SAN JUAN COUNTY COMMISSION MEETING NOTES JANUARY 27, 1986
The San Juan County Commissioners met in regular session on January 27, 1986. at the hour of 10 a.m. at the San Juan County Courthouse, Monticello, Utah.

Minutes of January 20, 1986, Commissioner's Meeting were approved as corrected on the motion of Commissioner Bailey. The motion was seconded by Commissioner Holliday. UNANIMOUS.
EXTENSION OFFICE COUNTY AGENT
Rick Bailey, Administrative Assistant, reported that he met with Jim Jensenf an applicant for the extension agent position. Mr. Bailey said that Utah State University told Mr. Jensen he could have the job and came down to look at the area before making a decision. Mr. Bailey said the University is re-advertising the position for the home economist specifying a bachelor's degree.
TAXATION ON RESERVATION
The Commissioners and the School District are meeting with Governor Bangerter on Wednesday January 29, 1986, to discuss the concerns relating to taxation within the boundaries of the Navajo Reservation in San Juan County. Several law suits have been filed by oil companies challenging the county's and state's right to levy taxes on the reservation. A letter sent to the Governor pointed out the following taxes, revenue recipient, tax refund claims, and the projected annual revenue loss:

Commissioner Black said that he received a phone call from the Lt. Governor's office saying that he would like to meet with the Commission and the school district on January 29, 1986 at 1 p.m. prior to the meeting with the Governor.
MONTICELLO AIRPORT WATER TANK
Rick Bailey, Administrative Assistant, reported on the bids he received on the water tank for the Monticello Airport. Mr. Bailey said the best bid was from Isco, Inc. for a 4380 gallon tank at $2582 and it would take 30 days to receive it. Commissioner Bailey said he will get with Rick and decide the best way to go.
ROAD DEPARTMENT PAYROLL
Gail Johnson, clerk, and Marian Bayles, treasurer, met with the Commissioners to discuss the county payroll. Mrs. Johnson said that when payroll falls on a Friday it causes problems with the road department because they do not work on Friday. Commissioner Bailey said that this can be taken care of by having Leona Markosek, road department secretary, work a few hours on Friday so the paychecks can be delivered to the road department employees. Commissioner Bailey said that he will bring this up at the next road meeting.
MAE SYSTEMS TELEPHONE REPAIR MAN
Gail Johnson, clerk, reported that a repairman from Mae Systems in Durango, Colorado, came to the courthouse last week to look over the telephone system. Mrs. Johnson said the repairman went through the entire system and explained that alot of the problems were minor technicalities and could be fixed. Mrs. Johnson said the repairman thought the telephone at the road department was not an interference and did not need to be separated from the courthouse switchboard. Mrs. Johnson thought the repairman was very familiar with the system and said that Mae Systems will submit a maintenance proposal.
CONGRESSMAN HOWARD NIELSON
Sue Cook, Moab office of Congressman Howard Nielson, met with the Commissioners to report that the San Juan County Republican Lincoln Day Dinner with Congressman Howard Nielson will be February 8, 1986, in Blanding at 5:30 p.m. at the San Juan High School. A breakfast will be in Monticello February 8, 1986 at 8 a.m. at the Juniper Tree.
PUBLIC SERVICE COMMISSION - CONTEL TELEPHONE
Commissioner Black reported that he received a phone call from Brent Cameron, Public Service Commission, concerning the letter the Commission wrote a couple of weeks ago protesting a public hearing only in Salt Lake City and not San Juan County on the proposed rate increase of Contel Telphone Company. Mr. Cameron said that a representative from the Public Service Commission will hold a hearing in Monticello at the county courthouse on February 5, 1986, from 2 to 5 p.m. and 6 to 8 p.m. in the courtroom. Representatives from Contel Telphone Company, Public Utilities Consumer Services will be in attendance. The public is encouraged to come and submit statements.
PUBLIC SAFETY BUILDING
Commissioner Bailey reported that after meeting with Blanding City council he felt that the county should
apply for the impact money for funding the county public safety building. Commissioner Bailey said that having the cities apply would just complicate and delay the matter. Commissioner Bailey said he talked to John Peterson, architect with Deseret Architects and Engineers, and Mr. Peterson is willing to work with the county on a $5,000 fixed fee. Bruce Halliday, county attorney, will work out a contract with Mr. Peterson. Rick Bailey, Administrative Assistant, Les Prall, Association of Governments, and Mr. Peterson will get together and fill out the application and get it submitted as soon as possible. Commissioner Bailey made the motion to award the contract to Deseret Architects and Engineers and to work with John Peterson, architect, on a fixed fee of $5,000. Commissioner Holliday seconded the motion. UNANIMOUS. Commissioner Holliday made a motion that the county immediately apply for impact money for the funding of the public safety building. Commissioner Bailey seconded the motion. UNANIMOUS. The Commission authorized Rick Bailey to work with Mr. Peterson and Les Prall to get the application prepared and submitted.
CITY ROADS POLICY WITH THE COUNTY
Commissioner Bailey said that he is preparing an addition to the city road agreement with the county. Commissioner Bailey said the cooperative agreement will be amended to clarify the procedure of trenches cut across bituminous roadways and will specify the total crown required. Bruce Halliday, county attorney, will prepare the addendum to the cooperative agreement and have the cities sign it.
COMMUNICATIONS - TV - BILL BAYLES
Bill Bayles, Communication Engineer, met with the Commissioners to talk about the TV transmitter on Abajo peak. Mr. Bayles said that Emery County has a part time employee and that the signal has improved. Commissioner Black said that there seems to be alot of static lately and seems to be getting worse. Mr. Bayles said that there is alot of interference and feels that this will always be there. Mr. Bayles said he is going to perform a sweep alignment on the transmitter in the future. Commissioner Black suggested that the county check into getting a satellite or some other system that would be more reliable than transmitters. Mr. Bayles said he will check into it.
COUNTY HEALTH CARE - BLUE RIBBON COMMITTEE
Commissioner Bailey reported on the meetings with the Blue Ribbon Committee. Commissioner Bailey said that the Committee feels that the hospital should be sold separately from the nursing home if a sale option is considered. The Commissioners said it would not be a good idea to transfer the accounts receivable over to any potential bidder. Commissioner Bailey said that the Committee will look at the proposals and the alternative new offers. Rick Bailey, Administrative Assistant, will talk to the Committee about Southwest Health Management, then Ted Stagg will talk about his last meeting with Bonneville Health Care. The Blue Ribbon Committee will meet at 4 p.m. today.
GOVERNOR BANGERTER IN BLANDING
Commissioner Holliday reported on the meeting that Governor Bangerter held in Blanding last week. Commissioner Holliday said the public asked the Governor about the artifacts that were found in the county and taken away instead of displaying the baskets in the Edge of Cedars Museum. Another issue discussed was the elk head from the recent illegal kill in which the Division of Wildlife refused the request of the College of Eastern Utah to display the head in the center in Blanding. The Pauite Farms Marina that is being considered on the San Juan was another topic. Another matter that was discussed was the sale of section 32 of Monument Valley. The Governor said he needed more facts but would look into these matters.
LEGISLATIVE LEGAL SERVICES
Commissioner Black said he is going to meet with the legislative legal services to get the trust fund amendment in. Commissioner Black said he met with Representative Adams, Representative Knowlton, Senator Bunnell, and Senator Pugh last week and discussed getting the limit on trust funds set as a percent of peak assessed valuation rather than the current.
LEGISLATIVE MEETING
Commissioner Black said he attended a legislative meeting last Thursday with legislators from Unitah Basin, Six County area and our county areas. Commissioner Black said they reviewed various legislative matters, the new land law act, state payment on lieu of taxes, etc.
SAN JUAN DEVELOPMENT & TOURISM BOARD
The Commission reviewed the applicants for the San Juan Development & Tourism board, and those who wish to be re-appointed to the board. Commissioner Black passed the chair to Commissioner Bailey and made the motion to approve Lloyd Kartchner as a new member and to re-appoint the following board members. Commissioner Holliday seconded it. UNANIMOUS
