MINUTES OF THE SPECIAL MEETING OF THE BOARD OF COUNTY COMMISSIONERS HELD AUGUST 29, 1960 AT 10 O'CLOCK A.M. IN THE SAN JUAN COUNTY COURTHOUSE IN MONTICELLO, UTAH.

The full quorum of County Commissioners met this day in special session to take care of important matters of business. Gerard Norton, Deputy Clerk, was also present.

DR. FALLON PRESENT TO DISCUSS BLANDING CLINIC

Dr. Walter Fallon and his representative, Hank Ruggeri, were present to discuss the matter of the Blanding Clinic and the contract between the lessee of the clinic and the County. There were a few repatitious points pointed out in the contract, and a contradicting statement. It was pointed out that the points were in reference to different provisions.

Mr. Walton stated the county will assume nothing on the clinic grounds, except the orignial land-scaping. Mr. Fallon said that he thought some of the things, such as drapes, janitors facilities, (waxer, lawnmower, etc.) and such items should go with the building and not the person leasing it, which was agreed to by the commission. Dr. Fallon also stated that he would like to lease; the clinic on the basis of a month to month proposisition so if he was getting in over his head, he could get out in a hurry. A motion was made by Commissioner Bartell that they give the go-ahead to finish the clinic and lease it to Dr. Fallon for a ninety day trial to see if he could make a go of it. It was seconded by Commissioner Hazelton and passed unanimously. * Correction: That Mr. Hazleton was given authority to complete the building. HARRY RANDALL INQUIRES ABOUT BALL PARK LIGHTS

Harry Randall, owner of the Nu Vu Drive-In Theater was present and asked if something could be done

to eliminate the glare of the Ball Park lights off his movie screen. He stated that he had received

many complaints from his patrons because of the glare of the lights. It was agreed that the county would see if they could so something about the situation.

DUANE FRANDSEN REPRESENTS NIELSON, BAILEY, AND HALL

Duane Frandsen, representing Nielson, Bailey, and Hall, was present to ask the Commissioners to give to the State Tax Commission a reccomendation for their amount of taxes on the mining development of the Hidden Splendor Mine proceeds. It was pointed out that the mining had been turned over to a private company and they had left without paying their share of the taxes. The commissioners finally agreed to give a reccomendation on a ten-thousand dollar basis; or , approximately 40%. This was agreed to by Mr. Frandsen.*Correction: The name of Hidden Splendor Mine should be changed to Maybe Mine.

LESLIE GRAVES INQUIRES IF BLANDING FIRE DEPARTMENT CAN TAKE OVER OPERATION OF BLANDING AMBULANCE.

Leslie Graves, Blanding Fire Chief, was present to ask that the commissioners permit the Blanding Fire Department take over the operation of the Blanding Ambulance, He pointed out that he had many quali-fied men who could do the operation justice. He also reccommended that an Ambulance credit card be purchased and that forms be made to make a record of each ambulance run. He also suggested that if the Fire Department were given the right, that they have a new ambulance garage erected near the fire station. Mr. Graves also said that the present Ambulance garage door was always kept locked and that he thought that it shouldnft be. It was agreed to permit the Fire Department take over the operation of the Ambulance beginning September 15th, but that the group talk the matter of cost, salary, etc. over among themselves and have a recommendation to present before the board before they take over the operation.

Mr. Graves also made the suggestion that there by a county fire organization organized. It was agreed that one of mutual benefit to the entire county would be a good thing, and the commissioners agreed to keep the idea in mind.

RESOLUTION TO CARRY ON STRAY HORSE ROUNDUP Commissioner Hazelton made the following resolution:

"Be it known that we, the Board of County Commissioners for San Juan County do hereby resolve that there be a drive to eliminate abandoned horses, mules and donkeys; and that after such legal matters as necessary are taken care of, that such a drive be instituted. Also, that each and every year here-after, at approximately this same time of the year, this resolution be in-stituted to action."

The resolution was seconded by Commissioner Bartell and passed unanimously by the board. MISCELLANIOUS ITEMS OF BUSINESS

The Deputy Clerk was asked to: Inform the State Fair Program Committee that San Juan County would like a page in the State Fair Program again this year, and to submit a facsimile of the page they desired; Inform the Winter Weiss Company that the county will accept the two new ambulances as they are because there is no Cadillac dealer within a reasonable distance of Monticello, at which to have them inspected.

There being no more business to come before the board at this time, meeting adjourned.
