNTY COMMISSIONERS EMERGENCY MEETING HELD DECEMBER 29, 1982
The Board of County Commissioners met in an emergency meeting on Wednedsay, the 29th of December at the hour of 11:45 a.m. in the Courthouse at Monticello, Utah.
All members of the Commission were notified of the special meeting and gave their approval to hold the meeting.
Members present were as follows: Commissioner Calvin Black, Chairman
Commissioner Robert Low
Commissioner Kenneth R. Bailey was not able to be present. He telephoned during the meeting to report that he approved of the special meeting and concurred with the action being taken.
Due to unforeseen circunstances, Chairman Black found it necessary to call a special meeting of the County Commission to consider an application for a Cabarets Class "B" beer license for Mr. Wesley Schurr, Top of the Hat Lounge, also known as Canyonlands Lounge, in Mexican Hat, Utah. Mr. Schurr made a special trip from Arizona to present his beer license application. The Commission reviewed the application and verified that the proper application, bond, and County Sheriff's recommendation had been submitted. Commissioner Low moved to approve the application for a Cabarets Class "B" beer license at $250 for Wesley Schurr, Top of the Hat Lounge, Mexican Hat, Utah. The motion was seconded by Commissioner Black and it carried unanimously. The beer license was then signed by Calvin Black in behalf of the County.
There being no further business for this day, the special meeting was adjourned at 11:55 a.m.

Dolores Extension Services for the Egnar families, so a voucher was presented and approved by the Commission for payment.
MONTEZUMA CREEK STREET SIGNS;
Commissioner Bailey reported that it will be alright to post street signs on 2" pipe poles in the
residential area of Montezuma Creek.
MONTEZUMA CREEK ROAD GRADER;
Commissioner Bailey reported that the Road Department is stationing Road Grader #34 in Montezuma Creek.
Jim Benally will be the grader operator.
RICHARD PERKINS' ROAD DISCUSSED;
Commissioner Bailey reported that heavy oil company traffic on the road through Richard Perkin's property has damaged the road and repairs are needed. The matter has been discussed with Mr. Perkins and he said he will agree to give, an easement to the county for a through road if the county will place a cattle guard at each end of his property.
ARCHAEOLOGICAL CLEARANCE NEEDED ON RESERVATION ROAD PROJECTS;
Commissioner Bailey reported that Irving Mariano, an archaeologist for the Bureau of Indian Affairs, has haulted work at the Ismay gravel pit, and work on County Road #402 on the Reservation pending an archaeo-logical clearance.
PERSONNEL POLICY DISCUSSED;
The Commission discussed the personnel policy and felt that a specific policy should be adopted to out-line the period of time health benefits would continue after an employee's sick leave and vacation time were expended and, thereafter, the employe was not able to come to work due to illness. The Commission took the matter under advisement for one week.
DELINQUENT TAX ON STATE ASSESSED PROPERTY DISCUSSED;
County Attorney, Bruce Halliday, reported that only the State has the authority to make jeopardy assessments for delinquent taxes on State assessed property. He will contact Bob Cooper, with the State Tax Commission, concerning the delinquent taxes on State assessed property in the County.
1983 BUDGET DISCUSSED;
Deputy Clerk/Auditor, Bill Francom, gave each Commissioner a copy of the 1983 approved budget report.
They reviewed the report and gave authorization for it to be filed with the State.
SHERIFF'S VEHICLE DAMAGED IN LIVESTOCK ACCIDENT;
Commissioner Low reported that one of the County Sheriff's vehicles was severely damaged as the result
of hitting a horse.
ENERGY FUELS MILL UTILIZATION DISCUSSED;
Chairman Black reported that all possibilities for utilization of the Energy Fuels mill and crew are being investigated, including the storage of Vitro tailings and Durnago tailings if they were to ever contemplate moving them.
BLM PROPOSED ROAD AGREEMENT PRESENTED:
Mr. Ed Scherick and Mr. Bob Turri, from the Monticello BLM Office, presented a proposed road agreement
for the Commission to review before their next meeting with the BLM on February 1, 1983.
MANCOS MESA ROAD;
Commissioner Bailey reported that the Road Department would like to repair the washed-out section of the road to Mancos Mesa. Mr. Ed Scherick responded that the BLM will check the damage to the road and then report back on what can be done to prevent future erosion before the County starts repairs.
MELVIN DALTON MEETS WITH THE COMMISSION;
Mr. Melvin Dalton met briefly with the Commission to request a copy of the Glen Canyon Recreation Area
Contract. Chairman Black agreed to deliver a copy to him as soon as possible.
CORRESPONDENCE CONCERNING MULTI-COUNTY AIRPORT;
A letter was sent to the Grand County Commission suggesting that the two counties appoint a joint committee to study the feasibility of a San Juan-Grand airport located someplace between Moab and Monticello which would serve Grand and the northern part of San Juan. The Commission has designated the Development Board to work with Grand County on such a study.
CORRESPONDENCE CONCERNING TAX ASSESSMENT OF METALS & NON-METALS;
The Commission approved a letter to Dave Duncan, Chairman of the Utah State Tax Commission, supporting regulation changes to achieve equality of taxation by adopting the formula to assess non-metalifferrous mines by the same method as used to assess metalifferrous mines.
CORRESPONDENCE CONCERNING NUCLEAR WASTE INFORMATION OFFICE FUNDING;
The Commission approved a letter to the Office of Nuclear Waste, U.S. Department of Energy, to reitterate
the County's request for Information Office funding at Monticello.
AIRPORT HANGAR LEASE APPROVED;
An Airport hangar lease was approved for Dan Shumway, Blanding Hangar #10. Chairman Black signed the
lease agreement which will expire October 1, 1983.
